Shes a Melbourne Cup-winning jockey, but
on Sunday Michelle Payne left racing behind
to support retired racehorses in an exhibition
polo match at Yaloak Estate near Ballan.
Ms Payne led a team of Victorian jockeys
and trainers supporting retired racehorses
that have made a successful transition
into their second career as Off the Track
thoroughbreds and classed as polo ponies.
People gathered last Sunday 7 February to
see the participants swing their polo mallets
in the exhibition chukka aboard a team
of the retired racehorses, with Ms Payne

joined by multiple Group 1-winning trainer


Ciaron Maher, Ballarat-based trainer Archie
Alexander, and up-and-coming jockeys
Harry Coffey and Lucinda Doodt.
Just one professional polo player was
on each team, Greg Keyte and Tomas
Fernandez, with the rest made up of jockeys
and trainers.
The seven minute Off the Track exhibition
chukka took place as part of a program
of matches for the two-day Victorian Polo
Association Championships.
Racing Victorias Off the Track Officer, James
Tzaferis, said the day was the perfect polo
initiation for racing fans and thoroughbred

enthusiasts alike and offered an opportunity


to support the many retired racehorses that
have made a successful transition into a
second career.
Its fantastic to see the industry band
together to support the stars of the sport in
their second career, Tzaferis said.
Retired racehorses excel in the discipline
of polo with thoroughbreds making up
approximately 70 per cent of the horses
taking part in the Victorian Polo Association
Championships.
Ms Payne rode on Team Keyte (Greg) with
Lucinda Doodt and Harry Coffey, hitting the
one and only winning goal.

I have played before at Werribee and really


enjoyed that.
I would like to see more charity and
exhibition matches with jockeys and trainers
take place, she said.
Ms Payne said her nominated charity would
most likely be the National Jockey Trust.
And when questioned on life after horse
racing, she replied, I wouldnt mind maybe
taking up Eventing.
Some of the new career polo ponies will take
to the field Sunday 14 February at Yaloak
Estate in the Ballarat Polo Cup. General
admission starts from $10 per person and all

A local farming company
has come under fire after
various pre-packed lettuce products were recalled
due to a number of cases of
salmonella.
Tripod Farmers, located in
Bacchus Marsh, distributed
the lettuce, which was sold
through both Coles and
Woolworths supermarkets.
The brands included Coles
4 Leaf Mix, Woolworths
Salad Mix, SupaSalad
Supamix and Wash n Toss
Salad Mix.
All these products had best
before dates leading up to
and including February 14.
The Department of Health
and Human Services Senior
Medical Advisor, Dr Finn
Romanes said the links between the product and illness in Victorians had been
made because of a higher
than usual number of cases
of the rare Salmonella anatum strain.
Normally we only see
a handful of cases of this
strain each year, but so far
this year there have been 28
cases of Salmonella anatum
mostly adults - notified to
the Department, he said.
As a result of following up
the food histories of a number of people we have discovered a common source
- the Tripod Farmers lettuce.
Tests of three products from
two batches have also tested
positive for Salmonella anatum bacterium.
Tripod Farmers issued a national voluntary product recall for the products on February 4. Managing Director,
Frank Ruffo said through a
media release the company
was working closely with
health authorities in the in-

terests of public safety.


We are shocked at the test
results because we put public safety first and foremost
and comply with all Australian health and safety standards, he said. We will be
doing everything within
our power to determine how
this has happened. We have
commenced a thorough investigation and will work
with health authorities from
the department and Moorabool council, to ensure we

get to the bottom of this.


Moorabool Shire Councils
CEO Rob Croxford said

environmental
health officers were working
with Tripod and the State
Department of Health to
help them isolate the cause
of the problem.
Tripod is classed as a primary production premises
and as such is not registered
with Council, he said.
Council officers are now

undertaking ongoing samples at the direction of the


department.
Dr Romanes said that an inspection of the premises has
been undertaken and a full
and thorough clean-up has
been carried out.
Those that have purchased
any of the recalled products
are encouraged to return to
the point of sale for a full
refund or dispose of in the
household rubbish bin.

