PRE-DESIGN QUESTIONAIRE:

1. Assess safety and tag buildings: Indicate, based on observation the


percentage of buildings completely collapsed, damaged beyond repair,
repairable and undamaged
2. Understand Causes of collapse: This will be inputs in preparing the
reconstruction guidelines.
3. Assess other hazards: Earthquakes, Hurricanes or high winds, Floods, Climate
extremes
4. Perform housing subsector studies:
a. What types of houses do people want to build here now? What
materials will they use?
b. What size, shape, number of stories and layout are common?
c. Where do people cook? Bathe? Use the toilet?
d. What are the common architectural, cultural and climate preferences?
Have these preferences changes as a result of the disaster?
e. What materials are used, of what quality, where are they produced,
how much do they cost, and will the production be able to meet
reconstruction demand? Who buys the materials (homeowners,
builders, contractors)?
f. What is the skill level of local builders? What tools and techniques do
they use? What tools and techniques are locally available? What
solutions will the local workforce be capable of implementing once
trained? How much do they earn?
g. How houses are commonly built? What systems and techniques are
used? Do homeowners build themselves or hire local builders? Or are
housing units built by the government or through the commercial
private sector?
h. What other issues may arise during reconstruction (security, conflict)?
5. Determine what is the local building/land registration practice in the VDC?
6. Evaluate the tentative cost of land in the area
7. Assess existing social networks like womens group, youth clubs, village
councils, etc., how strong they are and how they function.
