Hassanal O.lamaran | - — DRRMC Mr. Maher M.loren — - Municipal Administrator ISSUE: “Situation of the Drainage System including the Municipal Building in the Municipality of Banaybanay”. FINDINGS: 1. The Chairman explained to the committee that he received a memorandum order from the office of the LCE for the “Creation Of Task Force Baha” to conduct a thorough study of the drainage system of this municipality including that of the municipal buildings and provide findings, plans and recommendations. 2. Engr. Enriquez, asked to the Chair if who will act as the Chair of the Task Force? He also manifested that he give a copy of the plan regarding the drainage of this LGU to the two (2) Provincial Engineers who conducted survey on the canals within this, municipality. He also added that as of the moment we need a concrete pian for cleaning and de-silting of canals while waiting for a drainage plan. 3. Engr. Urbuda said, that we must check first the elevation of the canal and the catch basin of this municipality to know where to start the cleaning and de-silting, he also added that the drainage design to be used will be either Box Type or an Open Type and not a culvert one; 4, Mr. Montibon added also that as per observation, the current of the water flows start from Police Station going down to the LGU Building, so the need for cleaning and widening of canal is badly needed. 5. Engr. Sarigan expressed his idea that this municipality was 80% to 90% lacked of canals, if ever we have, it's only a culvert in small size which cannot catch volume of waters. He added that the Task Force must also consider the catch basin in cleaning and widening of the canals. 6. Hon. Lamaran said that during the next round meeting of the committee, they should invite the NIA and DPWH because they were involved on this case and the Task Force must come-up with a Master Drainage Plan and to consider also the Bills, of Materials and its cost. 7. The Chairman reiterated that there should be a coordination with the 14 Barangays. 8. Hon. Caminero added to the statement of Hon. Lamaran that not only the NIA and Te ected Bie ies eels ees een nes dee len eee Bes9. Engr. Lamaran asked the committee if we can use the funds from the Mitigation Measures amounting to -P-100,000.00 to fund initially this Drainage Plan? 10. Engr. Sarigan said that this LGU will just hire one (1) consultant who is expert on the drainage case and the rest of the job considering that Drainage Plan will be worked- ! Out by the Engineers of this LGU to be headed by our Municipal Engineer, Engr. Roy P. Enriquez. | RECOMMENDATIONS: 1. The committee recommended that while waiting the Master’s Drainage Plan, the Cleaning and de-silting of the canals in this municipality must be implemented immediately; 2. To conduct another committee meeting on October 1, 2015 at exactly 9:00 in the morning at Legislative Hall, inviting the Committee On Infrastructure, Task Force Baha, NIA Management, DPWH, Provincial Engineers and 14 Barangay Captains; 3. To conduct a Topographic Survey of this municipality to see the elevation of our area; 4. To come-up with a Master Drainage Plan; 5. To include the proposed budget of this Master's Drainage Plan in the Annual Budget of this LGU; 6. To allocate fund in the amount of Two Million (-P-2,000,000.00) Pesos to start the Topographic Survey and the Master's Drainage Plan of this LGU; 7.
