Welcome
Welcome to the Instructional Technology Program at Georgia Southern University. We are
happy to introduce you to our program. This handbook is designed to give you an overview
of the various degree programs that we offer. While we have included key elements
regarding the degrees offered through the Instructional Technology program, the Georgia
Southern University Graduate Handbook provides complete program information.
Our M.Ed. degrees offer two K-12 certifications recognized by the Georgia PSC, the school
library media certification and the instructional technology certification. In addition, our
M.Ed. Instructional Technology degree can be tailored to meet the needs of technology
specialists and instructional designers in corporate, military, higher education and district
school centers through its non-certification cohort program.
Our Ed. S. program is a research-based degree that guides students through a sequence of
courses that help students conduct applied research in their institutional settings. We also
offer a three-course sequence that leads to the Online Teaching and Learning Endorsement
from the PSC.
All of our degree coursework is offered 100% online. Our faculty are fulltime members of the
Georgia Southern University community and national leaders in the field of Instructional
Technology. We look forward to working with you.

Advisement
Academic advisement is initially provided by the Graduate Academic Services Center in the
College of Education. The center will be the first point of contact for most students. After
students are admitted, they can follow their program of study progress by logging into
DegreeWorks through their MyGeorgiaSouthern link. The center also provides information
for prospective students including tuition costs, application deadlines, and background
checks. The information in this handbook is to be used as a guide. Please consult the
Georgia Southern University Graduate Catalog for official information.

Application for Admission


The Office of Graduate Admissions is responsible for overseeing the admission of students.
There is a $50 fee to apply to a program. Students who are applying for the Instructional
Technology Ed.S. or for the Online Teaching and Learning Endorsement should
apply at the Office of Graduate Admissions website. The Instructional Technology
M.Ed. degrees are part of the Georgia On My Line (GOML) program and students can find
the M.Ed. application by clicking here.

Registration
The registration process takes place through the Office of the Registrar. Once students
receive notification of admission they are eligible to register for that semester. Students can
select courses from their program of study that can be located on Degree Works and
accessed through MyGeorgiaSouthern.edu. Click here to find instructions for first time users
of MyGeorgiaSouthern.edu. Once the courses on the program of study are located, students
can select courses for the semester by accessing the course search also located on the
MyGeorgiaSouthern.edu homepage.

Academic Calendars
The University Academic Calendars provide important dates for each semester. Students in
the M.Ed. program should follow the dates published for the GOML (GeorgiaONmyLINE)
program. Ed.S. and Online Teaching and Learning Endorsement students will follow the
dates published for all other programs.

Graduation
All graduation information is provided through the Office of the Registrar. There are two
graduation ceremonies each year - one at the end of Fall semester and one in Spring. The
final date to apply for graduation is the first day of classes in the fall semester if you plan to
graduate in fall, and the first day of classes in the spring semester if you plan to graduate in
spring OR in summer. It is best to apply for graduation the semester before you finish your

M.Ed Degrees and Certification


The coursework for M.Ed. is matched with the candidates career goals making our degrees
suitable for P-12 certification, business, military, or higher education positions in the field of
instructional technology. Our program has several options for candidates who are seeking
certification in Instructional Technology for the Georgia P-12 Schools and for candidates
who are seeking Instructional Technology preparation for other settings. All options are
presented below.

Certification Programs

Instructional Technology Certification qualifies as an approved state program for


the Georgia Professional Standards requirements for certification as a P-12
instructional technologist.*
School Library Media Certification qualifies as an approved state program for the
Georgia Professional Standards requirements for certification as a P-12 school library
media specialist.*
Dual Certification additional coursework and an extended practicum lead to
certification coursework for both P-12 School Library Media and Instructional
Technologist.*

Add-on Certification candidates who already have a M.Ed. in another P-12 field,
can add on the school library media or instructional technology certification.
In addition to completing the program of study for each field, candidates must also
complete and pass the appropriate GACE for the selected certification area.

