 Meet the Commission
The City Commission consists of six elected Commissioners and an elected
Mayor. Commissioners are elected for a term of four years with a term limit
of two terms. The Mayor is elected every two years with a term limit of six
years. Terms are staggered so that half the members of the Commission are
elected every two years. The Commission appoints the City Manager, who
oversees the City Administration.

ages in Miami Beach.
From the City Manager
As you know, June 1 marked the start of the annual hurricane season
which runs through November 30. If you have not already done so,
I encourage you to have an emergency/hurricane preparedness and
recovery plan for you and your family. In this edition of MB, you
will learn about the City’s new Emergency Operations Center, and
how this state-of-the-art, Category 5 rated structure will help us better
respond to any event that touches our city.
Whether your children are enrolled in one of our summer camps,
or you simply take time for a day at the beach, I hope you and
your family have the opportunity to enjoy the many amenities our
city has to offer. With 21 parks, three pools, golf courses, an ice
rink, museums, theaters and so many other cultural and recreational
options throughout the city, there is something for residents and visitors
of all ages in Miami Beach.

MIAMI BEACH VOTERS ARE ACTIVE
VOTERS
Miami Beach residents have always been known
for their active participation in local and national
issues and for showing up at the polls, rain or
shine. A 15-year resident of the city, Amado
Mendoza never misses an election. He has been
voting at the same precinct in North Beach for
as long as he has lived here. When asked if he
will be voting this year, there’s only one answer,
“For sure, I have always voted, it’s my duty and
I’m appreciative of what this country has done for
me,” said Mendoza.
Miami Beach native Rhonda Mitrani’s feelings
about voting are much the same. “We live in
a democracy, what our country was based on,

Florida is a closed-primary state, which means that
only registered Republicans will vote for Republican
candidates and only registered Democrats will vote
for Democratic candidates. Miami Beach residents

everyone should vote.” On January 2008 during
the Florida Primary Election, the City of Miami
Beach had a higher turnout of voters than did the
entire Miami-Dade County, with a 37.94 percent of
registered voters showing up at the polls, compared
to a 36.92 percent of countywide voters.
Robert Power, a resident since 1971, said about
his choice to vote this year, “It’s a must, a privilege,
a right and a freedom we can enjoy that other
countries don’t have, being able to choose who is
going to run your country.”
This year, with a presidential election on the way,
the City hopes that even more people make their
voices heard by registering to vote, by taking
advantage by voting absentee or voting early,
as well as the perks that voting in Miami Beach
brings. “As in the past, we are confident that Miami
Beach voters will set an example and show up on
this important day to make their vote count,” said
Miami Beach City Clerk Robert Parcher.
This election year, in addition to electing a President
and Vice President, Miami Beach voters will select
Senators and House of Representatives at the state
and national levels, and may see several county
questions on the ballot. There will be a Miami
Beach ballot question regarding changing the City’s
“Recreation Open Space” future land-use map
category designation by a required unanimous vote
by the City Commission. For a final list of contests,
please refer to the sample ballot that will go out to
all households in early August for the August 26,
2008 Primary Election, and in mid-October for the
November 4, 2008 Presidential General Election.
VOTE MIAMI BEACH
Year-round, the City actively encourages residents
to participate in the voting process through the
award-winning program, Vote Miami Beach
(VMB). The program creates and stimulates
awareness among residents about voting by
offering incentives for City residents that are
registered voters. The campaign was honored in
2005 with a Savvy Award for Citizen Participation
by the City-County Communications and Marketing
Association (3CMA).
Vote Miami Beach has successfully registered
thousands of residents to vote and has engaged
the participation of businesses, citizens and
schools in the program. Vote Miami Beach
continues to increase voter participation and
voting awareness through outreach efforts at
various city-sponsored events.
VOTING PERKS
Vote Miami Beach offers registered Miami Beach
voters several perks, including discounts at over
150-plus participating businesses throughout
the city. These businesses have a sticker on their
window announcing their participation. Additional
discounts are offered to Miami Beach registered
voters that take advantage of early voting,
including coupons to some of the city’s public

CHANGE IS COMING
Another incentive to vote early: voting this year
may be a little different than in previous years.
Since 2002, Miami-Dade voters (including Miami
Beach residents) have been using touch-screen
computer voting equipment. In light of a new
state mandate, the County has undergone an
equipment conversion to accommodate an optical
equipment, a paper-based voting system, starting
with the August 26, 2008 Primary Election.
In order to get the public ready for the conversion,
Miami-Dade County’s Election Department has
launched the “Election Ready” Campaign to raise
public awareness and re-educate voters.
“The purpose of the Election Ready campaign is
to re-educate the public on the new voting system,
to bring visibility to the elections process and to
familiarize voters with the new equipment,” said
Miami-Dade Elections Supervisor Lester Sola.
Election Ready also involves conducting community
outreach and training poll workers. To further
educate the community, the Elections Department
will be airing an instructional video demonstration on
its website, www.miamidade.gov/electionready,
and in spots on Miami Beach’s MBTV 77, Miami-
Dade TV, news outlets and other venues.
REGISTER TO VOTE
To become a registered voter or to change
your address, go to City Hall, public libraries
or at one of the various voter registration drives
held throughout the city on the first Saturday of
the month. For more information, go to www.

