Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE
This act may be cited as the Barrera Act of 2015.
SECTION 2. FINDINGS
Congress hereby finds and declares that,
1) 90% of addictions start in high school.
2) Many teens find themselves under peer pressure to experiment with drugs.
3) Teens take drugs to bring up their popularity status or to get escape from their problems.
4) More teens die from prescription drugs than heroin/cocaine combined.
5) Teens tend to start off with alcohol or cigarettes then move onto dangerous drugs.
6) Teens who use marijuana on a daily before the age 17 are more than 60% less likely to get their high school
diploma.
7) Pressure over grades, drama, and college has students abuse prescription stimulants.
8) More than $25 billion per year is spent on advertising for tobacco, alcohol, and prescription drugs, and such
advertising has been shown to be effective.
9) 21% of elementary school children and 51% of 12th graders have tried alcohol the leading cause of death among
adolescents and 20% of 8th graders have tried tobacco
10) 15% of American teens meet the criteria of substance abuse.

SECTION 3. STATUTORY LANGUAGE
A) The Barrera act shall limit the usage of drugs in schools by proposing that every teenager shall attend a drug
education program. This drug education shall help teens and toddlers understand the issues on drugs and the effects it
has. The drug education program will be mandated by the schools district. This shall reduce the addiction rate in
schools to a minimum. Finally, this bill shall prevent teenagers from ages 18 or younger from possessing drugs
during school hours.
B) The department of education, or education department, is committed to developing and deepening program and
policy expertise in the program offices, especially in high-priority areas. Therefore, to maximize limited resources,
and expanding drug testing programs. The office of elementary and secondary education home program will offer
grants to the education of department and other private or public organizations to develop, and expand schoolbased drug testing programs for students.
C) If any school that does not mandate the protocols, then they shall be withheld government fundings. This bill
shall be enacted by January 1, 2016. No expiration date.
