A RESOLUTION
To authorize the use of military force to counter the threat posed by ISIS in Syria and Iraq and to encourage
President Obama to commit troops to that region for that reason.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SEND TROOPS ACT

This act may be cited as the Send Troops Act of 2015.
SECTION 2. FINDINGS
Congress hereby finds and declares that,
1) Obama has been working with partner nations to try and target airstrikes of Iraq and Syria, to defeat ISIS.
2) The U.S and the coalation have conducted a total of 6,863 airstrikes, 4,238 in Iraq, and 2,535 in Syria.
3) A new poll shows that 45% of Americans would support sending ground troops to Iraq to defeat the Islamic
State terrorist group (ISIS) and 37% are opposed.
4) Obama needs to send troops over with airstrikes to flood terrorists out of their hiding spots and separate them
from the regular civilians.
5) It is the least efficient and least decisive strategy, even more so against the Islamic State in 2015 than against
Germany in 1945(Bruce Newsome).
6) Today I authorized two operations in Iraq -- targeted airstrikes to protect our American personnel, and a
humanitarian effort to help save thousands of Iraqi civilians who are trapped on a mountain without food and
water and facing almost certain death(Obama, White House).
7) The Iraqi people need and deserve a government that not only represents all of their voices but also provides
basic government services and security, paving a stable and prosperous path forward for all the people of Iraq,
regardless of religion or ethnicity(Tom Malinowski).
8) We have seen reports of extrajudicial and mass killings, beheadings, abductions, forced conversions, torture,
rape and sexual assault, using women and children as human shields, and people being burned or buried alive.
Women and girls as young as 12 or 13 have been taken captive, to be sold as sex slaves or put into forced
marriages with ISIL fighters(Tom Malinowski).
9) So let me close by assuring you that there is no decision that I take more seriously than the use of military
force(Barack Obama).
10) Weve been focused on ISIL, I will tell you, since it morphed into al-Qaida in Iraq in 2013 and picked up
AQIs mission under a different banner(John Kerry).
SECTION 3. STATUTORY LANGUAGE
A) The resolution shall authorize the President to administer any equipment deemed necessary for the military to
properly carry out its task of fighting against ISIS, however long that task may take. Ground troops and minimal
air support shall be deployed to Iraq, Syria, Afghanistan, and the Levant. If the task is completed a foriegn policy
shall be negotiated between the United States and countries formerly affiliated with ISIS to prevent any further
threats of terrorism.
B) Funding shall come from the military budget which is a portion of the federal budget. The military budget
includes all salaries, equipment, training, etc. The military budget shall come from the
administering/enforcement agency of the Department of Defense.
C) The Send The Troops Act shall be enacted on January 1, 2016. This authorization for the use of military force
shall terminate three years after the date of the enactment of this joint resolution, unless reauthorized