THREE WAYS YOU CAN VOTE
There is really no excuse not to vote in either the
Primary or General Election. The Miami-Dade
County Elections Department offers residents three
methods of voting, including Absentee, Early or
on Election Day.
Absentee Voting
Voters have the option of casting their vote
without ever having to leave home. “State-of-the-
art technology has automated the processing
of absentee ballots and created a simple and
convenient method of voting that provides the
opportunity of voting from the privacy of your own
home,” said Sola.
To request an absentee ballot. Residents can
send a written request to: Miami-Dade Elections
Department, P.O. Box 521250, Miami, Florida
33152-1250, contact the Elections Department
at 305.499.8444, or 311. Absentee ballot
requests must contain an original signature.
Voters can also print a request form for an
absentee ballot, and track the status of their
absentee ballot at the Elections Department’s
website at http://www.miamidade.gov/
elections/voting_absentee.asp.
Early Voting
Early voting is also a convenient way to vote
and to avoid the crowds. Beginning two weeks
before Election Day, early voting is offered at
20 regional sites strategically located throughout
the county. Miami Beach residents can vote at
any of these 20 sites -two of which are located
in Miami Beach- during this 14-day period, from
7:00 a.m. to 7:00 p.m., including weekends. The
Miami Beach locations are North Shore Branch
Library, 7501 Collins Avenue, and Miami Beach
City Hall, 1700 Convention Center Drive.
Voting on Election Day
On Election Day, voters must go to their assigned
precinct as reflected on their voting registration card.
Miami Beach residents will be able to vote at one of
35 precinct locations throughout the city between the
hours of 7:00 a.m. to 7:00 p.m., however, voters are
encouraged to contact the Elections Department’s
Answer Center at 311, (or 305.499.8444), to
receive updated information on precinct hours and
locations. Again, parking for voters is free.

land use map category designation – city
commission unanimous vote required.

to increase Commission’s vote from 5/7 to 7/7
(unanimous) for Land Use Map amendments

thereafter, to a land use category other than “Public
Facility” or “Public Facility: Educational”?

Voters in the City of Miami Beach have previously
approved amendments to the City Charter
requiring special procedures for the sale or long-
term lease of City-owned properties, and prior to
certain increases in development rights for property
located in the City. This ballot measure is being
presented to the voters on August 26, 2008 in
order to continue this trend by requiring additional
restrictions before open space property can be
changed to other uses.
The City Code provides that amendments to the
City’s Comprehensive Plan can be approved by
a five-sevenths vote of the City Commission. For
example, a parcel of land designated “Recreation
Open Space” (“ROS”) can be changed to another
land use category (such as commercial or residential)
by five-sevenths City Commission vote. The proposed
ballot amendment will instead require a unanimous
vote of the City Commission (requiring all 7 members
of the Commission to vote in favor) to approve any
change in land use category designation of land
designated ROS on the City’s Future Land Use Map,
except when the requested change of land use
category designation is from ROS to “Public Facility”
or “Public Facility-Educational.”
How to Vote on the
Optical Scanning System:

1) On Election Day, the voter enters the polling place
and checks in at the registration desk by signing the

Rhonda Mitrani, nacida en Miami Beach, tiene un

Realmente no hay excusa para no votar en

Generales. El Departamento de Elecciones

Futuro de Terrenos puede modificarse siguiendo
ciertos requerimientos procedimentales basados
en las leyes de la Ciudad, incluyendo el requisito
de que las enmiendas sean aprobadas por una
votación de 5/7 de la Comisión de la Ciudad.
¿Considera usted que se debe enmendar la Carta
Constitucional para que la votación de la Comisión
aumente de 5/7 a 7/7 (unánime) como requisito
para poder hacer enmiendas al Mapa para Uso
de Terrenos, cambiando a partir de la fecha de
adopción de esta medida y de allí en adelante
los terrenos designados como “Espacio Abierto
para Recreación”, por otra categoría de uso de
terrenos diferente a la de “Instalaciones Públicas”
o “Instalaciones Públicas: Educativas”?
Explicación
Los electores de la Ciudad de Miami Beach
aprobaron anteriormente enmiendas a la Carta
Constitucional de la Ciudad en las que solicitaban
procedimientos especiales para vender o arrendar
a largo plazo propiedades de la Ciudad, y antes de
ciertos incrementos en los derechos de construcción
de propiedades localizadas en la Ciudad. La
medida indicada en esta boleta se someterá a
consideración de los electores el 26 de agosto de
2008, con el fin de continuar con esta tendencia
de requerir restricciones adicionales antes de que
la destinación de las propiedades en espacios
abiertos pueda cambiarse para darles otros usos.
El Código de la Ciudad establece que las
enmiendas al Plan Integral de la Ciudad pueden
aprobarse con una votación de cinco séptimos

It is the time of year when most families venture
off to their annual ritual – a summer vacation.
Whether it is off to the big city or countryside
to visit family, or roughing it on an uncharted
island or mountainside, or just kicking back in
your own backyard, you want your time off to
be a safe one. You can begin by ensuring that
your financial transactions are secure before you
even leave home.

“There are several things people don’t think

about before leaving on a trip or even when they
are on vacation,” said Miami Beach Detective
Juan Sanchez. “People let their guard down
when they are in a different state of mind.”

Detective Sanchez is a frequent traveler and as a

detective he knows first hand the precautionary
efforts you should take at home and away when
using your credit card, debit card, cash or even
traveler’s checks.

Recently, in the first arrest of its kind, the Miami USING AN ATM: Protect yourself and your
Beach Police uncovered an ATM Skimmer/ finances by following some safety tips.

