Eachmorningbeganwithaplenarysessionthatincludedakeynote
speaker.Fourspeakersinalldeliveredappropriateandrelevant
presentations.Includedwereacollegepresidenttalkingaboutsystems
engineeringasamanagementtool,asoftwareengineerfromSweden
urgingspeedtomarket,awaterresourcesengineerfromSouthAfrica
whoclarifiedtheimportanceofmanagingcriticalinfrastructureanda
projectmanagerwhobuiltanastronomicalobservatoryhighinthe
AndesMountains.Checkwithanattendee,astheyhaveaccesstothe
videoontheirsmartphones,ifyouwanttoseewhatyoumissed.The
plenarysessionsalsoservedasthevenuefortheannualawardsto
individualsandchapters.

projectandthepeopleinvolvedsotheendresultisasmuchyoursas
anyoneelses.
Butyouhavetoreachoutforthis.Itisnotgoingtocometoyou.
Youhavetobewillingtoseeyourroleassystemengineerinadifferent
lighttoactuallyredefineyourperspectiveofwhatyouareinthatrole.
Youhavetobewillingtoacceptthattheconstraintsthatyoubelieve
havebeenplaceduponyoubytheprogrammanager,bycontracts,
byanyoneoranythingelsearenotasrealasyoumightthink.
Ifyourewillingtochampionyourownvisionandtoseeyourself
operatingdifferentlyintheroleofthesystemengineerthenthese
constraintswillfallaway.Butyouhavetobewillingtotakeaction,andto
assertyourselfandthevalueofyourprofession.Noonewilldoitforyou.
Andifyouwait,itwillneverhappen.
Ifyouwantyourworktobemeaningful,thenyouhavetostepup
andbealeader.
Aleadernotinthesenseofhavingaparticulartitleorposition,butinthe
senseofinfluencingpeoplewhethertheyareacquisition,program,
contractmanagers,otherengineers,oranyoneelseassociatedwithyour
program.Youractualtitleorpositionisirrelevantwhatsimportantis
youaredemonstratingtoyourpeersandcolleaguesthevalueofthe
contentthatisgeneratedbysystemengineeringactivities.
Youmaybeamanager,leadingsmallorlargeteams.Butifyourteams
aredoinglittlemorethanproducingdocumentswhosecontentnoone
readsorcaresabout,thenyouaremanagingaprocessthatsimply
producespaperandburnslaborhours.Youmustaspiretoleadusing
thepowerofprocesstoproducetechnicalcontentthatfocusesand
drivestheimplementationofsystems.Therealityofauseful,fielded
systemistheROIforyourefforts.Ifyouwantyourworktobeusefuland
havevalue,thenyouhavetobothmanageandlead.Managingis
important,butwithoutleadership,vision,andinfluence,howdoyou
knowwhereyouregoing?Whatareyoumanagingtoachieve?
Itsthedifferencebetweenbeingastewardofprocessandaleader
ofoutcomes.
Systemengineerstendtofollowoneoftwopaths.Some,givena
problemstatement,willfocusprimarilyonprocess,ratherthanonboth
processandoutcome.Theirmetricofsuccessiscompliancetoprocess,
notwhethertheprojectasawholesucceeds.Typically,theyandtheir
teamsfocusonthecarefullyprepareddocumentnottheoutcomes
thatdocumentdrivestoward.
Systemengineerswhoareleadersseeprocessnotasanendinitself,
butasatooltofocustheeffortsofhundredsandeventhousandsofstaff
neededtoproduceasystem.Theyunderstandthattheintegrityofthe
technicalandprogrammaticdataiscriticalforthedecisionmaking

