Directors Desk
It is hard to believe that we are almost halfway through the school year, but I feel like I blinked, and November
was here and gone before I knew it!! November brings a month that reminds us to be thankful, and I have so
much to be thankful for in this role. Each Monday, the ACES staff gets to collaborate with each other, gather
resources and prep for the week ahead. This is a valuable time for us to gather to reboot and recharge, and I am
very thankful for your support of these days that are so needed. I also cannot express how thankful I am to work
with these ladies who love serving and helping others. Their passion is unmatched!!
Our ACES staff has been active in many happenings in our school districts, just as I know your staff has been
very busy. We are experiencing a lot of transfer students, and many new referrals following the end of the 1 st
quarter and parent teacher conferences. As you experience new student needs, please do not hesitate to
contact Jodie or I for assessment support, or one of the social workers for behavior support. We have already
been able to provide information and support the transition for these students who have transferred from a
previous ACES school districts, and we would be happy to help in any way we can.
I hope that you find that December is a joyous time of year for you, and for your students. We know that this can
often be a tough time for many, so I would encourage you to reach out to your School Social Workers with any
student need you see. Their knowledge of community resources and mental health resources amazes me every
day, and I know all three Social Workers would love to make the holiday season the best it can be for their
students. If you have any other needs, please do not hesitate to contact me!
Tamara

December Child Count

The December special education child count is due December 15, 2015, via the December MOSIS Student
Core submission. Every student with an IEP or services plan who is receiving services on December 1
should be reported by one, and only one, district. All students receiving special education services under
an IEP (including ECSE speech-only or itinerant students) and parentally-placed private school students
receiving services under a services plan are to be reported.
When the MOSIS file is certified, the special education child count data are populated to Screen 11 of Core
Data. Since there is no submit process in Core Data for the December cycle, the certified MOSIS file is
considered the officially submitted data.
The required verification sheet is located on the MCDS Portal and can be accessed the day after certifying
the MOSIS December Student Core file. Instructions for accessing and returning the verification sheet for
the 2016 school year can be found here: http://dese.mo.gov/sites/default/files/Instructions%20for%20CC
%20veri.docx.
If you have situations where a student is attending a non-resident district, please work with the other
district to ensure only one district is reporting the student. There are two options for reporting students
attending a non-resident district. The first option is to follow a Resident 2 model where the attending
district reports the student as a Non-Resident (NR), and the resident district does not report the student at
all. In general, Early Childhood Special Education (ECSE) students served by a non-resident district should
be reported by the serving district as Non-Resident (NR).
The second option is to follow a cooperative/alternative school model. The resident district does the
reporting and reports the student as a Resident 1 (R1) student.

Transfer Students: IEPs must be reviewed, and

accepted or rejected. Transfer IEPs cannot be
amended.

If accepted, the transfer IEP becomes the

LEAs IEP and must be implemented
EXACTLY as written, in full (all sections of
the IEP).

If rejected, then the LEA must provide

comparable services until such time a
new IEP is developed for the student.

Comparable Services: The LEA in

consultation with the parents of the
transfer student must determine what
special education services are
comparable to those described in the
transfer IEP. Comparable is defined as
similar which indicates the services do
not have to be exactly same as those on
the transfer IEP.

education/compliance/specialeducationforms

The most influential of all educational

factors is the conversation in a child's
home.