Theft Ring that used state-of-the-art equipment

inside ATMs that aided over $2 million worth
of thefts. The two-month investigation by the
Miami Beach Economic Crimes and Auto Theft
Squad resulted in the arrest of four Bulgarian
males that have been identified, arrested and
charged with several crimes. The same ring
had been sought-after by several local and
federal law enforcement agencies over the
last two years.
• Avoid ATM machines adjacent to obvious
hiding places. When you approach an ATM
scan the area first for loiterers.
• ATM machines in supermarkets are safer for
nighttime use.
• Have your card ready and leave quickly.
• Protect your PIN by shielding your entry into
the keypad.
CREDIT/DEBIT CARDS
Safeguard your plastic too. Identity theft is a huge
problem and a major headache for victims.
• Write down numbers, issuing banks, and phone
numbers and keep in an alternate location in
case you have to report them lost or stolen.
• Keep copies of sales slips and promptly
compare charges when your bills arrive.

While these criminals may be behind bars;
unfortunately, there are others out there waiting to
take advantage of others. Miami Beach may be
your safe zone; however, you should also keep in
mind that criminals target those that are unaware
whether at home or away.
ATMs
Just because an ATM machine is open and
available 24-hours a day it does not mean it is
safe to use at all times. When traveling, get a
list of ATM locations from your bank and keep it
with you so that you are not scrambling to find an
ATM upon arrival. Here are some safety tips:
• Only use ATM machines in a well-lighted,
open, high-traffic area during the daytime.

• Never give anyone your PIN.
• Do not count your cash in public.
• Walk or drive away immediately, if your
instincts tell you so.
• Do not argue with a robber. If confronted, give
up the cash. Go to a safe place and immediately
call police.
CASH
It cannot be replaced. Carry small amounts, so in
case they are stolen, the loss will not be as great.
TRAVELERS’ CHECKS
Better than cash and can be replaced. Make sure
to write down serial numbers and/or photocopy
them, which would help the issuer replace them.
• Protect your credit cards and account numbers
by drawing a line through blank spaces above
the total when you sign receipts.
• Do not write your PIN on your credit card -- or
have it anywhere near your credit card.
• Try not to let your credit card out of your sight,
whenever possible, and make sure you get it
back as quickly as possible.
• Shield your credit card number so that others
cannot copy it or capture it on a cell phone or
other camera.
IDENTIFICATION
It is a good idea to leave copies of important
documents and identifications including passports
and airline tickets with someone at home in case
the information is needed in an emergency.

tend to before you leave your home: Stop all deliveries
(including newspaper); connect a light to a timer; and
have a neighbor check your home periodically.
Homeowners can also have the Police Department
check their homes while they are away. A Watch

The New Heart for Disaster Recovery
For years, City of Miami Beach officials have
conducted emergency operations from City Hall, a
building that was not built to withstand strong winds
or a powerful hurricane. For hours and days at a
time, the City’s decision makers gathered at City Hall
until they brought the city back to its feet.

construction crews put the final touches to the
building, which is now the only Category 5 rated
structure in the city, able to withstand winds of
up to 150 miles per hour.
It is a huge improvement. One employee
remembers sleeping inside a file closet on the
third floor of City Hall and hearing the winds
shake the building’s roof and window shutters.
“While we were assisting residents and tourists
to evacuate out of the city, our employees were
inside City Hall doing all the planning and
directing of rescue and recovery operations
because we didn’t have a place that was a
Category 5-rated building,” said Miami Beach
Fire Chief Eric Yuhr.

GET READY TO EVACUATE
While having a new facility will greatly
enhance the way the City plans and recovers
from disasters, it is also imperative that the
public is prepared and that it heeds evacuation
notices. Miami Beach is a designated Red
Zone A, or evacuation zone for all hurricane
categories.
“Having a plan about where you are going to
stay during a disaster situation is key to Miami
Beach residents. Know where you are going to
take your pets. When there is an evacuation
notice, we encourage you to heed the warnings,”
urged Middaugh.

Residents that require special care and/or
special transportation to a special needs shelter
have to pre-register with the Miami-Dade County
Emergency Evacuation Assistance Program

Pets
Miami-Dade County now offers two pet-friendly
evacuation centers for families to go with their
furry friends, up to three pets per family. You
must pre-register with Miami-Dade County if you
plan on using the pet-friendly evacuation center.
However, this does not guarantee placement.
To register, call the Miami-Dade County Answer
Center at 311 or go to miamidade.gov. The
centers are located at: Miami-Dade County
Sunshine Pavilion, 10901 S.W. 24 St., Miami
and Highland Oaks Middle School, 2375 NE
203 St, North Miami Beach. Inland hotels
have also become more pet friendly over the
years. Go to petswelcome.com for a list of
participating hotels.
If evacuating with your pet is not an option,
contact your veterinarian or the Humane Society
for assistance. You want to make sure that it stays
in a comfortable environment wearing proper
identification with access to enough water and
food for two weeks. Keep a current photo of your
pet with you. Do not leave your pet on a leash
outside during a storm.
NotificationS
In the event of an emergency, the City of Miami
Beach may use phone and E-mails to provide
important information. The phone system (Reverse
911) is not able to locate wireless phone numbers
to communicate. Miami Beach community members
who wish to be notified via cell phone and/or E-mail
can subscribe by clicking on the hurricane icon on
the city’s home page, www.miamibeachfl.gov.
Preparation Plan
Miami Beach residents are urged to develop a
disaster preparedness plan before an emergency
strikes. Plan in advance where you will stay,
how you will get there, and what supplies you
will take. As part of your plan, you should have
an emergency supply kit ready. When you
return to the city, you may not have electricity or
water for weeks. Consider the needs of elderly
and infant family members and pets.
Trees
No tree is immune to storm damage, but with
proper pruning, you can reduce the risk.
Remember that you must obtain a permit to
prune and/or remove certain trees. View the
City’s Codes online at miamibeachfl.gov or
call Public Works at 305.673.7080 for more
information.
Have your trees inspected by an International
Society of Arboriculture certified arborist to
see if your trees need pruning; you can find
a certified arborist on isa-arbor.com. Do this
as soon as possible, because they will be
increasingly busy as the hurricane season
approaches. It is the responsibility of the tree
trimmer to remove all branches and debris from
your residence when the job is finished. If you
prune the trees yourself, be sure to dispose of
organic waste properly (see bundle guidelines).
Most importantly, do it now; once a storm is on
its way, it is too late to prune.
Boats
Prepare to move your boat when a hurricane
is likely, even before a Hurricane Watch is
issued. If you wait too long to relocate the
boat, bridges may be locked down and you
may not be able to get your boat and yourself
to safety. Be advised that high-rise storage
racks can be toppled by a storm’s high
winds. If possible, put your boat on a trailer
and take it further inland. If you must leave
your boat in water, make sure it is securely
anchored, secure extra lines and add chafe
protection. Check with your local marina for
more advice.
Roof and Gutters
Inspect your roof for proper overflow drainage,
especially on flat roofs. Make sure that all drains
are clear of debris. Clogged drains will cause
water to pool up on roofs and cause extensive
damage. Check for loose rain gutters and drain
spouts and secure.