Council Clip

Formal adoption of Moorabools Heritage Strategy has


been delayed while the document has a bit of a tidy-up.
Councillors voted at the
February council meeting to
defer adoption of the Moorabool Heritage Strategy
2016-2020.
The document contains two
stages of the West Moorabool Heritage Study as well
as the Bacchus Marsh Heritage Study, with the process
having previously received
$100,000 in state government
funding.
However, East Ward Coun-

cillor Tonia Dudzik objected


to the document, saying
that the item on the Bacchus
Marsh Avenue of Honour
did not have the same writeup as other items.
In a harsh raised tone directly voiced to a council
officer, Cr Dudzik said It
deserves the same respect as
all the others in this study.
Fellow East Ward Councillor John Spain said that consideration of the document
should be referred to the
next council meeting
It needs a bit of a tidy-up,
Cr Spain said.

Croxford said the reserve funds are
accounted for on a ward basis to ensure
that monies raised in a locality are reinvested in that locality.
The reserve funds are divided into:
Recreational Facilities (open space)
Social Infrastructure
Development works
Storm water Management
Landfill contingency
Superannuation
Capital works seed funding
Capital works contributions
Developer contributions
The reserve used at the council meeting
on 3 February was the Development
Works Reserve and is used to fund
opportunities for capital projects across
the shire when an opportunity arises,
Mr Croxford said.
In this case the Bungaree Committee of
Management presented an opportunity
to Cr Sullivan who then put it forward
as Urgent Business. The resolution of
council states that the community bank
loan and community contributions need
to be finalised and that the $350,000
project needs to be completed by the
committee and acquired before the
council will make a contribution of
$100,000.
The development work reserve is
accounted for by wards and can only be
spent with the resolution of the council.
The balances of the Reserves at 30 June
2015 were:
Woodlands - $56,906
East Moorabool - $45,632
West Moorabool - $86,916

bit of a stink

The community of Bungaree has collectively put its


money where its mouth is to
invest in a brand new bowling green for the club and
the community.
The green will compliment
the already impressive facilities at the Bungaree Sport
and Recreation Centre, a
$2.25 million development
opened in 2013 that has
proven the centrepiece of the
district and a hub for sport
and recreational activity.
The total bowling green
project cost is $350,000, with
$250,000 being secured as an
interest-free loan sponsorship from the Ballan Bendigo Community Bank.
Committee President Tony
Trigg said the club reeked of
excitement.

Its certainly a relief to


know that we have a little bit
there to help us out, its very
exciting. The Bendigo Bank
have been excellent, they
couldnt do any more for us
and we are very grateful for
that, he said.
Construction will start
as soon as possible; I cant
give you an exact date, but
preliminary work will start
this week, which includes
removing old buildings and
some minor earth works. We
hope to see the facility up
and running in about April
or May.
But it was the contribution
of $100,000 from a Ward
Reserve fund that caused
controversy.
West Ward Councillor Tom
Sullivan put forward a motion in Urgent Business at
the February council meeting to approve the use of

Cr Edwards opposed the use of the Ward Reserve Funds


for the project, saying that it could leave the funds open to
being perceived as an election war chest.
They can be used randomly with no particular guidelines,
he said of the funds.
Good governance dictates fair and equitable outcomes
accessible to all people of the Ward. There should be
equal opportunity to apply for funding, and opportunity to
communicate through consultation.
He said that rushed decisions which are not competitive
or merit-based equate to bad governance, adding that the
councils Community Development Fund is accessible
to all, provides evidence-based decisions, provides
community consultation, and allows for external funding
opportunities.
Cr Edwards said that there is a bowls club 10 kilometres
from Bungaree, and that the shires own recreation and
leisure strategy states a ratio of one bowling green per
6,500 people.
Theres 500 people in Bungaree and 3500 in West
Moorabool; two years ago we opened a new $2.3 million
recreation facility in Bungaree, the biggest ever funded
by Moorabool Shire Council. What about the other
communities in West Moorabool?
There was no competitive process to apply; for example,
Navigators toilet and tennis shelter upgrade which was
identified in tonights minutes, how does it stack up?

