Welcoming
all the states present in this session of the Counter Terrorism Committee, which
servesthepurposeofdiscussingthematterofdefininginternationalterrorism,
Regarding
the issue of terrorism to be one of the most crucial troubles faced by the
internationalc
ommunitytoday,
R
ecognizing
that this concern is just as important to a numberoffellowUNmembersasitis
tothedelegationoftheUnitedStatesofAmerica,
Alarmed by
the recurring occurrence of terrorist threats throughout the globe and concerned
forthewellbeingandsafetyofthestatesattacked,
Further deploring
the Charlie Hebdo incident, which took place in January 7th, 2015, in
Paris,France,
Recalling
past terrorist attacks, specifically the ones which took place on September 11,
2001,whichtookplaceinNewYorkCity,USA,
Bearing in mind the lives the lives lost in terrorist attacks such as the ones listed in the
previousclauses,
Noting
that the distinction between regular criminaloffensesandterroristacts mustbemade,
and that ones motives, whether political, ideological, or religious, are part of what define a
terroristactassuch,
Viewing with appreciation the past efforts made by the international community in order to
establishaninternationaldefinitionfortheconceptofterrorism,
1. Deeply deplores
, in the strongest terms, all acts of terrorism irrespective of their
motivation, whenever and by whomsoever committed, as one of the most serious
threatstopeaceandsecurity
2. Takes note
that a viable universal definition of terrorism must take into account the
overarchingelementsthatmakeupexistinginterpretations
3. Declares
that a terroristactconsistsofanyaction,including,butnotlimitedtotheuse
offorceorviolence,
a. Committedby,
i.
Any person or persons acting on behalf of or in connection with any
organization,
ii.
AnyState,
1. Outsideofthecontextofadeclaredwar,
a. Exception shall be made to a state that takes action
toward a person or organization to which evidence
strongly indicates its affiliation with any person or
organization determined as terrorist and/or having
committedsuchviolentactsthemselves,
2. Directly targeting any civilians or noncombatants within the
contextofadeclaredwar,
b. Creating:
i.
Seriousviolenceagainstanyciviliansornoncombatants,
ii.
Seriousdamagetoproperty,
iii.
S
eriousrisktothehealthorsafetyofthepublic,
c. Undertaken to intimidate a government or civilian populace with the purpose
ofadvancingacauseofoneofthefollowingorsimilarnatures:
i.
Political,
ii.
Religious,
iii.
Ideological,
iv.
Ethnic,
v. Racial
4. Further declares that any individual or organization that commits an act of terrorism,
as defined by clause 3, should automatically be recognized as a terrorist or terrorist
organization
5. Calls upon the CounterTerrorism Committee to reconvene in the set time of five(5)
years subsequent to the passing of this resolution with the intent of reevaluating and
enhancing,ifneedbe,thedefinitionhereinestablished
i.
Notes that any State that refuses to comply with such measures is
cooperating with terrorist activity, and should thus be recognized as a
supporterofsuchinternationallyrecognizedterroristorganizations

toremainactivelyseizedofthematter.