Georgia teaching certificate and are seeking

Non Certification Programs


M.Ed. Cohort in Instructional Technology & Design
The Instructional Technology program in the Georgia Southern University College of
Education offers classes for a special cohort of M.Ed. students focused on learning contexts
outside of p-12 schools. Students in this cohort do not earn teacher certification or
certification for Instructional Technology (p-12 schools). Coursework and projects in this
cohort focus on adult learners in contexts such as higher education professional
development, higher education instructional technology, corporate training, military
training, and medical education. Students are admitted for this cohort once a year, and
begin in the fall semester. Applicants must meet all admission requirements and fall
application deadlines for the M.Ed. in Instructional Technology program. Cohort availability
is dependent upon program resources. For further information about this cohort, please

Admission Criteria for the M.Ed. in Instructional Technology


Regular Admission for M. Ed. Programs that Lead to P-12 Certification
Complete requirements for a Bachelors degree from a regionally accredited institution.

Possess a Professional Level Four Certificate or equivalent in a teaching field. Persons not
holding Level Four Certification may be admitted; however, if pursuing initial
certification in school library media, the program will exceed 36 hours.
Possess a Professional Level Four Certificate or equivalent in a teaching field. Persons not
holding Level Four Certification may be admitted to either concentration, however,
certification in Instructional Technology (S5) is only available for persons who
possess a Professional Level Four Certificate.
Possess a Professional Level Four Certificate or equivalent in a teaching field and a
masters degree in any field in education are required for admission to the non-degree
certification only program in Instructional Technology.
The Dual Certification Concentration, which leads to certification in Instructional
Technology and School Library Media, is only available for persons who hold a
Professional Level Four Certificate or equivalent in a teaching field.
Present a cumulative 2.50 (4.0 scale) grade point average or higher on all undergraduate
and graduate work combined.
For students who do not possess a Level Four Certificate, present official report of scores
on the Miller Analogies Test (MAT) or the verbal, quantitative and analytical writing
sections of the Graduate Records Examination (GRE). Students who hold a clear,
renewable T4 certificate are not required to submit GRE or MAT scores.
Submit a completed Disclosure and Affirmation Form that addresses misconduct
disclosure, criminal background check, the Code of Ethics for Educators, and tort
liability insurance.
Persons seeking initial certification not holding Level Four Certification must submit
passing scores on the GACE Program Admission Assessment or be exempt by
acceptable SAT, ACT, or GRE scores.

Provisional Admission
Applicants may be approved for provisional admission to an M. Ed. based on the quality of
the admission material presented. Provisional students must earn grades of B or higher in
their first nine (9) hours of course work after admission and meet any other stipulations
outlined by the department to be converted to regular status.

Practicum in Instructional Technology


The practicum in Instructional Technology is a 100-hour field placement. Each candidate
will locate three technology centers to complete the required activities. The majority of
hours will be spent at one center while the other two centers will serve as locations for some
of the practicum assignments. A full description of the practicum can be found at the FRIT
7739 Instructional Technology Practicum Handbook. Depending on the placement and your
work situation, candidates might need to take some personal days to complete their
practicum.

Candidates need to have completed the majority of their coursework and all of the required
courses in the program of study. The practicum is intended to be completed in the last full
semester of the program of study. Candidates should take the practicum with, at most, one
other course for a total of 6 hours. The practicum (FRIT 7739) is only offered during the Fall
and Spring semesters. Candidates should begin to locate practicum sites before the semester
they plan on taking FRIT 7739. Those candidates who are not currently teaching in a K-12
school and need to have a placement for their practicum will need to complete forms before
they can obtain a field placement in a school. Information about site placement and links to
the required forms can be found at Site Placement for FRIT 7739.

SCHOOL LIBRARY MEDIA SPECIALIST, 36 Hours


This program meets the content requirements for S5 certification as a library media
specialist in Georgia.