said the whole thing was being rushed.
Cr Spain also wanted to

funding falls over.
Councils contribution is
dependant on them having
the money. They have to get
their ducks lined up before
we put into this project, Cr
Sullivan told the meeting.
Cr Tatchell said that he
wanted to see the Woodlands Ward funds spent
within the ward, at places
such as Pykes Creek, but
said that he voted with the
motion as he did not want to
tell other councillors how to
spend their ward funds.
Cr Edwards was vocal in
his opposition to rushing
through the motion.
I have seen first-hand
through the original Bungaree Rec reserve project
how dedicated the Bungaree
community is and I genuinely commend the com-

process, will leave council
exposed to accusations of
unethical, uninformed and

Cr Toohey said that while
Bungaree is not in his Ward,
it adjoins the boundary and
people from Woodlands use
facilities in the West Ward
They run side-by-side,
and all the reserves that
run up and down the spine
of the freeway, they service
the wider community, Cr
Toohey said.
These funds are there to
support community projects
and this clearly has strong
support and the backing of
the community, and in the
absence of the state and federal governments stepping
up with funding for projects,
our communities are doing
the hard work and we need
to give them a hand.
But will the sharing be
reciprocated?
Id be delighted if councillors felt they had surplus in
their funding pool to contribute to projects; theres
aspirations in Greendale for
projects, and particularly a
growing area like Gordon.
The Bungaree Bowling Club
currently has 60 members,
and already field teams in
the Association. Currently
theyre playing on facilities
in Ballarat, given theres no
club in between Ballan and
Ballarat.

All aboard the vintage rally train

Its time again for Ballans Great vintage Rally and this
years event is set to be better than ever.
The rally will be held on Sunday 21 February at the
Ballan Racecourse Reserve, from 9am-4pm with entry
$10 per adult and children free.
This year will see the event provide more childrens
activities sure to please young families, including a
number of toys rescued from the local opp-shop
including little tractors.
Weve got a sandpit, and one of our Club members
was a school teacher and shes going to conduct some
childrens activities where they make paper aeroplanes,
and vote on their favourite tractor, said Ballan Vintage
Machinery Club Treasurer Ray Meadows.
Weve fixed up an old train children can play on it
while they eat their lunch, it looks like Thomas the Tank
Engine and its got a steering wheel.
The event will also feature the renowned tractor pull,
a model aircraft display flying over the racecourse, hay
baling in action, and a guided tour of the sheds.
One of our members is going to take the microphone
and walk around explaining to people what weve been
doing with the sheds, weve got the shearing shed just
about complete, and explain the engines and what they
were used for, what farmers did in the old days rather
than the modern way of doing things.
And there will be food and drink including our
famous hamburgers.
Visitors will also be able to see the site, currently under
construction, where Australias first Ronaldson and
Pickett shed is being built.
Were putting up a large shed to house the engines,
the foundations are going in at the moment, therell be
26 exhibits.

This years Ballan Autumn Festival

part in various sporting activities including
mini golf, pool table soccer, darts and buzz
wire.
For everyone, a journey through a century
of Red Cross Signature Quilts and a hot rod
and vintage car display will be on show
along side musical entertainment and guest
speakers from the Moorabool Landcare
Network.
The famous wood chop competition will
also return this year.

Council is seeking Expressions of Interest for new representatives to join the Moorabool Access
and Inclusion Advisory Committee.
The Committees main goal is to represent the community and provide advice to Council on
long term strategic and systemic issues that may impact on the lives of people living with a
disability, their families and the community in which they live.
Membership of the Moorabool Access and Inclusion Advisory Committee will, as far as possible,
be balanced in regard to age, disability, gender, ethnicity and geographical location.
Members of the Committee will:
Contribute to the monitoring, review and evaluation of the Moorabool Access and Inclusion
Action Plan and the health and wellbeing of people with a disability in the community

Bridge over troubled waters

A heritage-listed bridge needs
cleaning up, according to
Moorabool Shire Mayor Allan
Comrie.
Mayor Comrie raised the matter
in Urgent Business at the
February council meeting.
When youre going down the
Western Highway out of Bacchus
Marsh, its the old sandstone
bridge, its a heritage-listed bridge
and it goes across the Djerriwarrh
Creek, Mayor Comrie explained.
In the creek itself is an absolute
disgrace - theres car bodies,
theres rubbish, it looks like a tip.
I would assume its VicRoads
responsibility, and it should be
cleaned up; people dump their
rubbish over the side of the
bridge, and some of the sandstone
bricks have been broken and need
to be replaced.
Councillors voted to write to
VicRoads to request that the site is
cleaned up.