Before Evacuating, Secure
Your Home, Condo, Apartment
or Business
• Take down and bring in any signs, tables,
garbage cans, plants, furniture, umbrellas, and
other loose and/or unsecured structures from
outdoors, including all balconies.
• Board up windows and glass doors. (Do NOT
tape windows and do not leave any windows
or doors ajar).
• If you live in an apartment or condo, securing
your windows and doors will minimize damage
to your unit; however, unsecured windows and
doors of neighboring units can cause damage
to your unit too. Please keep this in mind when
preparing your home before evacuating.
• Fill prescriptions.
• Fill propane gas and car gas tank.
• Secure boats and relocate according to
predetermined boat plan.
• Unplug TV/computer and bring antenna and
satellite dish inside.
• Add extra chlorine to your pool.
• Turn off electricity to pool equipment and cover
pump.
• Move furniture and electronics away from windows
and cover with plastic.
• Pull curtains, blinds and shutters.
• Turn off gas appliances at shut-off valve inside
the house as well as water and electricity.
• Secure pets in temporary shelter.
• Turn your refrigerator to its coldest setting.
• Place valuables in waterproof containers and
store in high place.
Two-week supply of food/drink
Maintain a two-week supply of food and drink
(including dietary needs) for when you return to the city
after a storm. Keep it as a part of your survival kit.

EVACUATION
All of Miami Beach is an evacuation zone. It is
advised that you begin evacuation procedures
before an evacuation order is given. This will
allow you more time to calmly get off of the
island to a home of a friend or relative that is not
in an evacuation zone. Please remember to take
your emergency suitcase of essential supplies
(see pages 8). Red Cross shelters will not open
until an evacuation order is given and spaces
are limited. Families with pets must register prior
to an evacuation warning at one of Miami-Dade
County’s animal-friendly shelters. Once a storm
approaches, emergency services are limited
and emergency personnel cannot react if an
emergency occurs until after the storm.
Miami Beach Parking Garages
The City of Miami Beach opens its municipal
parking garages for residential parking free of
charge, during a state of emergency. Availability
is on a first-come basis with City vehicles taking
a priority. The elevators will not be operational.
Parking will resume normal operations once the
city has been declared safe or a reoccupation
has been granted. Make sure to remove your
vehicle from the garage to avoid charges. For
more information, call the Parking Department
at 305.673.7505.
Shelters
There are no hurricane shelters in Miami Beach
or the coastal communities. The American Red
Cross, in coordination with other agencies,
operate shelters for evacuees at mainland
schools and other facilities as deemed necessary
during an evacuation. The locations are not
pre-determined. A list of shelters will be made
available through the Miami-Dade County
Emergency Operations Center as soon as they
become available. Shelter announcements
will be made on MBTV-77, online at www.
miamibeachfl.gov or by calling 305.604.CITY
(2489). The shelters are not intended to be
temporary housing. After a disaster, assessments
will be made with local emergency managers as

Remember that pets are not allowed to go to
general population shelters (see Pet Evacuation
Shelters, page 3) and therefore will not be
allowed on the bus. Buses run continuous routes
until Tropical Storm force winds arrive.
During a Hurricane
If an evacuation order was issued, everyone should
have evacuated. Sheltering at home in Miami
Beach can be extremely dangerous and should only
be used as a last resort. However, if you were not
able to leave before the onset of storm conditions
-- notify family and friends of your situation.
SAFE ROOM
If you have not evacuated prior to the arrival
of Tropical Storm conditions, you must shelter
in place. In a high-rise building, you want to
shelter in the lower levels, but not on the first
three levels. Hurricane winds increase at higher
levels. Stay in an interior room or hallway away
from windows and doors. Take your immediate
emergency supplies with you that should include,
at minimum, a battery-powered radio, flashlight,
important papers in a zipped-up plastic bag,
and cellphone.
Emergency Calls
The City of Miami Beach’s Fire, Rescue and
Police crews stop all emergency operations at
the arrival of Tropical Storm force (40 mph+)
winds. Following a hurricane, emergency calls
may be very limited due to flooding, downed
power lines, and limited street access and
personnel.
AFTER A STORM
Re-entering the City
Please be patient; officials’ priority is public
safety. Listen to the local news media for possible
road closures and curfews. A reoccupation
order can take hours, days or weeks depending
on the severity of damage to roads, bridges and
buildings. After the order for reoccupation to
the city is issued, you will have to provide proof
of residency (driver’s license and/or utility bill
with current Miami Beach address) to roadblock
officials to re-enter Miami Beach. This is done
to protect your home and/or business from
unwelcome visitors.
Recovery
• Find out if the authorities have declared the
area safe
• Watch for debris on the road while driving
• Return to your pre-determined assembly point
and/or contact your pre-established out-of-area
contact person. Make sure all family members
have been accounted for and let others know
of your status
• Make sure the main electrical switch to your
home is off before entering the structure
• Be careful when entering a structure that has
been damaged
• If you suspect a gas leak, leave immediately and
notify the gas company
• If possible, listen to the radio or contact
authorities to find out if sewage lines are intact
before turning on the water or using the toilet
• Report utility damage to the proper authorities
• Continue to monitor your local news for up-to-
date emergency information such as boil water