Special Education Course Requirement


Candidates who are seeking initial certification in the Instructional Technology program will
need to complete a course in Special Education. There are several options possible through
GOML (Valdosta State University-SEAC 5140 or Introduction to Exceptional Children at
http://plucredits.com).
Practicum in School Library Media
FRIT 7734 and FRIT 7765 are the culminating experiences in the School Library Media
program. Each candidate will identify three school library media centers, one at the
elementary, the middle and the high school level. The majority of hours will be spent at one
center. However, candidates need to plan ahead (professional days, Fall or Spring breaks,
etc.) to complete hours and some assignments at the other two locations. Additional

Dual Certification Practicum Considerations


While the practicum courses are described individually below, please be aware that
candidates in the dual certification program will be able to collaborate on field hours,
projects and field placements across both practicums. Details will be shared with each
candidate by practicum faculty.
Practicum in Instructional Technology
The practicum in Instructional Technology is a 100-hour field placement. Each candidate
will locate three technology centers to complete the required activities. The majority of
hours will be spent at one center while the other two centers will serve as locations for some
of the practicum assignments. A full description of
the practicum can be found at the FRIT 7739 Instructional Technology Practicum
Handbook. Depending on the placement and your work situation, candidates might need to
take some personal days to complete their practicum.
Candidates need to have completed the majority of their coursework and all of the required
courses in the program of study. The practicum is intended to be completed in the last full
semester of the program of study. Candidates should take the practicum with, at most, one
other course for a total of 6 hours. The practicum (FRIT 7739) is only offered during the Fall
and Spring semesters. Candidates should begin to locate practicum sites before the semester
they plan on taking FRIT 7739. Those candidates who are not currently teaching in a K-12
school and need to have a placement for their practicum will need to complete forms before
they can obtain a field placement in a school. Information about site placement and links to
the required forms can be found at Site Placement for FRIT 7739.
Practicum in School Library Media
FRIT 7734 is the culminating experience in the School Library Media program. Each
candidate will identify three school library media centers, one at the elementary, the middle
and the high school level. The majority of hours will be spent at one center. However,
candidates need to plan ahead (professional days, Fall or Spring breaks, etc.) to complete
hours and some assignments at the other two locations. Additional information can be

Depending on the placement and your work situation, candidates might need to take some
personal days to complete their practicum.
The practicum is intended to be completed in the last full semester of the program of study.

COHORT - INSTRUCTIONAL TECHNOLOGY & DESIGN, 36 Hours


The Instructional Technology program offers classes for a special cohort of M.Ed. students
focused on learning contexts outside of p-12 schools. Students in this cohort do not earn
teacher certification or certification for P-12 Instructional Technology. Coursework and
projects in this cohort focus on adult learners in contexts such as higher education
professional development, higher education instructional technology, corporate training,
military training, and medical education. Students are admitted for this cohort once a year,
and begin in the fall semester. Applicants must meet all admission requirements and
deadlines for the M.Ed. in Instructional Technology program. Cohort availability is

Eportfolios
During the practicum (FRIT 7734, 7765, or 7739) semester, candidates will present their
final eportfolios online to the Instructional Technology faculty during a capstone experience.
The eportfolios will contain artifacts from the candidates entire program of study. It is
important that candidates keep all of the projects they have completed throughout the
program of study to be presented in their eportfolios. So, while working through the
coursework, a web repository should be constructed as a location to house all course
assignments and projects for future use in the eportfolio.

Candidates enrolled in the dual certification program can develop one portfolio to house
artifacts from both school library media and instructional technology. Only one portfolio is

This course provides an in-depth exploration of digital learning models and relevant standards that
focus on information fluency and inquiry learning. Emphasis is placed on the reflective use of
technology to facilitate student learning through inquiry learning and the mastery of information
fluency skills. Course assignments and activities focus on application of these concepts to the
candidates field of initial certification through collaboration with other teachers, media specialists,
and technology specialists.

Digital Learning Environments 3 Credit Hours
This course focuses on the effective utilization of digital technology in the instructional process and
on systematic processes for using new technologies to enhance learning. Course content will focus
on the knowledge, skills, and dispositions needed to create, support, and manage effective digital
learning environments.

Technology-Based Assessment and Data Analysis 3 Credit Hours
Technology-Based Assessment and Data Analysis prepares candidates to model and facilitate
assessments throughout the curriculum and to analyze and interpret the data generated by those
assessments. The use of digital tools and resources to measure, collect, analyze, interpret, and report
those data is stressed.