A school crime spree in July 2015 has resulted in the


conviction of Brady Roberts, an Altona Meadows man, in the
Bacchus Marsh Magistrates court last Friday.
The crime spree began after Mr Roberts and three others
stole a CCTV unit and a Bosch drill left unattended at
Pentland Primary School,worth an estimated $850.

The court heard the group also broke into Darley Primary
School stealing educational devices such as iPads and digital
cameras, breaking windows and trashing the premises.
The offenders made off with an estimated $2000 worth of
appliances and caused in excess of $3000 in damage.
Later that day units in Lewis Street were broken into and
graffitied, causing an extra $400 in damage.
Magistrate Andrew Capell heard from Mr Robertss defence,
who argued that he was only 18 at the time and living at
home with no income.
Theres never going to be a good reason why he committed
the crimes that landed him with seven charges.

In his sentencing Magistrate Capell acknowledged that


everything points to you showing remorse and noting his
young age.
However, the Magistrate also pointed out the despicableness
of the crime and the purpose of schools in society to help
benefit children. Its low. Schools already struggle enough
financially and its acts like this that strike right at the heart
of the education system.
Mr Roberts was convicted and ordered to complete 150
hours of unpaid community service as well as pay over
$3000 in compensation.

Councils react to rate cap

Moorabool is one of 21 councils across Victoria which have
officially flagged that they intend to apply for an increased
rates cap.
The state government legislated that councils cannot
increase rates above the rate of inflation, or CPI, set this year
at 2.5 per cent, unless permission is granted by the Essential
Services Commission.
Moorabool has notified the ESC that it intends to apply for
an increase, however the amount of the increase was not
required to be specified.
A statement released by the ESC noted that 21 councils had
notified that they intend to apply, with some noting that
they are awaiting formal council votes before deciding to go
ahead with an application.
Moorabool Shire Councillor Paul Tatchell is outspoken in
his opposition to rate capping, which he calls the ignorance
of a city-centric government, and was last week interviewed
about the matter on ABC local radio.
The cause of the problem is underfunding of regional
Victoria by the state government, as well as the federal
government.
You cant reduce funding, and then say youve got an
expenditure problem not a revenue problem; this is not a city
council where they have lots and lots of ratepayers in a small
area with a small road network.
The reality is a rate cap is like putting a bandaid on a shark
bite; its a headline, it doesnt tell the full story.
Cr Tatchell added that this year is a valuation year for
properties so rates will go up irrelevant of what the
Minister says unless their property values have gone down.
At the end of the day, is the state government sticking to
the CPI increase? No. Did the state government listen to the
recommendations of the ESC? No. .
Weve got a third of the ratepayer base that a council like
Ballarat has, yet a third more roads, and were capped at the
same amount? The numbers just dont add up. The Ministers
never even been to Moorabool shes probably just been to
Moorabool St in Geelong.
Cr Tatchell also noted that 70 per cent of Moorabool Shire
is unrateable as it is owned by the government, Crown land,
upon which rates are not paid.
The ESC noted that all applications are set to be finalised,
with decisions made public, by May 31 this year.