Safety Tips
Many injuries occur after the storm. To avoid
injury, use common sense and wear proper
clothing, including clothes with long sleeves and
long pants, and safety shoes or boots.
Downed Power Lines
Stay away and do not touch downed power
lines. Stay away from standing water that may
have active electrical currents. Although you may
be without power in your home/business, it does
not mean the lines are not active.
Getting Around
If you must travel, treat all intersections as
four-way stops. Some roads may be restricted.
Curfews may be imposed.

Tree Trimming
Use caution with operating power equipment
(i.e., chain saws): Follow the manufacturer’s
instructions and wear safety equipment (i.e.,
goggles and gloves). Stay clear of those
using manual or other tools to cut trees. Avoid
back injuries by using mechanical assistance
to move debris too large to move manually.
Food
If you are concerned that your food may
have spoiled, when in doubt, throw it out. For

Insects
Uprooted insects and mosquitoes thrive in
post-storm conditions. If you are without
power, it is likely you have windows and
doors open for periods of time. Use mosquito
repellant and nets and spray entrance areas
with insect killers.
Sun and Heat Exposure
You will be exposed to more heat and sun,
especially if you are without power. Wear
sunscreen, drink water and try to keep cool. A
portable, battery-powered fan will make you feel
more comfortable.
Debris Removal
The City’s priority is to clear major roadways of
storm debris as soon as it is safe immediately
following a hurricane. Other roads are cleared
thereafter.

EVACUACION

Durante un huracán
Si una orden de evacuación fue publicada,
cada una debe haber evacuado. El refugio
en la Ciudad de Miami Beach puede ser
extremadamente peligroso y se debe utilizar
solamente como último recurso. Sin embargo, si
no pudo irse antes del inicio de las condiciones
de la tormenta -- notificar a su familia y a amigos
de su situación.

Albergue/Refugio
Si no ha evacuado a tiempo, debe quedarse en
su lugar como no hay refugios en Miami Beach.
En un edificio de altos, quedase en un piso bajo,
pero no el los primeros terceros pisos. Recuerda

It has the reputation as the place where business
executives strike or close a deal; and, where the
grass always seems greener. But in reality, golf
is a competitive sport played around the world,
but rarely viewed as an athletic endeavor. It is
viewed as a game of technical skill rather than
an athletic event.
Despite the athleticism and exertion required in
a round of golf, fitness has not been seen as an
integral part of the game. Conditioning is certainly
an important prerequisite for virtually every other
physical sport that demands as much as golf.
Jim Willet, vice president of Fabs Cyberfitness,
offers some comparisons with other sports. He
states that the head of a golf club routinely
travels over 100 miles per hour, an effort that
is comparable to the pitching of a baseball.
Another quite convincing argument is the fact
that amateur golfers achieve approximately
90 percent of their peak muscle activity when
driving a golf ball. This is the same intensity as
picking up a weight that can only be lifted four
times before total fatigue. Golfers use that same
intensity level an average of 30 to 40 times
each round. Such a level of exertion and muscle
activation puts golfers on the same level with such
sports as rugby.

Golfers are althletes, the better shape you are in the
better golf you play,” said Randy Weber, director
of golf, Miami Beach Golf Club.
A golf fitness program helps you get into the swing
of the game. A beneficial golf fitness program
includes improving flexibility in the lower back,
hamstrings and shoulders through stretching
exercises. The goal of the golf flexibility is to
develop the required ranges of motion so that you
can execute the golf swing correctly.
The golf swing requires you to draw the club
through a large range of motion. For this to occur,
each joint involved in the swing must have the
ability to perform the golf swing correctly. Many
times this does not occur because joint restrictions,
tight and inflexible muscles, and that can cause
other compensations in the swing that can lead
to injuries.

