1. Purpose
The purpose of this procedure is to set forth the individual
that is considered the Designated Person .
2. Scope
The Safety Management System is required to establish a designated person. The ISM
Code reads, To ensure the safe operation of each ship and to provide a link between the
company and those on board, every company, as appropriate, should designate a person
or persons ashore having direct access to the highest level of management. The
responsibility and authority of the designated person or persons should include monitoring
the safety and pollution prevention aspects of the operation of each ship and to ensure that
adequate resources and shore based support are applied, as required.
3. General
The person determined to be the Designated Person
is the Safety Manager ( OWNER). This is the individual that is to ensure the safe
operation of each ship and who provides the link between the company and those onboard.
The Safety Manager also has access to the highest level of management when
this access is needed.
Since the Safety Manager has a staff that routinely advises that position of what is
happening on each vessel, he has the best position to execute this duty. From time to time
that position may delegate to members of his staff various tasks associated with the duties
of a Designated Person within the meaning of the ISM Code.
The Designated Person will be responsible for the approval and issuance of the Safety
Management Manual and any changes made to it. In this position he may delegate a
coordinator to handle the routine matters associated with the maintenance of this manual.
During non-working hours, the Designated Person shall be the first person notified of a
shipboard emergency by shipboard personnel. In his absence, the individual assigned to
act in his behalf shall be notified.