RATE CAPPING - WHAT THE COUNCILLORS SAY


Cr John Spain is comfortable with rate capping, pointing out that he is not a ratepayer or a councillor who will run
around saying the sky is falling he is confident that councils can be smart enough to adjust their business models.
Im fairly comfortable with it as a ratepayer; I always think that it never does any harm for any government organisation
to be scrutinised at some level. Weve got a hell of a lot of scrutiny on local government, but it certainly sets a challenge
for councils like Moorabool with a growing ratepayer base - we need the infrastructure now, and I also do accept the
argument that the state government, for example, seems to dump some of the too hard tasks on local government thats fine as long as they accompany that with some money, we often get the job but not the money. You can only do
what you get paid for and local government, through rate capping might have to engage a little bit more fully with the
community to find out what they really want us to pay for and I think thats a good thing, Cr Spain said.
Cr Tonia Dudzik said that she supports the concept of rate capping as Council needs to ensure that rates continue to
be affordable.
Rate capping will lead to Council becoming more efficient by improving its processes and reducing expenditure. There
is no doubt that Council will struggle to meet community needs and expectations. However, I believe that Council will
rise to the challenge. Ratepayers are counting on it, Cr Dudzik said.
Cr Dave Edwards said that rate capping is a good theory that will just not work in Moorabool.
Rate capping is good in principle, all things being equal, but unfortunately for shires such as Moorabool, that have very
small budgets and very large growing pains, rate capping introduces another level of costly bureaucracy. Someone has
to put together all the documentation for the Essential Services Commission and, ultimately, services will suffer. This like many VCAT decisions - takes the decisions away from the locals. If our elected officials decisions are changed by
the bureaucrats at every turn we must question why we have local government, Cr Edwards said.
Cr Pat Toohey said that rate capping would lead to many cuts to services that the community has grown to need and
appreciate.
I think rate capping is a poorly thought out policy; every individual council, in particular high growth areas like Moorabool,
have circumstances where we need to provide ongoing facility improvements, upgrades to our roads, and basically look
after all those community projects and facilities that we currently care for. To suggest that every council should just
be dealt with the same under rate capping is nonsense. Clearly its a political decision that fails to recognise that rate
capping leads to two things; increased debt burden going forward to the community, and a poor outcome in regard to
facilities, new projects, and the upkeep and repair of the facilities and infrastructure we have.
Cr Sullivan said that council had made long-term financial plans that will now have to be revisited with a large element
of uncertainty.
All councils are wondering how were going to be able to deliver services with less money. Council is always mindful
about the expenditure of ratepayers dollars; and say we get a projection on a five-year financial plan that wed be
looking at five per cent increases to be able to get on top of our infrastructure gap, roads and footpaths, we do our
financials based on that then all of a sudden they say we can only have half of that this year. Do we cut services?
What has to give here? You cant spend what you dont have, Cr Sullivan said.
Mayor Allan Comrie said that the idea is a really good vote-catcher, but that it wont last in the long term.
Its an absolute disgrace; if you walk down the main street and say to somebody do you want to pay less rates? they
say yes! but theres going to be less services. Unless youve got the money, you cant do it, and our main source of
income is rates. When services start getting cut across the Shire, then the publics going to jump up and down and say
what are you doing with our rates? and well say we dont have any rates to do anything with.

Moorabool Council is proposing to add yet another
layer of complexity, nuisance and discrimination to
the planning scheme. This
amendment will have serious consequences for property owners embraced by
this proposal.
Melbourne Water via this
proposal will now determine
the future of your property
not your local council. Apart
from the nuisance created
just watch what happens to
your insurance premium
against flood damage and
see what it does to the value
of your property.
The principle cause of
flooding in Bacchus is the
Exford Reservoir. About 20
years ago the spillway was
widened to accommodate
floodwater. It should have
been lowered!
The rhetoric in the C73 proposal talks about not creating man made structures
that will damage this and
that, the environment, the

wetlands (not sure where


they are).
In many other parts of the
world non critical man made
dams like Exford have been
removed as they serve no
purpose other than to cause
these sorts of problems.
In 1954 I was unable to
attend school in Bacchus
Marsh as the Western Highway, Avenue of Honour
were flooded for two days
as the Melton or Exford dam
wall held back flows from all
the contributing waterways.
The mapping in the proposal is subjective and distinguishes between property
on one side of a street and
the other even where levels
are the same. I note the Main
Street and central parts of
town are excluded when in
fact they have been flooded.
It would be frightening
to know what all the flood
studies have cost both council and government agencies.
Most people could retire on
the cost of mailing out this
amendment alone (I received
3 copies). Apart from the ongoing never ending nuisance

it will create.
I have a property on the
Lerderderg River and so
have an interest in this matter, but it seems to me that
Melbourne Water should be
honest about why Bacchus is
prone to inundation. Get rid
of Melton-Exford reservoir
and pump some desalination water from our big unused plant to Werribee to
grow the veggies!
Ratepayers should take this
further intrusion into local
affairs seriously as this is
the thin end of the wedge.
Centralised control of everything you do or have is on
the way.
Treat this proposal with
the seriousness it deserves
and register your strongest
objection to it in any way
you can and make sure you
follow the formal objection
process. THIS IS SERIOUS,

