Dear Mr. Speaker:
I would like to take this opportunity to propose the creation of the position of Senior Advisor for
Sanctions Policy and Iran Coordinator for the Congress. I believe this will help strengthen Congressional
oversight, coordination, and response on Iran, as well as ensure greater enforcement of sanctions imposed on
nation states, entities, and individuals for their involvement in the proliferation of deadly weapons and
terrorism.
The individual would serve as the Congressional equivalent to Ambassador Stephen Mull, whom the
Obama Administration named to serve as Coordinator for U.S. Implementation of Joint Comprehensive Plan
of Action on Iran Nuclear Program at the Department of State.
Secondly, the individual would coordinate with all relevant Congressional committees to ensure the
implementation of sanctions and export controls by Executive Branch agencies, including as described in
Division E Financial Services and General Government Appropriations Act, 2016, Economic Sanctions and
Divestments.

The individual should operate out of your office for maximum access to, and collaboration with and
among, the myriad of committees with components of the Iran and broader sanctions portfolio.
Should you be interested in pursuing this matter, I have the ideal candidate. My former Staff Director
on the Committee on Foreign Affairs, Dr. Yleem Poblete, who served as my principal advisor on the
Committee staff for close to 20 years, was the principal staff member for the House on virtually every
sanctions bill and Iran-specific legislation from the original ILSA to the Iran Threat Reduction and Syria
Human Rights Act of 2012. Her doctoral dissertation focused on sanctions imposed to address terrorism and
proliferation threats, with Syria and Iran as case studies. Since her separation, she has written extensively and
guest lectured on these and other foreign policy issues, and, in recent months, has been serving as a Senior
Advisor in my personal office in a limited capacity to assist with the recent Chairman Portrait unveiling,
among other projects.
