School-Based Child Protection
and Anti-Bullying Policies

Mission Statement
* As a school our mission is to be one where each
individual is valued and respected.
* We meet the needs of all our teachers by
offering them opportunity to learn and develop
in order to fulfill their potential .

Statement of Intent
* We are committed to provide a caring , friendly
, gender sensitive, peaceful and safe
environment for all our pupils for them to learn
best and secure atmosphere. Bullying of any
kind is prohibited and discouraged.
* Corrective measure and necessary
immediate action will be undertaken whenever
incidents of bullying happen .

Objectives of this Policy


To ensure that all teaching
staff including the
principal/school heads ,
pupils and parents have an
understanding of what
bullying is .
To ensure that all teaching
staff including the principal
know what the school
procedure on bullying and
follow it when bullying case
is reported.

To ensure that all pupils


and parents know what the
school policy is on bullying ,
and what they should do if
bullying arises.
To ensure that as a school
we take bullying seriously ,
pupils and parents should be
assured that they will be
supported and appropriate
action will be done.
To ensure that bullying is
never tolerated.

A. Prohibited Acts
1. Being unfriendly (e.g. hiding books and the like, threatening
gestures)
2. Pushing, Kicking , hitting , punching , pinching , slapping ,
tweaking,
Spitting , aggressive and violent behavior .
3. Marking or destroying other pupils properties.
4. Unwanted physical contact or sexually abusive comments.
5. Name-calling, Sarcasm ,spreading rumors including those
posted thru social media .
6. Mobile threats by text messaging and calls , misuse of
associated technology ( camera & video facilities)
7. Forced asking money /property .

B. Preventive Measures, Action Taken


Initial Intervention
Every classroom teacher is a guidance teacher.
Pupil/parent reports an incidence of bullying to the teacher ,
Guidance Councilor, any member of GAD and or the SCPC.
The concerned teacher should make it clear to the victim that revenge
is not the solution. The behavior. The outcome will

discuss it with the pupil to ensure accuracy.
The bullying behavior on threats will be investigated.
Witness statements may be taken from other pupils.
Every effort will be made to resolve the problem through counseling
of both parties .

A restorative meeting will take place between the pupils involved


so that pupils can understand . The outcome will include agreed
strategies for ensuring there is no further occurrence and to
improve the working relationship between the pupils involved.
Following the restorative meeting a contract of behavior may be
put into place to support both the victim and the bully pupils.
In all cases parents will be informed and there will be an
opportunity to discuss the problem .
Actions will be made to help the bully/bullies to change their
behavior.
A review meeting will take place to assess how successful initial
intervention has been and to decide whether any further action
needs to be taken.

Further Intervention
Through orientation and making the pupils aware of their rights, responsibilities
and action to be done if they are abused/bullies.
Making available contact personnel to go in case of bullying in prominent places in
school.
Forum/ Assembly on AB/CP
Series of lecture on anti-bullying and Child-Protection Policies / Information in all
subject areas.
Organizing the pupils with records of bullying to participate in different school
activities and trainings to be peacemakers in school.
Employing the values Orientation curriculum where volunteer teachers will teach
values in all/selected classes.
Launching activities/programs promoting peace (Peace Ambassador/Peace
Ambassadress )
Soliciting assistance/help from parents, NGOs . Barangay officials and or civic
groups.

Outcomes
After the incidents have been investigated and given
appropriate intervention , each case will be monitored to
ensure repeated bullying does not take place.
Bully/Bullies will be asked to sincerely apologize and must
engage in the restorative process with the victim/victims in
order to reconcile the pupils.
Appropriate consequences will also be put into place to
sanction the behavior.
In serious case suspension or even exclusion will be
considered by the school head.

C. Signs and Symptoms


The following are some of the signs or behavior that a child is
being bullied . Adults should be lenient of these signs so to
investigate further .
The child ..
Is frightened of walking to or from school
Is unwilling to go to school
Begins to cut classes
Lacks self confidence
Starts to slammer
Cries themselves to sleep at night or has nightmare, has
sleep problems

Feels ill in the morning


Begins to do poorly in school work
Comes home with clothes torn or things damaged or things
missing
Asks for money or starts stealing money (to pay bully)
Has unexpected cuts and bruises
Comes home starving (money/ lunch has been stolen)
Becomes aggressive, disruptive or unreasonable
Is bullying other children and other siblings.
Stops eating
Is frightened to say what is wrong .
Gives improbable excuses for ay of the above.

ROLES AND RESPONSIBILITY


The Role of School Child Protection Committee
Supports the school head in all attempts to eliminate
bullying from out school .
The committee will not allow any bullying at all in our school
and any incidents
of bullying that do occur will be taken very seriously.
The Role of all Staff
Every teacher acts as a guidance teacher in their own class.
All forms of bullying are taken seriously and are given
proper intervention to prevent it from taking place.

Teachers are responsible to give action first up to the second


offense before reporting the
incident to the guidance office. If repeated then it is
encouraged to report it to SCPC
as soon as possible .
The Role of the Pupils
If they are being bullied show that you are in the side of the bully.
Remember that your silence is the bullys greatest weapon.
Tell yourself that you do not deserve to be bullied
Try not to show that you are upset or scared.
Be strong inside. Let the teacher know as soon as possible
Fighting back will just make things worse.
If you know someones being bullied .
Take action , Watching and without doing anything

MECHANISM AND PROCEDURE

Adopt and implement this Child Protection/Anti-Bullying Policy in


accordance with the IrR or RA 10627
Provide pupils and their parents/guardians copy of this CP/ABP.
Educate pupils in the dynamics of bullying, the anti-bullying policies of
the school as well as the mechanism for the anonymous reporting of
acts of bullying or retaliation.
Educate parents and guardians about the dynamics of bullying, the
child protection or anti-bullying policy of the school and how parents
and guardian can provide support and reinforce the said policy at home.
Devise prevention, intervention, protective and remedial measures to
address bullying.
Conduct the capacity building activities for guidance counselors
/teachers and the member of CPC.

Ensure effective implementation of the bullying policy and monitor


compliance therewith.
Ensure the safety of the victim of bullying, the bully and the
bystanders and determine the pupils need for protection.
Ensure that rights of the victim, the bully and the bystanders are
protected and upheld during the conduct
Of the investigation.
Accomplish the intake sheet prescribed in Annex B wherever
there is an incident of bullying , maintain a record of all proceedings
related to bullying and submit reports prescribed in Annex A of
DepEd order No. 40 s 2012 to the D.O.
Maintain public record or statistics of incidents of bullying or
retaliation.
Coordinate with appropriate offices and other agencies or
instrumentalities for appropriate assistance and intervention as
required by the circumstances .

Our school aims to create an atmosphere where pupils who


are being bullied know that they will be listened to and
believed , and that action taken will be swift but sensitive
to the concerns.
We must ensure the safety of our pupils to tell and
understand that by not telling the bully or bullies are
protected and gives them the message that they can
continue , perhaps bullying others too. We all have the
responsibility to make sure bullying in our school is not
allowed to continue . If anyone knows a victim of bullying ,
or someone who is bullying others. Please let us know right
away we will deal it sensitively and firmly and will discuss
together how the situation can be improved .
