After World War I, Western nations tried to avoid another war by dismantling Germany and creating the League of Nations. However, dictators like Hitler took aggressive action which was only met with verbal protests instead of resistance due to war fatigue, the belief that responses were justified, the focus on fighting communism, limited resources due to the Depression, and pacifism. This perceived weakness allowed Italy, Germany and Japan to form the Axis alliance to fight communism and allow each other's expansion without interference from Western nations. The US also tried to avoid conflict through neutrality acts during this time.

Nations….Italy, Germany, Japan form alliance ---- “Axis Powers” ---- agreed to: – fight communism – not interfere with others expansion Where is the US? • During the 1930’s, the US began to pass a series of Neutrality Acts – Banned sale of arms to warring nations – Forbade Americans from traveling on warring nations ships • GOAL: avoid conflict, NOT prevent it.