Children’s safety first
Students in Miami Beach schools are feeling
safer these days, thanks to several City of Miami
Beach efforts to ensure a safe environment for
students, faculty and parents. “Our school patrol
officer is awesome, Officer Mike Putz is part of
our school family and works to not only ensure a
safe environment, but to educate us in a variety of
areas of personal safety,” shared Dr. Alice Quarles,
principal at North Beach Elementary. North Beach
is one of five schools where the City of Miami Beach
has assigned a team of five full-time school liaison
officers to improve the school’s safety.
The City initiative has also placed 14 school
crossing guards to assist children at crosswalks, and
motor Police Officers at key intersections to monitor
and conduct traffic enforcement. Although traffic
issues are important to the safety of the children,
so is preparing for other scenarios. “Every Miami
Beach police officer receives specialized training in
response to school incidents,” explained Assistant
Police Chief Ray Martinez. The officers also teach
students other valuable lessons, including how
to deal with cultural and ethnic similarities and
differences among community members and how
to stay safe when faced with drugs, alcohol or
harmful substances.
The youth safety program is just one of the many
initiatives and activities in our Education Compact,
by Dr. Leslie Rosenfeld
an agreement that supports excellence in Miami
Beach schools. Through these initiatives, the
Education Compact is translating the community’s
concerns for the well-being of Miami Beach’s youth,
into effective programs and policies and creating a
solid foundation in the lives of its future leaders.
The Education Compact is the result of a 2005
City of Miami Beach Community Satisfaction
Survey. After studying the survey results and
seeing the needs of the community, the Mayor
and City Commission reallocated tax dollars to
increase public school funding to improve the
quality of Miami Beach’s public schools and
implemented Education Compact.
Health and wellness, a top
priority
In June, the City of Miami Beach brought the Health
Connect on Wheels (HCOW) van to the City to
address children’s and families’ health and social
service issues. HCOW is funded by The Children’s
Trust and works to make healthcare, nutrition and
family services accessible to the community.
“We are attempting to reach families who are
unable to go to a location to apply for benefits and
bringing this program to ensure the children in our
community have access to needed health care,”
said Ebenezer Boakye, Jackson Heath Systems
Health Connect Program coordinator.
 Education Compact
International Baccalaureate (IB)
implementation
This summer the City of Miami Beach will sponsor
the IB training of 36 teachers from Miami Beach
Senior High School, Nautilus Middle School,
and Fienberg-Fisher K-8 Center. The IB training
workshops prepare teachers new to the IB
curriculum. The instruction allows for exploration
of an IB subject, teaching methods, process of
assessment, and format of examinations.
Miami Beach Senior High School The
IB Diploma Program begins in the 11th grade.
To prepare for the high level of coursework,
incoming students (2008-09 School Year) will
take AP World History in 9th grade and AP
English Language and European History in the
10th grade, in addition to honors courses in
math and science. All students will take French
or Spanish in the freshman and sophomore
years to prepare for the IB foreign language
HCOW makes several stops in Miami Beach
throughout the month of June at Flamingo Park,
Muss Park, Scott Rakow Youth Center and North
Shore Park, enrolling Miami Beach residents in
Medicaid and Kid Care.

Another element of the Education Compact places
an emphasis on supporting the hiring and retention
of high-quality faculty in Miami Beach schools,
so that students can receive the best education
possible. The City supports these efforts by offering
various incentives and discounts to teaching
candidates and seasoned instructional staff in
Miami Beach schools. Through Live Nation, the
City of Miami Beach offers event tickets to staff
at all Miami Beach schools for performances at
The Fillmore Miami Beach at the Jackie Gleason
Theater. Benefits offered by the City also include
reduced parking rates for school staff and parking
accommodations readily available for student
events.
Preparing for the launch of the International
Baccalaureate (IB) program, the City is funding
all training costs this summer for 36 staff members
from Miami Beach High School, Nautilus Middle
School and Feinberg-Fisher K-8 Center to attend IB
professional development programs in preparation

Level I training in Austin, Texas, this summer.
Incoming 6th grade students will take all core
subjects. An elective wheel will consist of nine
weeks each of Technology, Visual Arts, Physical
Education, and Spanish. The core subjects
available to 6th graders next year will be as
follows:
Language A: English, Language B: Spanish,

“We are very excited about the upcoming training
for the IB implementation this fall. The entire team
will travel to Austin, Texas to participate in the
workshops. After the training, the team will be
able to plan collaboratively, before the arrival of
the students so they are ready with materials and
techniques.” Teachers at Miami Beach schools
recognize the need for enhanced educational
opportunities. “We have signed up for an enormous
task for which we will grow closer, stronger and
evolve into an internationally recognized institute,”
said Sandy Araujo-Cox, Fienberg-Fisher K-8 Center
teacher of humanities.
Achievement through the arts
Additional resources that enhance the quality of
education within our school and opportunities for
our youth are crucial to our community’s efforts.
The City has teamed up with GET smART, a service
program through Arts for Learning, to provide
curriculum-based arts instruction in 12 public and
private pre-school classrooms, as well as teacher
training to develop best practices in arts integration
at Feinberg-Fisher Elementary.
Arts for Learning also provides a teacher
resource program at Nautilus Middle School
and after-school arts instruction at Biscayne
Elementary, Flamingo Park and the Scott Rakow

Nautilus Middle School The incoming
6th grade class at Nautilus Middle School
(2008-09 School Year) will kick off the
beginning of the certification process working
toward becoming an accredited International
Baccalaureate program. A team of 12 staff
members will receive the first round of training
for the IB program in Austin, Texas this
summer. Incoming 6th graders will take all

dancing program has given my daughter, Sasha
Gonzalez, a new motivation to explore other

Funding Scholarships
Since 2003, the City has also collaborated with SMG,
Centerplate and the Greater Miami Convention
and Visitors Bureau to administer a tourism and
hospitality scholarship program for graduating
Miami Beach High School students pursuing a
career in hospitality. “The City of Miami Beach
scholarships helped put me through college, and I
will be graduating with a high-valued, high-quality
college experience this fall. These opportunities have
contributed to my career path in finance starting
with a long-term internship with Celebrity Cruises
this summer,” said Monica Kakanis, Miami Beach
Senior High School alumnus.
Research shows that greater family and community
involvement can result in improved student
academic performance. Miami Beach will continue
efforts to remove obstacles to student achievement
through collaborations with other organizations
and our commitment to making needed programs,
services and activities available to our youth.

