Recommendation( Regarding the letter from the Orfice of the Municipal Mayor relative o the Secondment Agreement between LGU Lupon and LGU Banaybanay for reconsideration. Hon. Geollegue manifested that even if they would stil passa resolution with regard tothe appointment of thé Assistant Municipal Treasurer it would still be turned down by the Bureau of Local Government Finance (BLGF) because the selection ofthe people must be within the Treasurer's Office only as per advice by the BLGF since there are already three (3) nominees to be selected from said department Hon, Tambuang manifested that since the BLGF will be the one to approve then let the BLGF select from the ‘nominees including also the person endorsed by the Mayor Members since it was already recommended by the committee with regard to localization. He further said that the person endorsed by the Mayor can still be given favorable action since the BLGF will be the one to decide for the election among the three (3) nominees Hon. Lamaran responded that he objected the discussion of the said issue during the session for the reason that it really needs a legislative courtesy by undergoing a committee meeting since the Mayor asked for a ‘ecommendation to be calendared on the First Reading and to undergo a discussion, and since it is calendared on the First Reading then it will be discussed again under a committee meeting because there ia eoonsideration of the matter, Hon. Lamaran added that the recommendation of the committee & to give a favorable action with regard to the request of the Mayor. Ms. Ordonio, the HRMO claified that those recommending processes that were discussed thoroughly during the previous meeting have no connection to the appointment of the Assistant Municipal Treasurer which was Submitted to the BLGF because this is a Secondment Agreement and this is different from the proposal of the ‘Mayor since the Mayor asked only for the authority Hon. Lamaran asked if what really the Secondment Agreement means, Ms. Ordonio answered that the Secondment Agreement means that if we refer it to the Appointment, itis a certain ageney getting a certain employee from another agency to be put on a certain position with a term of gone(1) year only and the employee that was borrowed will be on leave without pay on hisher mother agency and the agency who will take that certain person for a position will be the one to provide for the salary in accordance to the position that has given Hon. Lamaran raised a query ifthe Seoondment Agreement is temporary in nature Ms. Ordonio replied that itis temporary in nature and the only concern during the previous discussion was the Mayor is not the Appointing Officer but the BLGF. Hon. Tambuang manifested that even if the BLGF is the Appointing Officer, still the BLGF will listen to the recommendation of the Mayor if whose person she's going to recommend. 1.
