TheEstatesGeneralwasanassemblyofrepresentativesfromeachofthethree
estatesfromareasalloverFrance.WhentheEstatesGeneralmetonMay5,1789,
onequarteroftherepresentativeswerefromtheFirstEstate,onequarterwere
fromtheSecondEstate,andhalfwerefromtheThirdEstates,buteachestate
receivedonlyonevote.So,eventhoughtheThirdEstatehadhalfofthe
delegates,theywerealwaysoutvotedbytheFirstandSecondEstates,2to1.