neededtoresolveproblems.
Whendifficultiesarise,astewardofprocessfocusesoncompliancewith
checklists,thedeliveryofdocuments,orthegenerationofnewreview
milestones.Butleadersleadersofoutcomesrecognizethat
technicaldifficultiesmayberootedinissuesoftechnology,orflawsin
acquisitionstrategyorcontractstructure,orininsufficientskillssetsand
manning,orevenincontradictoryandprohibitivepolicies.Leadersof
outcomesconsiderittheirresponsibilitynotsomeoneelsestobe
partofthebroaderresolutionofaprogramsproblemsnotjustthe
technicalproblems.Leadersaredrivingagentswhoinfactobliterate
thoseproblems.Leadersareempoweredindividualswhoknowtheyare
keytothesuccessoftheprogram.
Itstartswithavisionyourvision.
Ifyoufeelthatyourenotapartofsomethingusefulorimportant,then
youreprobablynotassertingyourownvisionofwhoyouareandhow
yourprofessionofsystemengineeringfitsintoproducingthelarger
outcome.Perhapsyoudonthaveavisionperhapsyourelikethe
bricklayerwhoneverthinksaboutthebuildinghesmaking,butsimplyis
focusedonthenextbrickandonthenext,andthenext.
Or,maybeyoudohaveavision,butyoufeeltheresnoplaceforitinthe
program,andthatnoonewilllistenorcare.Eitherway,youareleaving
thevisiontoothers.
Systemengineerswhoareleadershaveavisionoftheoveralloutcome.
Theyhaveclarityofpurposetoachievethemanifestationofthephysical
thingthatneedstobeproduced.Theyunderstandhowtheoverall
projectcanbebrokendownintoitsconstituentparts,andhowthose
partsmustworktogetherasasystem.Theyunderstandthattheintegrity
ofsystemengineeringactivitiesprovidesthedataneededto:1)assure
thecorrectnessofanacquisitionstrategy2)supportthedefinitionand
integrationofsystemcomponentsand3)supportfactbaseddecision
makingneededtotradecost/scheduleandtechnicaltoachieveanuseful
system.
Justasimportant,theyrecognizethatitisuptothesystemengineer
nottheprogrammanageroranyoneelsetolayoutthisvision.Thisis
thesystemengineersrole.Ifitisabrogated,thequalityoftheoutcome
willinevitablysuffer.
Trueleadershipliesinconveyingthevision.
Programmanagersdontwantsystemengineerstobesofocusedon
documentsthattheyfailtoseethelargerpicture.Programmanagers
wantandneedsystemengineerswhohaveanoverallvisionand
cancreatethetechnicalcontent(sometimesfoundindocuments,other
timesfoundinmodelsanddatabases)thatwillmakethatvisiona
reality.
Conveyingthisvisiontotheprogrammanagerisonlyonestep.A
systemengineerwhothinksasaleaderprovidesthevisiontoother
systemengineerssothattheyunderstandtheroletheymustperform.
Thisnotionisthedifferencebetweensolelymanaging,andgoingfurther
andleading.Anditistheroleofallsystemengineersregardlessof
position,titleorauthoritytolead.Itseverysystemengineersjob.

Andwheneveryonedoeshisorherjob,whatemergesisanew
dynamic.Insteadofisolatedsystemengineerstoilingondocumentsthat
gonowhere,theresanentireteamofengineersandsubjectmatter
expertswhoshareastrongsenseofwhattheyreproducingandhowit
createsthelargersystem.Weassystemengineershelptodevelop
teamsthattakeprideincreatingsomethingusefulandvaluable.A
leaderconveysnotjustthatvision,butthepurposeforarrivingatthat
vision.
Gettingthereisnotasdifficultasyoumightthink.
Youmightbethinking:Well,thisisallverynice,buthowdoIgetthere?I
talkallthetimetosystemengineersevenonesinchargeoflarge
teamswhocantseehowtheymightbecomeunstuckfromthetarpit
theyfindthemselvesin.
Somemighthaveavision,yetareconvincedtheprogrammanager
wontunderstandorwontcare.Othersdonthaveavisionbecause,
well,whatsthepoint?Theybelievetheirrolehasmorphedoverthe
years,becomingsolimitedthattheirthinkingdoesntmattermuch.
Thisisnotjustaboutalackofcommunicationskillsitsaboutalackof
confidence.Systemengineerswhofeelstucktypicallybelievetheyare
constrainedbyotherforceswhetheritstheirbosses,orprogram
managers,orgovernmentregulation.Inreality,though,theyreusually
constrainedbytheirownlimitedvisionoftheroleofasystemengineer.
Ifyoubelieveyouhavenoimportantroletoplayintheultimateoutcome
ofaproject,youprobablywontplayanimportantpart.Ifyoubelievethe
programmanagerwontvaluewhatyousay,heorsheprobablywont.If
yourestuck,itsprobablybecauseyouregettingwhatyoureexpecting.
ButasIsaidearlier,itdoesnthavetobethisway.Youcanstepoutof
yourcurrent,selflimitingrole.Remember,youbecameasystem
engineerbecauseyouwantedtoproducethingsthatareimportantand
useful,andbecauseyouhavethegiftedabilitytoenvisionhowtheparts
ofasystemworktogether.Youknowhowtocreateanewreality.
Startwiththat.Startwithyourvision.Ifitsstrongandsolidenough,
youllfindyourselfwantingandneedingtoshareitwithothers.Andifits
strongenoughandsolidenough,theylllooktoyouasaleader.