Los estudiantes de las escuelas de Miami Beach se
están sintiendo más seguros últimamente, gracias a
diversos esfuerzos por la Ciudad de Miami Beach
para garantizar un ambiente seguro para los
estudiantes, los padres de familia y los maestros.
“Nuestro oficial de la patrulla escolar, el Oficial
Mike Putz, es una persona fabulosa, forma parte de
la familia de nuestra institución educativa y trabaja
no solamente para garantizar un ambiente seguro
sino también para educarnos en varias áreas de
seguridad personal”, dice la Dra. Alice Quarles,
rectora de North Beach Elementary, una de las
cinco escuelas a las que la Ciudad de Miami
Beach ha asignado un equipo de cinco Oficiales
de enlace escolar de tiempo completo, con el fin

Logrando a través de las artes
Recursos adicionales que mejoran la calidad
educacional dentro de nuestras escuelas y las
oportunidades para nuestra juventud son cruciales

Actualización del programa IB
La Ciudad de Miami Beach financiará este
verano la capacitación en Bachillerato
Internacional (International Baccalaureate, IB)
de 36 maestros de Miami Beach Senior High
School, Nautilus Middle School y Feinberg-
Fisher K-8 Center. Los talleres de capacitación

verano los integrantes del personal recibirán

It was only her second day on the job when
she was already digging for answers. Miami
Beach Landscape Projects Coordinator Rhonda
Gracie is leading a citywide project that is
addressing the many problems previously
experienced with the city’s tree pits - using a
unique product. Pits are generally a six’-by-six’

area that contains trees and palms, irrigation
and sometimes lighting. They surround the tree
and are supposed to allow for irrigation and
growth.
In Gracie’s opinion, tree pit treatments in use
were not effective. They caused trip hazards and
loose mulch and stones were being kicked and
scattered all over the sidewalk. They were also
strangling the trees and palms by not allowing
them to grow. Inspiration and a solution took
root in one day.
“I was observing a test tree pit that contained
a porous product called AddaPave (by
Chameleon Ways). We liked AddaPave,
however it did not allow for fertilization and
irrigation,” said Gracie. “I then looked over
and saw the French drain next to a test pit and
the idea hit me.” A French drain has slotted
holes to allow water to go in, but keep leaves
and other debris out.
Gracie’s innovation: to use the AddaPave
product and combine it with an engineered
trench that contains holes for irrigation and
wiring at the bottom and surrounds the edges
of the tree pit. AddaPave is a highly porous
product that uses course natural aggregate
bound with a special semi-transparent resin.
The AddaPave material allows for air,
water, and nutrients to easily flow through.
The new material is far more advanced than
the materials that were being used in the

older tree pits. The City of Miami Beach is not
only the first city to use this engineered system,
but it holds the patent along with U.S. Foundry
and Manufacturing Corporation and Rhonda
Gracie. The new product is called the Healthy
Tree Fertilization System (HTFS) and it is now
being sought after by other communities.
“Rhonda truly exemplifies the Miami Beach
employee spirit,” said City Manager Jorge
M. Gonzalez. “By thinking out of the box,
she has developed a solution that not only is
beneficial to our city, but replicable throughout
the country.”
By using the HTFS tree pit, the City hopes to
see a greater life expectancy for the trees
and palms. In order for the trees to grow, a
thin layer of the material is produced closest
to the bark that allows for the layers to easily
break off during the growing process.
Another advantage, the HTFS material meets
standards of the Americans with Disabilities
Act (ADA) and is non-toxic and made of
pure stone. “Using this smoother and more
compact material makes the sidewalks a lot
safer. The new system was also high heel
and athletic cleat tested, which is perfect for
several citywide uses,” continued Gracie.
The installation process of the new tree pits
started on Lincoln Road late last year. Each
two blocks takes two months to complete.
 NEW HYBRID
INCENTIVES
The City of Miami
Beach continues to
support innovative
green initiatives. A
new, eco-friendly
pilot program at the
City can put “green” in
your pocket. A 12-month pilot program
that began in December 2007 offers
parking incentives for ILEV (Inherently Low
Emissions Vehicles) and hybrid vehicles. In
this “first in the State” program, the City
uses the list of vehicles that qualify as ILEV
that is currently maintained by the Florida
Department of Highway Safety and Motor
Vehicles to determine eligibility for the
incentive program. The City Commission
recently amended some of those incentives
to encourage more users.
• Citywide decals reduced from $365 to
just $100 a year (including a $265.00
refund to individuals who have already
purchased a hybrid program decal) at
parking metered spaces including in City-
owned surface lots.
• Increase from 25% to 50% discount on the
monthly parking permit rate for all facilities.

Ocean Drive a unique look while providing
trees a healthy system,” said Gracie.

PORTRAITS COME
ALIVE AT THE BASS BY IVETTE DIAZ
“A still life is a real life,” said epochal avant-garde
artist Robert Wilson. The Bass Museum of Art’s
current exhibition, “VOOM Portraits by Wilson,”
will make you do a double-take. Static images of
modern celebrities, animals and everyday people
are featured on high definition, large plasma screens
accompanied by original music scores. Brad Pitt,
Johnny Depp and Princess Caroline will suddenly
blink their eyes, move their hands, smoke a cigarette
or wink at you, if you stare long enough. “A truly
unique experience involving visually stunning
video portraits-in-motion of celebrities, animals and
everyday people,” is how Ruth Grim, Bass’s acting
curator in charge, describes the exhibit.
An internationally acclaimed theatre icon of
the world stage, in addition to being an avant-
garde stage director and playwright, Wilson
has experience working as a choreographer,
performer, painter, sculptor, video artist, and
sound and lighting designer. Beginning in 2004,
Wilson began working as an artist-in-residence for
VOOM HD Networks. Known for his theatrical
productions, Wilson’s use of HD technology has
taken his skills of manipulating light and creating
dramatic environments to the next level by creating
works that are a cross between photography, film,
literature and sound.