Evaluation of Educational Needs and Programs

Evaluation of Educational Needs and Programs covers the theory and practice of systematic
investigation of instructional programs, projects, products, and processes. The course is designed to
teach practitioners how to assess the need for and the effectiveness of educational endeavors such
as quality improvement, enhancing organizational performance, or improving school curricula.

The Internet in Schools
3 Credit Hours
This course provides learners with a focused look at issues surrounding the implementation and use of
emerging applications of the internet in schools.

Leadership of the School Library Media Program
3 Credit Hours
An introduction to the functions of the school library media center and the various roles of the school
library media specialist. Topics include: program planning and development, budgeting, facility
management, and public relations. Students will develop the skills necessary to strategically plan for
innovation and continuous improvement of the school library media program.

The School Library Literacy Environment
3 Credit Hours
An overview of the processes and procedures associated with developing, organizing, maintaining,
and evaluating the school library media collection. Emphasis is placed on intellectual freedom,
principles of selecting materials in all formats, and utilization of technology to access physical and
virtual collections. This course will introduce students to instructional strategies designed to promote
reading for learning, personal growth, and enjoyment.
FRIT 7333 Storytelling
3 Credit Hours
This course is an introduction to the history, art, and techniques of oral storytelling. Techniques include
the selection, adaptation, learning, and presentation of stories for all ages. Students will encounter a
wide variety of stories from many different cultures, learn to identify resources for finding stories,

develop skills in telling stories with ease and enthusiasm, and learn to evaluate the qualities that
make stories age-appropriate for various grade levels.

Web Design and Development
3 Credit Hours
Focuses on the front-end aspects of web design: authoring, graphics production, and media
development.

Practicum in School Library Media
3 Credit Hours
A culminating activity in the Instructional Technology program. Candidates are assigned specific
experiences that implement content from the school library media certification program.
Prerequisite(s): Permission of advisor and completion of Transition Point #2.
FRIT 7739
Practicum in Instructional Technology
3 Credit Hours
This course is designed as a capstone experience where students demonstrate the skills, knowledge,
and dispositions necessary to serve in instructional technology roles in various educational settings
including P-12 settings. An extensive field experience is required.
Prerequisite(s): Permission of advisor and completion of Transition Point #2.
FRIT 7765
Clinical Practice in School Library Media 6 Credit Hours
This course is a full-semester, culminating internship in Instructional Technology/School Library Media
for non-certified candidates only. Candidates are assigned to a daily placement that implements
content from the school library media certification program under the supervision of a school library
media specialist.
Prerequisite(s): Advisor approval required.
FRIT 8435
Program Evaluation 3 Credit Hours
Program Evaluation covers the theory and practice of systematic investigation of instructional
programs, projects products, and processes. The course is designed to teach practitioners how to
assess the effectiveness of endeavors such as quality improvement, enhancing organizational
performance, or improving school curricula.
FRIT 8532
Multimedia Tools and Applications 3 Credit Hours
Covers issues in the design and development of interactive multimedia instructional lessons. Covers
the tools required for the creation of interactive multimedia and is organized around individual
student projects.

Ed.S. Degree
The Education Specialist (Ed.S) degree is a research-based program emphasizing problem
solving and research skills. The Ed.S. degree offers two main concentrations: Instructional
Technology and School Library Media. The Ed.S. does not provide initial certification in
these fields. Candidates can obtain P-12 Instructional Technology certification at the Ed.S.
level if they already have P-12 certification in a field.
Cohort Model
The Instructional Technology Ed.S. program functions as a cohort. Beginning Fall 2016
candidates will be admitted once yearly for Fall semester. Each cohort of candidates will
progress through their Ed.S. coursework as a group. This will provide a support system and
a method for candidates to interact with each other throughout their program of study.

