Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE
This act may be cited as the Non Discriminatory Act of 2015.
SECTION 2. FINDINGS
Congress hereby finds and declares that,
A) Sexual orientation is not a choice.
B) Mississippi and West Virginia do not allow religious exemption of vaccines.
C) EEOC states that it is illegal to discriminate against employees based on sexual orientation.
D) Loving v. Virginia; Religious objections/exemptions from interracial marriage deemed unconstitutional.
E) The 14th amendment forbids states from denying any person life, liberty, or property without due process of
law.
F) Same-sex marriage is a constitutional right.
G) Civil Rights Act of 1964 made discrimination against, race, religion, color, gender, and national origin.
H) A complete exemption for houses of worship allows churches to deny same sex couples to practice their religion.
I) North Carolina Laws allow an assistant or deputy register of deeds to opt out of issuing marriage licenses to same
sex couples.
J) Indiana does not have a law that protects against discrimination based on sexual orientation.
K) It is legal in most states to discriminate against LGBT people in the areas of employment, housing and public
accommodation.
L) The Supreme Court rules same-sex marriage legal in all fifty states.
M) The 1st Amendment already guarantees the right to religious freedom.
N) Multiple studies have shown that sexual orientation is a trait one is born with.
O) The United States Equal Employment Opportunity Commission has received a yearly average of 28,326 charges
of sexual orientation related incidents since 2010.
P) The Employment Non-Discrimination Act allows for a complete exemption for houses of worship, parochial and
similar religious schools, and missions, a codification of the so-called ministerial exception recognized by many
federal courts, exempting positions at religious organizations that involve the teaching or spreading religion, religious
governance, or the supervision of individuals engaged in these activities, and a provision allowing religious
organizations, for classes of jobs, to require employees and applicants to conform to a declared set of significant
religious tenets, including ones which would bar LGBT people from holding the position.

SECTION 3. STATUTORY LANGUAGE


A) The Non-Discrimination Act of 2015 will hereby mandate that no State in the United States of America shall
enact a law that allows religious objection of homosexuality to exempt any persons to anti-discriminatory laws. All
current religious exemptions to laws banning discrimination shall be abolished. All citizens of the United States of
America are to be equally protected under the law regardless of sexual orientation. No person shall be denied
employment, accommodation, education, or the right to the pursuit of happiness under this act.
B) This law shall be enforced and upheld by the the United States Equal Employment Opportunity Commission. The
Non-Discrimination Act does not require any funding. In a case of a person or business violating this law, the victim
will be eligible to file a report to the United States Equal Employment Opportunity Commission.
C) Businesses or persons found not abiding by the Non-Discrimination Act of 2015 will be prosecuted accordingly.
The Non-Discrimination Act shall be enacted on January 1, 2016. This bill will expire on January 1, 2020.
