As an experienced Navy leader and representative of your community, you have been selected to participate in the subject working group from 10-12 February 2016, in Washington DC, under dizection and guidance from the Office of the Master Chief Petty of the Navy. 2. Purpose. The Secretary of the Navy (SECNAV) has directed that, in order to facilitate full integration of the force, we take advantage of this “opportunity to update position titles and descriptions themselves to demonstrate through this language that women are included in these positions.” His explicit in- tent is to ensure job titles and descriptions are gender inte- grated, removing “man” where appropriate. The working group will forward three recommended courses of action to the Chief of Naval Personnel (CNP) and the Chief of Naval Operations (CNO) via the Master Chief Petty Officer of the Navy for presentation to SECNAV. 3. This is also an opportunity to conduct a comprehensive re- view of all titles for enlisted ratings. The working group will make recommendations for changes where it makes the best sense and serves the interest of the Navy and Sailors of these rat- ings. 4. Preparation. Working Group members must come prepared to do a large volume of debate and work in a relatively short period of time. In order to be prepared to meet this direction, you will be required to read enclosure (1) and canvass your constit- uency (all-hands calls, e-mail, ete). Reading “Battling With Words" will assist in a better understanding of the impact and importance of semantics (explicitly germane to this discussion). Subj: GENDER INTEGRATED/RATINGS REVIEW WORKING GROUP PRECEPT Soliciting feedback ahead of time is vital. This will ensure you arrive with your own thoughts and ideas, as well as a grounded “deckplate opinion” to share; the end result will be a more thorough and accurate debate, a better final product and greater acceptance in the Fleet. 5. Recommend Courses of Action. In accordance with reference (a), the Working Group will develop three courses of action for use by CNP and CNO that capture the essence of SECNAV’s intent. These courses of action will include recommendations on amended language for individual titles of ratings and communities, along with respective job descriptions to meet the ‘gender-neutral’ standards 6.