Ed.S. Admission Requirements


Regular Admission
Complete requirements for a Masters degree in Instructional Technology or closely
related field such as Library & Information Science; or possess a Masters degree in
another field that includes a minimum of 18 graduate semester credit hours of
instructional technology coursework. The Masters degree must be from a regionally
accredited institution.
Present a 3.25 or higher GPA on all graduate work attempted.
Students seeking certification in Instructional Technology through the Ed.S. program
must possess a clear, renewable teaching certificate. Initial certification in school
library/media is not available through the Ed.S. program.
Present current official report of scores on the Miller Analogies Test (MAT) or the verbal,
quantitative and analytical writing sections of the Graduate Records Examination
(GRE). If the applicant holds a Masters degree from Georgia Southern University
with at least a 3.50 graduate GPA, the GRE or MAT is not required.
Submit a personal statement of purpose, not to exceed 200 words, that identifies the
applicants reasons for pursuing graduate study and how admission into the program
relates to the applicants professional aspirations.
Submit a completed Disclosure and Affirmation Form that addresses misconduct
disclosure, criminal background check, the Code of Ethics for Educators, and tort
liability insurance.
Provisional Admission
Applicants may be approved for provisional admission based on the quality of the admission
material presented. Provisional students must earn grades of B or higher in their first nine
(9) hours of course work after admission and meet any other stipulations outlined by the
department to be converted to regular status.

Research Project
All Ed.S. candidates complete an applied-research project. The project is accomplished
through a series of courses that provide the framework and guidance for completing a
research project in the candidates primary certification area. Candidates should begin
thinking about a possible research topic early in their Ed.S. program of study. It is good
practice to begin a research focus during the first semester in the Ed.S. program. Candidates
should communicate with their advisor to determine the feasibility of their research topic.
All Ed.S. candidates should have an advisor-approved research topic prior to beginning
EDUR 8434. Failure to do so puts the candidate in jeopardy of missing deadlines and not
completing the research project in the expected time frame. The research study completed
during the course sequence is a significant project. Candidates should be prepared to set
aside time for concentrated research and writing.

Online Teaching Endorsement


The Online Teaching and Learning Endorsement is a three-course sequence of courses
designed to prepare P-12 teachers to teach in an online environment. It is recognized by the
Professional Standards Commission as an endorsement to an existing certification.
Candidates in the program learn how to design, implement and teach online courses. The
final course is an online field placement in which the candidates spend the semester under
the guidance of a mentor teacher in a P-12 online classroom. The Online Teaching
Endorsement is easily folded into the Ed. S. degree.

Admission Requirements
Online Teaching and Learning Endorsement
1. Complete a minimum of 12 graduate semester credit hours of instructional technology
coursework from a regionally accredited institution.
2. Hold a clear renewable teaching certificate, including the Technical Specialist (TS)
certificate (level 4 or higher) or Permit (level 4 or higher).
3. Present a 3.25 or higher GPA on all graduate work attempted.

The courses in the Online Teaching and Learning Endorsement are prerequisite to each
other and therefore must be taken in sequence. Refer to the sequence of courses for the

Theories and Models of Instructional Design 3 Credit Hours
Students will examine how systematic instructional design processes are applied to develop
instruction congruent with specific learning theories, instructional theories, and philosophical
orientations in the context of their field of initial certification. The primary focus of the course is
technology-based learning materials.
Prerequisite(s): A minimum grade of "C" in ITEC 7430.
ITEC 8135
Pedagogy of Online Learning 3 Credit Hours
This course will provide advanced candidates in Instructional Technology the opportunity to develop
an online-learning course. Candidates will research current best practices of online learning
pedagogy and explore emerging technologies to integrate into the development of the onlinelearning course. The course is offered in a 100% online format.
ITEC 8136
Field Experience in Online Teaching and Learning 3 Credit Hours
Students will explore existing literature on best practices in online teaching and learning based on
their specific contexts, whether K-12, higher education, business, etc. This course incorporates
instructional design theory and online pedagogical knowledge putting students learning into action
and practice in an authentic online environment. The primary focus of the course is the students

Program Evaluation covers the theory and practice of systematic investigation of instructional
programs, projects products, and processes. The course is designed to teach practitioners how to
assess the effectiveness of endeavors such as quality improvement, enhancing organizational

Multimedia Tools and Applications 3 Credit Hours
Covers issues in the design and development of interactive multimedia instructional lessons. Covers
