PALESTINIANANDISRAELICONFLICT
TheGeneralAssembly,

HavingconsideredthatcurrentlivingconditionsforthePalestinianrefugeesare
unsuitabletomaintainahealthylifeasreferredtointhearticleIsraeliPalestinian
ConflictHeadsintoUnchartedTerritoryasMistrustDeepens,UNOfficialWarnswhen
mentioning,Upto100,000familiescontinuetoliveinhousesthathavesustained
varyingdegreesofdamagewhile18UNsupportedschoolbuildingscontinuetoserveas
collectivecentresforsome15,500internallydisplacedpersons(IsraeliPalestinian),

FullyawarethatpriortoIsrael,Jewishpeoplewerebeingdrivenoutoftheircountries
anddidnothaveanofficiallandoftheirowninwhichtheycouldreside,asmentionedby
MuammarQaddafiinaNewYorkTimesarticlewhichstates,TheJewishpeoplewant
anddeservetheirhomeland(Qaddafi),

RealizingthatanewstateforPalestinecouldactastheirhomelandassuggestedby
StevenErlangerinhisarticleOlmertRejectsRightofReturnforPalestinianswhenhe
writesJustasIsraelisthehomelandforJewishrefugeeswhofledorwereexpelledfrom
Arabcountries,soanewstateofPalestineshouldbethehomelandforPalestinian
refugees(Erlanger),

RecallingthatthepreviousUnitedNationsResolution(194)hasagreeduponregulated
andfreeaccesstoholysitesontheland,astheresolutionstates,7.Resolvesthatthe
HolyPlacesincludingNazarethreligiousbuildingsandsitesinPalestineshouldbe
protectedandfreeaccess(GeneralAssembly),

ObservingthatthepreviousUnitedNationsResolution(194)hadagreementonthe
matterofrefugeeswishingtoreturntotheland,whenstating,11.Resolvesthatthe
refugeeswishingtoreturntotheirhomesandliveatpeacewiththeirneighborsshouldbe
permittedtodoso(GeneralAssembly),

HavingconsideredthatPalestinianswishtoreturntothelandthattheyhadpreviously
livedonasmentionedinOlmertRejectsRightofReturnforPalestiniansbySteven
Erlangerwhenwriting,TomostPalestinians,thatmeanstherighttoreturntotheir
originalhomesinsideIsrael(Erlanger),

KeepinginmindthatIsraelsmainpriorityistoretainanofficialstateofJewishnatureas
recognizedbyStevenErlangerinOlmertRejectsRightofReturnforPalestinianswhen
stating,MostIsraelisfearthatadmittinglargenumbersofPalestinianswouldundermine
theJewishnatureofthestate(Erlanger),

SeekingamorepermanentsolutionthatmeetstheneedsanddesiresofbothIsraeland
Palestine,havingconsideredthatpreviousattemptsandproposalsmadebytheUnited
Nationsaswellasotherpeaceattemptshavebeenproventobeunsuccessful,

1. RequeststhattheIsraelPalestineterritorybedividedintotwo(2)officialstates:
a) Withboundariesthataredeterminedbyholysitesandpopulation
b) Withholysitesthatareneutralterritorytobothstates,toberegulatedby
theUnitedNations
i)
withIsraeltoremainanofficialJewishstate.
c) Withthefreedomofanyindividualfromanynationtoresideineither
statewiththerequirementofabackgroundcheck
d) Withthefreedomforindividualsfromanyandeitherstatetotraveltoand
betweenthenewstateswiththerequirementofpassingthroughsecurity
2.Encourageseconomicsupportfromtheinternationalcommunityasbothstatestransition:
a)WithavailabletransportationfromtheUnitedNationsforanyIsraelior
Palestiniancitizentransitioningtoaeitherofthenewstates
b)Witheconomicsupportprovidedbywillingnationsforindividualssettling
ineitherofthenewstatewhoareinneedofsuchsupport
3.Callsuponthelimitationofmilitarytradeandsupportforfive(5)years:
a)Withadditionalyearsofthislimitationtobeaddedifmajorviolenceor
discriminationfromorineitherofthenewstatesoccursasdeterminedby
thesecuritycouncil
b)Withtheexceptionofanattackoneitherofthenewstatesbyanyother
nationinwhichthislimitationwouldbelifted
4.Welcomesannualmeetingsbetweenthegovernmentsandleadersofthetwonewstatesto
negotiatethekeepingofpeaceandanyconcernsfortheotherstate:
a)Withasecuritycouncilmembertoattendthemeeting,ensuringits
occurrence
b)Withsanctionstobeplacedontradebetweeneithernewstateandanyother
nationinthisinstanceofalackofmeeting
5.Supportsthefreedomofanyreligiousorotherbeliefsaswellasethnicityandancestral
backgroundineitherofthenewstates:
a)Withproperandfairpunishmenttobeplacedonanyindividualwhomay
denyanyoneofthisrightandoractuponthedenialofthisright
6.Urgesthatbothstateshenceforthbeequallyconsideredinmajoreconomic,political,
military,orotherdecisionsthatmayimpacttheotherstate

7.Recommendsthatuseofmilitarybyeitherofthenewstatesbeonlyusedasanactof
defense
8.Notesthatthisplanbeputintoactionwithinsixty(60)daysaftertheapprovalofthis
resolution:

a)WiththeconsiderationthatifthecurrentPalestineorIsraeldonotmake
necessarycooperationsinordertomakethisplanoccur,economicsanctions
willbeplaced.
(i)withconsiderationthatsomePalestiniansmaynotwanttoreturnand
shouldntbeforcedtodoso.