“VOOM Portraits’” HD technology communicates
Wilson’s poetic ideas in high-definition, state-
of-the-art clarity. Producing each portrait takes
months to develop and the process includes set
design, lighting, makeup and costumes. The
dramatic and theatrical settings recall art history,
popular culture, and are illustrated in stunning
color. “The combination of sound, motion, static
and subtly changing imagery contributes to a
sensory experience closer to theater, redefining
people’s ideas of a traditional museum visit,”
added Grim.
The underlying themes of Wilson’s environments
are often based upon plays and art history, and
add a layer of poignancy to the portraits. In the
case of the celebrity images, the juxtaposition of
the star with the memory of a character in a play
or historical figure creates clever and humorous
vignettes that delve into the viewer’s memory,
and often address the role of fame in the context
of contemporary culture.
“It’s an interesting way to look at a portrait,
having celebrities in it changes the meaning,”
shared Chicago art student, Jesikah Ruehle, who
visited the museum on a recent afternoon, during
a quick visit to Miami.
Carolina Trujillo of Miami was visiting the
museum for the first time: “I had never seen
movement on a photo, it gives you a different
feeling, the sounds and everything else make
you be more into the picture because all your
senses are working at the same time. It’s
different how technology has changed the
way we look at art.” “VOOM Portraits” will be
showing until August 3.
Also showing this month at Bass and
through October 19, is “Splendor in the
Bass: The Portraits.” This exhibit includes
classical portraits from the museum’s
original collection from the 15 to the 18
centuries and features 17 century Italian,
Flemish and Dutch examples by painters
such as Anthony van Dyck (1599-1641),
Michiel van Musscher (1645-1705), as
well as 17 and 18 century French court
portraiture by Jean-Baptiste van Loo (1684-
1745) and Hyacinthe Rigaud (1649-1743).
British portraits in the Grand Manner are
represented by Benjamin West (1738-
1820), who is considered one of the leading
exponents of Neo-Classicism, and who
was the first American painter to achieve
international fame.
The Bass Museum of Art was founded more than
40 years ago, when Miami Beach residents
John and Johanna Bass donated 500 art pieces
from their collection to the City. The museum
also offers an annual schedule of exhibitions
that draw on its own holdings as well as loans
from other institutions and private collections.
Like the collections of the Bass Museum of Art,
the temporary exhibitions are encyclopedic
in range. Today, Bass Museum of Art has a
permanent collection with some 3,000 works
of art.
The original Bass collection was first housed
in an Art Deco building designed in 1930 by
Russell Pancoast, grandson of Miami Beach
pioneer John Collins. The building, which had
served as the Miami Beach Public Library and
Art Center, was renamed the Bass Museum of
Art to honor its donors. In 1979, the Pancoast
building and many other structures on Miami
Beach were incorporated into the National
Register of Historic Places. Among those
spearheading the campaign to recognize the
Miami Beach Art Deco District was former
Bass Museum Executive Director Diane W.
Camber, then associate director of the Miami
Design Preservation League. Under Camber’s
leadership, the museum was reorganized for
accreditation in 1985.
In 2002, the museum expanded its facility
and received a new look. The new building
was designed by world-renowned Japanese
architect Arata Isozaki. The project added an
outdoor sculpture terrace, courtyard, Grand
Ramp, a museum shop and soaring galleries
on the second level. The Museum more than
doubled in size from 15,000 to 35,000 square
feet between 1998 and 2002.
“The Bass Museum of Art enriches the lives of

If you think that beautiful, historic buildings in Miami
Beach are confined to Ocean Drive, Collins Avenue
and residential neighborhoods, then take a drive,
or a walk. One of the most revered and oldest
buildings in the city is also the site of the original
Miami Beach City Hall, built in 1927, its wide arches
and beautiful Mediterranean Revival architecture
make the building stand out among the hip,
modern storefront businesses on 1130 Washington
Avenue. More than 80 years old, Old City Hall,
as City officials and preservation supporters have
affectionately coined it, is still in one piece. Due to
its historical significance and architecture, the City
worked hard to preserve it the last two years, and
now, those efforts are paying off.

“We have many projects to be proud of,” said City

of Old City Hall in the city’s history makes this a
very important piece of architecture.”

Una vez culminado el proyecto, el edificio
será la sede de varias oficinas de la Ciudad,
de las cortes del Condado y de la Liga de
Preservación del Diseño de Miami (Miami
Design Preservation League).

In the winter/spring issue of MB, it was
reported that the City’s WiFi test results were
in and that the City was working with IBM,
FPL and the independent engineer to expedite
the work necessary to satisfy all requirements
of the system. Here are the answers to some
of your questions regarding the status of free,
citywide WiFi:
What is the status of the work necessary
to get WiFi live?
In late April, following IBM’s analysis of the
independent test results, IBM requested that
the City provide additional mounting assets for
WiFi devices (locations where WiFi nodes can
be installed) and power resources to address
coverage gaps found during network testing.
The City has worked diligently to comply with
this request and expects to be completed in
June. Then, IBM can deploy the necessary WiFi
devices to fill in the coverage gaps and resolve
any remaining network issues.
Has the system been through a secondary
testing period yet?
No, this Final Acceptance Testing will begin
following the completion of the work by IBM