The whacky world of social media

TOM

There is no doubt about it,


social media consumes lives;
I have even heard it referred
to as a drug. Its an instant
fix for the socially isolated,
and a windfall for the telcos
as the world is opened up to
amateur journalism.
Instant news devoid of
editing, that updates, extrapolates, and deliberates
all within a single thread! It
desktop journalism where
every headline creates a life
of its own, as the keyboard
warriors give on-the-spot
reporting all from the comfort of their instant media
device.
You can celebrate, commiserate, you can even
remonstrate; so why does
this phenomenon, that has
the capacity to link people
all over the world, cause so
much angst?
Well, social media is just
like most things in life;
choices. You can use it for
good or evil, but at the end of
the day whatever you send
into cyber space doesnt simply go away when the thread
dies. Even if you choose to
remove your own post, or
if the administrator of the

site does it for you, if its


controversial enough it will
already be cut and paste for
future hauntings.
The media monitors have
been grappling with Facebook since the day it arrived.
The controls are limited by
the enormity of the billions
of threads that happen by the
minute. Public sites are subject to the same media laws
as any other median, and the
only controls for private sites
are the owner of the site and
the delete button.
When you consider the potential damage that occurs to
businesses, peoples reputations, and more importantly
peoples mental health and
well-being, the dark-side of
social media, cyber abuse is
the damage done by unintended consequences.
The familiarity of a stranger; Facebook liberates the
invertebrate into the modern day warrior called the
keyboard commando. The
keyboard commando has
no conscience; they simply attack without fear of
retribution.
Protected by the cyber
shields of faux anonym-

ity, the keyboard commando


strikes at random and usually with a boganesque
ignorance of publishing laws
and responsibilities.
The illusion that making
defamatory comments on
Facebook or Twitter are exempt from defamation laws
is only due to the standard
of publishing. In the eyes
of the law a publisher is a
publisher regardless of the
standard of the post or site.
I am always amused by
an
expertin-everything
boganesque Facebooker
trying to give the impression of superior intelligence,
yet who cant find the spellcheck on their own computer. Its one thing for a person
to be perceived as an idiot,
but hitting the keyboards to
prove a point; well thats not
even average intelligence!
Community websites provide an excellent information board to interact with
community members and
promote community events;
the problem is when you
cant control the content it
has a habit of degenerating
into a personal slanging
match where the bogan to

bogan insults take precedence over the intended


goodwill.
Its all about the shock value. An outrageous comment
from the perceived sanctity
of your home computer or
notebook becomes a viral
publication which can have
broad ranging ramifications
without the publisher ever
being aware; it can be altered, taken out of context,
or simply copied and pasted
into any document.
Its just like insulting someone on the spur of the moment; once its out there it
can rarely be taken back,
but the big difference is that
having a personal conversation containing a heated
or inappropriate comment,
there are rarely legal consequences; once you publish
on Facebook or Twitter, you
are subject to the same media laws as newspapers and
other news outlets.
Since whats believed to
be the first social media
defamation in 2014, where a
former student was ordered
to pay $100,000 in damages
over a series of defamatory
posts about a teacher, the

ambulance chasers (lawyers)


have viewed social media as
the next cash-cow in private
litigation cases.
Rather than expanding the
definition of defamation under Australian law, the case
clearly exposes potential
claims of defamation into
the whacky world of Social
Media; the keyboard commando may well find his or
her two minutes in the sunshine as a cloudy moment
in front of a magistrate, and
a very expensive exercise in
self-promotion!
Whilst I am concerned
about the deep pockets of
Corporations seeking retribution over a rant made in
haste, its reasonable for a
business to expect informed
criticism of their company
over speculated diatribe
from the attention seeker.
I also accept the premise of
an argument that a person
shouldnt have to defend
unfounded personal attacks
in a media outlet that has no
preventative controls until
after the attack is posted,
and even if it gets removed
it can be placed anywhere
within the global network.

