Traffic Note
Surface movement surveillance radar in use.
Pilots are to ensure that the transponder is switched on only after push-back CLR has been given by ATC.

Low Visibility Procedures
Condition 1:
VIS not below than 800m or 550m RVR
VIS is sufficient to taxi and to avoid collision with other TFC on TWYs and at intersections by visual
reference, and for ATC to exercise control over all TFC on the basis of visual surveillance.
Condition 2:
VIS not below than 400m RVR
VIS is sufficient to taxi and avoid collision with other TFC on TWYs and at intersections by visual
reference, but insufficient for ATC to exercise control over all TFC on the basis of visual surveillance.
Condition 3:
VIS below than 400m RVR
PIC will be provided with taxi CLR and CLR limits which, in event of potential conflict, require the PIC
to hold short of TWY Intersection and report sighting and able to follow, or pass behind conflicting ACFT.
- If the PIC is not able to sight the conflicting ACFT, further CLR to proceed will be withheld until the
preceding ACFT has passed, and reported passing the next TWY intersection.
- If visual contact is lost, inform ATC immediately and he shall be instructed to hold position. Further
CLR to proceed will be withheld until preceding ACFT has reported passing the next TWY intersection.
TWY Restrictions
TWY U1,U2, U3, U4, U8, U9 width 18m / 59ft.
Taxiing for ACFT up to wingspan 36m / 118ft:
- TWY L and extension of TWY B south of intersection B14.
- TWY U1-U4, including the connecting TWYs from U3A-U3F and TWYs U8 and U9.
- TWYs from Q1-Q4.
- Portion of TWY P and Q north of P1 and QS.
Taxiing for ACFT up to wingspan 52m / 171ft:
- Taxilane T1.
- Between D12 and Hangar

COM Failure
If under Pilot Navigation: Continue on STAR and land.
If under radar vectors: Maintain vector for 1min; if below MSA, climb to MSA, then track to intercept
cleared or previously assigned STAR and land.
If total COM failure occurs to an ACFT bound for the Kuala Lumpur INTL AD, before entering the Kuala
Lumpur FIR or after entering the FIR but before being given or acknowledging a specific STAR, pilot in
command shall:
Transmit blind PSN reports and intentions if the ACFT transmitter is presumed servicable;
Proceed via current FPL route or as cleared by ATC:
- to VBA maintaining the last assigned flight LVL; or
- if the FPL route terminates at VKL, then from VKL proceed via A464 to VBA maintaining the last
assigned flight LVL.
Commence descent in the VBA hold at or as close as possible to the EAT last received and acknowledged
or, if no EAT has been received and acknowledged, at or as close as possible to the ETA over VBA
calculated from the current flight plan;
- carry out KIKAL THREE arrival procedure for KLIA RWY 14L
- land on RWY 14L, if possible, within 30min of the ETA, or the last ETA acknowledged wichever is later
If a LDG on RWY 14L is not possible due to AD wind COND, the pilot in command shall:
- in VMC, go-around, make a VIS APCH join right downwind for RWY 32R.
- in IMC, go-around, climb to 7000ft on RWY HDG to overhead VKL thence on R140, on passing 1500ft,
turn left and proceed to VMK, to reach 7000ft by D25 VKL. Make one hold at VMK maintain 7000ft
and then carry out LAPIR THREE arrival procedure for RWY 32R.

If RWY 14L/32 is not AVBL, ATC will switch the RWY and APCH lights on and off repeatedly to warn the
pilot in command. The pilot in command shall:
- in VMC, go-around, make a VIS APCH join right downwind for RWY 32L.
- in IMC, go-around, climb to 7000ft on RWY HDG to overhead VKL thence on R140, on passing 1500ft,
turn left and proceed to VMK, to reach 7000ft by D25 VKL. Make one hold at VMK maintain 7000ft
and then carry out LAPIR THREE arrival procedure for RWY 32L.

Non-standard GP intercept position on RWY 32R:
GP intercepts RWY 32 at 326m / 1069ft after landing threshold.

Departure Procedure
Start-up/Push-back
REQ ATC CLR prior start-up.
After receipt of ATC CLR, request start-up/push-back within 5min.
For contact stands at the Main, Satellite and Cargo Terminal, ENG start is permitted for ACFT whilst at
stand provided that a marshaller is present.
ENG start for ACFT with tail mounted ENGs (MD11), the top ENG is to be at no more than idle PWR until
the ACFT has a clear DIST of 250m / 820ft.
Power-back not permitted.
