Sustainable Land Management

To improve and rejuvenate the soils where cultivation of
suitable/best crops according to agro-ecozones will be key

Bhoochetana (soil rejuvenation)

ICRISAT mission mode project harnessing
science for sustainable use of natural
resources among farmers and increase
rainfed crop yields by 20%.

at least 5% of GDP
on infrastructure
to improve economic
performance

Philippines spends only

about 2.8%

back logs to bring all sectors,
municipalities in the outback especially
of 3rd to 6th class municipalities into the
main stream of society and civilization.

Upgrade and advance facilities of

Infrastructure/
Logistics
Construct at least 48,450 km of FMRs
(Source: AusAID)

34,477 km = Total FMRs constructed by DA

13,873 km = Remaining FMRs (as of 2013)

Earmark at least 3.5 to 4% of GDP for

infrastructure/logistics

(RORO system) for connectivity of
islands for enhanced trade, commerce,
tourism and even harmony among
cultures.

Establish manufacturing facilities with

private sector leadership

Establish school cafeterias for school

feeding program and warehouses to store
basic food for emergency situations

Credit
To pursue innovations that have
potentials to set off modernization and
industrialization of agricultural activities
Agro Industry Modernization and Credit
Financing Program (AMCFP) created in 1997
by virtue of Republic Act 8435 or the
Agriculture and Fisheries Modernization Act.

AMCFP
Governments umbrella on
financial system for agriculture
and fisheries
Caters to small farmers,
fisherfolks, those engaged in
food and non-food
production, processing and
trading, cooperatives, farmers
and fisherfolks organizations
and small and medium
enterprises or SMEs engaged
in agriculture and fisheries

Targets
Minimize transaction costs especially
for small loans
- Rehabilitation of rural banks
i.e change in the approach to rural lending &
group lending
- In 2014, LBP gave loans of Php 58.4 B to
small farmers & fishers
- Sikat Saka program of LBP & DA provided
financial assistance to farmers who are not
members of a coop & unable to secure loans

Review of the implementation AgroIndustry Modernization Credit and

Financing Program (AMCFP)

Credit
Teach, encourage, and enforce saving of
farm income by farmers to finance future
operations
-i.e. Credit Surety Fund that provides
assistance to institutional members improve their
organizations & management practices like having
a trust fund for payment of defaulted loans

Strengthen peoples organizations as

effective institutions for credit delivery
(micro finance institutions and non-bank
financial institutions)

Agribusiness/Market
As enabling environments to spur development;
emphasizes the role of public sector and
international organizations in promoting business
and even business-climate reforms including
returns to investments

Adaptation to climate change

FAO (2012) stressed that building resilience to climate change starts by
building resilience through sustainable management of natural resources
and ecosystem restoration. Management of natural disasters will be key.

ICRISAT Hypothesis of Hope states that:

- Practice low input agriculture as CC will have minimal effects to it
- Adoption of recommended improved soil and water management practices
- Adaptation of better temperature-adapted varieties
- Adaptation and mitigation requires strengthened capacity

Targets
Enhance mitigation and adaptation
measures for a climate-resilient
agriculture in the country.

Build the resiliency of smallholder

farmers to various risks and climate
changes through improved or new
tools and means for monitoring

Establish warehouses (regional and

sub-regional) to store seeds and
commodities to rehabilitate farms
after disastrous event

Adaptation to
climate change
Expand and improve the capabilities of
the Philippine Atmospheric,
Geophysical and Astronomical Services
Administration (PAG-ASA) in
monitoring, providing and dispatching
quick and reliable information on agrometeorological condition especially
imminent disasters through new tools
and skills training