railsatAnnapolisJunction,MD.Themessageannouncedthat
theWhigPartycandidateforPresidentwouldbeHenryClay,
andhisrunningmatewouldbeTheodoreFrelinghuysen.The
attendeesfromtheBaltimoreWhigconventionleftAnnapolis
Junctionbytrain,andarrivedinWashingtontofindthenews
wasalreadybeingannouncedinthecitybythelocalpapers.
WritinginalettertotheNewYorkTimesin1909,StephenVail,
Alfredssonrelatesmoreintimatedetailsaboutthiseventand
makesastrongpubliccaseforthemessagebeingrecognized
asthefirsthistoricuseoftheline.[3]

DCtoBaltimore,MDandhewaslessthanamonthfrom
completingthistask.ThegeographicalsignificanceofAnnapolis
Junctionwasthatitlayroughlyequidistant(2022statutemiles)
fromthethreeprincipalcitiesofWashington,Baltimoreand
Annapolis.Itwasalsothejunctionoftworaillines.Thetwolines
weretheBaltimoreandOhio(B&O)andtheAnnapolisandElk
RidgeRailroads(A&ER).TheB&OranfromBaltimoresMount
ClairStationtotheoutskirtsofWashingtonDC.TheMountClare
StationtodayhousestheB&Orailroadmuseum.Morsehad
obtainedagreementtousetheB&Orightofwaytoerectwhat
wouldbecomethenationsfirstsuccessfullongdistance
communicationsnetwork.Technically,itwasbasedon
regulatingtheflowofelectricityfromprimarybatteriescalled
Grovecellsovertwoconductorsstrungonpolestoareceiving
instrument.Thesecellswerethehightechsourceofon
demandelectricityin1844andbecausetheyemittedpoisonous
nitrousfumeswhilecurrentwasflowingwouldnotpassmuster
withtheEPAtoday.

atthelocationoftheoriginalrailstationandplatform.An1860
directoryliststwohotels,arailstationandapostofficein
AnnapolisJunction.Today,theonlyenduringmemoryofthis
originalcommunitythatIhavefoundisthroughtheverbal
reminiscencesofpersonswhoateatHenkelsrestaurantupuntil
themid1990s.HenkelsRestaurantoccupiedwhatlikelywas
thestructureofoneoftheoriginal2hotelsthatstoodacrossthe
railsfromthestation.Thesame1860,recordshowsthatone
hotelwascalledtheParkhurstHouse,ownedbyaMr.George
Bell.Theonlyothersurvivingstructurefromthiserais
Grassland,an1854plantationhouseandoutbuildingsbuiltby
WilliamAndersonthatonecanseeontherightsideoftheroad
alongNationalBusinessParkway.

PerhapsitistimethatAnnapolisJunctionproudlydisplaysits
storytoremindtelecommunicationsprofessionalswheretheir
professionbegan.AlfredVailsson,Stephen,wouldagreeand
mightevenhavesucceededindoingthishimselfhadhenot
diedfourmonthsafterpresentinghiscaseintheNYTimes102
yearsago.
ThankstothefirstpublicmessagesentfromAnnapolisJunction,
thisdisruptivenewtechnologyspreadrapidlyamongthe
commercialenterprisesthathadthemosttogainfromit.The
railroad,anearlypartner,wassurprisinglyslowtorecognizeits
valueindispatching,safetyandallowingbetterresource
utilization.Incontrast,thesecuritiesmarketswereamongthe
firsttodeveloplocalareanetworksusingspecialized
instrumentsthatwereuniversallycalledtickerstotransmitstock
andcommodityquotesinnearrealtime.Theexpansionofthe
telegraphanditseventualconsolidationmanyyearslateristhe
lifecyclemodelweperhapsseebeingrepeatedwiththeInternet
anditsenablingtechnologies.
