1. Mission Kakateeya, Haritha Haram and Water Grid Programs can be successful only if
peoples participation is ensured in their implementation and Governance. What
concrete steps for this collective action would Irrigation, Environment and Panchayat
RajMinistrieswouldliketotaketo(a)EstablishTankWaterUsersAssociation,Haritha
Haram Samrakshana Committees and Drinking Water Grid Users? (b) How could the
further maintenance of Tanks, planted trees and water grid services be ensured? (c)
Weather sufficient financial allocations would be made to ensure the utilities of these
services?
2. MissionKakateeyahasthepotentialtostorewaterandhelpsmallandmarginalfarmers
tostabilizeandincreasetheiryields.However,toensurethissmallandmarginalfarmers
have to actively participate and contribute in this program. What concrete steps and
programswouldtheagricultureministrytaketoensurefarmersparticipationinMission
Kakateeya so as to (a) encourage desiltation of the tanks (b) ensure that silt does not
comeagainfromcatchmentareasand(c)maintenanceofthetanksinfuture
3. MissionKakateeya,HarithaHaramandWaterGridProgramsareprestigiouslongterm
programsofTelanganastate.However,Telanganastatehasseriousdeficitinspecialists
such as resource or environmental economists/social scientists to guide this
development process scientifically. Whether the Ministry of Education would like to
takeconcretestepstoovercomethisgapsuchasthrough(a)EstablishingResourceand
Environment Economics Studies at Acharya Jayashankar Agriculture University (b)
InitiatingaccompanyingstudiesthroughscientificinstitutionssuchasCESS,CRIDAetc.
(c)InvolvingPG/PhDstudentsinthedistrictstostudyandanalysetheproblemsthrough
shorttermpilotprojectsonsite
4. Haritha Haram Program has great potential to stabilize the ecological balance on the
longrun.However,asthisisanenvironmentalprogramitneedschangesinbehaviorof
the individual, community and society. What concrete steps and programs does the
MinistryofEnvironment,Forests,ScienceandTechnologyliketotaketo(a)influence
the behavioral changes of the people and community (b) honor those people and
institutionswhocontributeforthesuccessofHarithaHaramandecologicalbalance(c)
whatsanctionswouldbemadetothosepeopleandcommunitieswhodonotcontribute
fortheprogram(c)howcanthesustainability(economic,socialandinstitutional)ofthe
programbeensured
5. Efficient Local Water Governance through Panchayats in Water Grid Program is key in
ensuing participation of people, resolution of conflicts, equity in water distribution to

all, specially the poor, keeping the operation and maintenance costs low etc. What
concrete institutional steps and programs have been designed by the Ministry of
PanchayatRajto(a)bringawarenessandeducationaboutlocalwaterGovernanceand
conduct capacity building measures (b) establish efficient local water governance
systems in the involved gram panchayats (c) make necessary amendments through
transferofdutiesandfundstolocalbodies
6. AtatimewhensubstantialpublicspendingforRoadsandTransportvehiclesisplanned
inTelangana,transportationpoliciesandprogramshavetobedesignedaccordingtothe
newrequirementsandhavetoundergoregularcriticalassessmentsandfeedbackfrom
the researchers. Chair for transportation policy for the united Andhra Pradesh was in
Tirupati University. Does the Ministry of Transport like to use the services of NIT
Warangal with ample national and international experience to (a) formulate and
implement transportation policies for Telangana state (b) extend this to RTC which
needsscientificupgradationfortheefficientuseofitsresourcesforthepassengers(c)
establishachairforRTCatNIT
7. CleaningofHimayatsagarwouldbeagreathistoricsteptowardsimprovingthequality
oflifeofthepeopleofHyderabad.However,suchastepcanonlybesustainableifthe
Government implements a policy based on polluter pay principle. Weather the
Ministry of Municipal Administration and Urban Development is planning to (a)
identifyallthestakeholdersresponsibleforthepollutionofHussainsagarlake(b)what
type of pollution control measures are to be implemented to check further pollution
and(c)whichauthoritywouldbemaderesponsibletomonitorthislakeand(d)would
thecivilsocietyorganizationsofthecitymadepartnersinthisaction

dynasty, Raja Rajeswara Swamy Temple of Vemulawada has historical roots in
promotingandteachingSanskrit,MusicandDance.ThepresentuniqueSanskritCollege

Endowmentshaveplansto(a)revivethishistorictraditionandincludeMusicandDance
andestablishafullfledgedCollegeofSanskrit,MusicandDance(b)makethistemple

9. EstablishmentofamanufacturingindustrialunitatMarripally,6KmfromVemulawada
inabout200Acresofavailableland.DoestheMinistryofIndustriesplanto(a)establish
a manufacturing industrial unit at Marripally to solve the serious unemployment
problem in the region (b) would the ministry plan to design such a unit after detailed
studyoftheavailablelocalresources