Environmental Opinion

I am probably less sympathetic towards public figures


that use the network as a
soapbox or for self-promotion, and I think its reasonable for views to be tested and
debated; lets face it, if you
play on the road, you need to
play in the traffic. However,
in terms of personal attacks
with the familiarity of a
stranger, there are more considerations than the person
being attacked.
Family members can be
deeply offended by crude
dispersions on a persons
character, and whilst the
cheap shots may be entertaining and self-righteous
to the person hiding behind
the keyboard, they can be
deeply offensive to someone
related.
Facebook, Twitter, and other social media tools are useful for connecting people,
places, and constructive debate. However, an informed,
or uninformed idiot remains
an idiot if they dont recognise that any action that sets
out to tarnish the reputation
of a Company, Product or
person is as ignorant as it is
illegal.

Side stepping fossil fuels


As you might know, the
Australian Electoral Commission has just released
the Fossil Fuel Industry
Donations to the major
political parties for 20142015. They were: National
Party $74,570, Liberal Party
$355,977 and Labor Party
$427,407. Last year, the IMF
estimated global fossil fuel
subsidies were worth $5.3
trillion annually, more than
three times the size of the
Australian economy. The
bulk of these subsidies take
the form of what are called
negative externalities, or
the impacts on health and
wellbeing from pollution,
which fossil fuel producers
bear no responsibility or
cost for. And both the Labor
and Liberal parties here in
Australia are being bribed
to continue their support of
this industry.

The worlds science community continues to point


out the real enemy of all life
on earth is carbon. At 280pp
million it suits life on the
planet and anything higher
puts life, all life, at risk. We
are now around 400pp million and rising. While the
burning of fossil fuels is not
the only contributor it is one
we can control. We now have
the know-how and resources
to stop adding carbon to the
atmosphere by this method.
While all political parties
are distancing themselves
for the tobacco industry, except it appears the National
Party, it is now time for all
political parties to distance
themselves from coal. Could
I suggest you write to your
local members and inform
them that if they continue
to support coal you will no
longer be voting for them?

Meanwhile amidst the tragedy of the fires here in Tasmania which burnt many
trees over 1500 years old that
will never regenerate (and
are still burning), because, in
main, of our adding carbon
to the atmosphere, there is
some good news about what
so many are doing about
this climate change that has
so affected us over the past
couple of weeks.
2015, as well as being the
hottest year on record, was
also the biggest year ever for
global clean energy investment, reaching a record $329
billion USD, with growth
primarily being driven
by the worlds two largest
economies, the United States
and China. For these details
and some of what follows
I am indebted to Michael
Mazengarb, who is a clean
energy market analyst from

the ACT.
In a recent research report,
the International Renewable
Energy Agency (IRENA)
projected that doubling the
worlds use of renewables
by 2030, seeing renewable
energy supplying half of the
worlds energy, would see
the world economy better off
by $1.3 trillion USD annually, compared to maintaining
the status quo.
The report also found that
Australia would be one of
the major beneficiaries of
such a shift. The small impacts of reduced fossil fuel
exports are more than offset
by the opportunities created
in the clean energy sector
and reduced risk of the impacts of global warming.
Recently Canberra-based
start-up Reposit Power installed its first example of
a combined solar power

and battery storage system


that is integrated into the
National Electricity Market
in the town of Bungendore
just outside Canberra. The
system produces and stores
enough electricity for a
familys needs and, when
demand for electricity in the
market is high, the system
feeds electricity back into
the grid to take advantage of
high prices.
The system facilitates the
trading of clean energy
amongst users, while also
coordinating the collection
and storage of clean energy
for use 24 hours a day, directly addressing a common
criticism of clean energy.
This would mean that the
electricity market would go
from being a simple one-way
transaction, where large energy companies and a handful of electricity retailers sell

electricity to you, to being an


actual market place, where
homes and businesses buy
and sell energy based on
need and ability.
If the governments will continue to support fossil fuels
we now have the opportunity to side step them and
generate our own electricity.
And we can do it town by
town. Why not an energy
market place in Ballan, in
Gordon, in Greendale, in
Bacchus March, just to mention a few? Why wait for our
governments to act? Lets do
what some leaders in Daylesford did a few years back
and provide our own energy.

