A BILL
This Bill will support alternative energies and Smartway vehicles and offer tax incentives for these vehicles. This Bill
will also fund a commuter bike program in large cities and will offer a tax incentive for states who drop their fume
emissions by at least 35%. The conditions for incentive will be revised every 10 years.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE
This act may be cited as the Transportation Emissions Reduction Act of 2015.
SECTION 2. FINDINGS

Congress hereby finds and declares that,


1)Collectively, cars and trucks account for nearly one-fifth of all U.S. emissions, emitting around 24
pounds of carbon dioxide and other global-warming gases for every gallon of gas. About 5 pounds comes
from the extraction, production, and delivery of the fuel, while the great bulk of heat-trapping emissions
more than 19 pounds per galloncomes right out of a cars tailpipe.
2)Americans make up an estimated 5% of the worlds population. However, the US uses 25% of the
worlds resources - burning up nearly 25% of the coal, 26% of the oil, and 27% of the worlds natural gas.
3)Plug-in hybrids reduce fuel costs by using high-capacity batteries that allow them to operate on
electricity from the outlet for significant distancesoperating on electricity typically costs less than half as
much as operating on gasoline.
4)In cities such as San Francisco there are numerous bike rental programs, where bikes can be as low as
$30 per hour.
5)New York State has already has a program that does things such as: At gasoline pumps - using special
nozzles that recover vapors before they can be released to the air. A statewide enhanced inspection and
maintenance program
6)Vehicles generate three major pollutants - hydrocarbons, nitrogen oxides, and carbon monoxide.
7)Hydrocarbons react with oxides of nitrogen in the presence of sunlight and warm weather to form
ground-level ozone. Nitrogen oxides also help form acid rain. Carbon monoxide is a colorless, odorless gas
that can impair mental functions, visual perception.
8)Pollution is one of the biggest global killers, affecting over 100 million people. Thats comparable to
global diseases like malaria and HIV.
9)People who live in places with high levels of air pollutants have a 20% higher risk of death from lung
cancer than people who live in less-polluted areas.
SECTION 3. STATUTORY LANGUAGE
A) Bill to be implemented by federal and state forces in participating states. The pollution levels of each participating
state will be monitored by the local officials, data will be collected and presented to federal officials for review and
oversight..
B) Joint Federal supervision by the EPA and Dept. of Commerce of Committees formed by each participating State.
Funding primarily from motor vehicle registration fees and Gas taxes. Supervisory tasks to be funded from Federal
agencies base budgets.
C) All participating States will will be eligible for graduated incentives. These will begin with a drop of thirty-five
percent below base pollution levels established at the outset of program. Zero and low emission alternatives may be
eligible for tax incentives as mandated in each State. These programs will be administered by each State with
oversight only by Federal agencies. Any and all persons found guilty of the distribution of false data shall be
prosecuted as dictated by statute. The conditions for incentive will be revised every ten years.