An Australia Day BBQ breakfast at Balliang Hall attracted over 90 people from around
the district.
Local farmer Kate Sharkey said it was a great day put on by the locals, for the locals.
A cooked breakfast, pancakes and a treasure hunt for the children kept everyone happy

New REIV data shows the


resort town of Hepburn
Springs, north east of Ballarat, saw one of the largest
price increases in the year to
December 31.
Known for its mineral
springs, house prices in the
town rose by more than
26 per cent over the year
to a median house price of
$425,000. This was up from
$335,000 for the same period
last year.

Neighbouring Daylesford
experienced similar growth
with house prices there increasing by 20 per cent over
the year to a median price of
$450,000, up from $375,000
in December 2014.

of 11.1 per cent and a median

Strongest median price
growth in the City of Ballarat was in Canadian where
an 18.4 per cent increase
brought the median house
price to $356,500 and Lake
Wendouree, up 11.7 per cent
to $670,000.
Meanwhile, the coastal
town of Anglesea recorded
capital growth of 16.7 per
cent and a median house
price of $630,000.
Solid growth was also recorded in New Gisborne,
up 14.8 per cent to $582,500;
Kyneton, up 12.7 per cent to
$487,500; and Moe, up 11.6
per cent to $173,000.

Cycling glory

Gold and silver are very


familiar colours for talented
Ballan
cyclist
Shannon
Craggill.
At just 11 years old, and
having been a competitive
cyclist for just three years,
Shannon is burning up
tracks as she rides both as
an individual and in team
events with the Brunswick
Cycling Club.
Shes making a lot of
ground up I think, said
proud dad Max. And her
grandfather was a pretty
classy cyclist too, he won the
Melbourne Cup on Wheels.
Working towards her own
cycling glory, Shannon competed in two different championship events in January
as part of the Victorian Junior Track Championships
picking up silver in the
sprint race, silver in the time
trial and silver in the scratch
race all solo, in her under 13s
category.
In the team events, she partnered with Ava Giramondo
in the sprint race to take out
gold.
Shannon also won silver
in the team pursuit event,
this time in the Under 15s
category.

Herald Sun Tour, which was
held at Federation Square in
Melbourne on February 3.

on Sunday at Knox Athletics

I was pretty excited because it is a pretty prestigious award. I knew I had a


good chance but I wasnt
sure if I would win.

Division 3 v Learmonth
Ballan leaped into the top
four with a dominant 48shot win over Learmonth.
Learmonth was defeated for
the first time since Round 11
and has fallen from first to
third place as a result. The
122-74 triumph also allowed
Ballan to capture fourth
position on the ladder.
Skipper Dave Myers said he
was jubilant about traveling
into an away encounter and
being rewarded with a rink
win for the first time in eight
weeks.
Its been a long time
between drinks, but it feels
fantastic to grasp the glory
of victory once more, Myers
said.

This team that has been


crafted to play together
with a high degree of
camaraderie. The overall
win was achieved through
all
of
Ballans
rinks
emerging victorious on the
day. Brad Coffey had the
largest win in the encounter
with an 18-shot advantage.
This was closely followed
up with Neville Smiths
17-shot win and the 7-shot
victory to Dave OHanlon.
On Saturday Ballan will
host the bottom of the table
Victoria.

Another good effort from the boys in the
field with all bowlers picking up wickets, Ben
Loughnane was Ballans best bowler with
some good spin bowling taking 4 wickets,
3 were bowled. Ballan batsmen all got starts
with opener Cameron Dunne being top
scorer at 39. Ballan continue batting next
week looking for some quick runs early.

Ballans bowling and fielding was excellent;
bowling was led by 13 year old Clint McEgan
with magnificent career best figures of 7
wickets for 16 runs off 5.2 overs. He was
well supported by the fielders who caught
well with 7 catches for the day. Ballan lost an
early wicket that brought Dylan Graham to
the crease, making a quick 43 no before end
of play. Ballan continue batting next week
looking to give all batsmen an opportunity
to have a good bat before the finals.
Under 12s
Ballan won via a forfeit.
