AdecisionontherecommendationbythepanelwillbetakenbyViceChancellorandChiefProctorafterathoroughscrutinyofthe
suggestions.
AhighlevelinquirycommitteeformedtolookintotheFebruary9incidentontheJawaharlalNehruUniversity(JNU)campus
hasrecommendedrusticationofAnirbanBhattacharyaandUmarKhalidforacertainperiodforviolatinguniversityrules,sourcesinthe
universityadministrationhavesaid.
Thefivemembercommitteehasalsorecommendedimposingafineonsomeuniversitystudents,includingJNUstudentsunionpresident
KanhaiyaKumar,whowerepresentattheevent.However,afinalcallwillbetakenbytheofficeoftheChiefProctor.Ameetinginthis
connectionhasbeenscheduledforFriday.
Mr.Kumar,Mr.KhalidandMr.BhattacharyawerearrestedbytheDelhipoliceonseditionchargesforallegedlyraisingslogansinsupportof
the2002ParliamentattackconvictAfzalGuru.WhileMr.Kumarwasreleasedonbailearlierthismonth,Mr.BhattacharyaandMr.
Khalidarestillinjudicialcustody.
Accordingtosources,21studentshavebeenservedshowcausenoticesforviolatingtherulesandregulationsofuniversityattheFebruary9
event.Thestudents,however,haverefusedtoacceptthenotice.Howcantheinquirycommitteecometoaconclusionwhenoursidewasnot
heard,askedAnant,oneofthestudentswhowasissuedthenotice.
ThestudentshavetosubmittheirrepliestotheChiefProctorsofficebyMarch16,failingwhichtheofficewillpresumethattheyhavenothing
tosayintheirdefence.WhiletheinquirycommitteehadsubmittedthereportonMarch11,itcameupfordiscussionatameetingofthe
universitystopbrasschairedbyViceChancellorM.JagadeshKumaronMonday.
Anofficialstatementfromtheuniversityreads:ThehighlevelinquirycommitteeconstitutedbytheVCtoenquireintotheincidenthas
submittedaunanimousreport...Asperthereport,somestudentshavebeenfoundtohaveviolatedtheuniversityrulesandnorms.Thereare
standardprovisionsintheuniversitytotakeactioninsuchcases.Thehighlevelinquiryisbasedontherulesofdisciplineandproperconduct
ofJNU.
TheVChasapprisedtheDeansCommitteeofthesummaryoftheinquirycommitteerecommendations.TheofficeoftheChiefProctor
wouldtakefurtheractionbyissuingshowcausenoticestotheconcernedstudentswhohavebeenfoundviolatingtherulesandnormsofthe
university,thestatementadded.TheuniversityhadonMarch11revokedthesuspensionofeightstudents,includingKanhaiya
Kumar,inconnectionwiththecontroversialeventonitscampustoprotestthehangingofAfzalGuru.Thiswasaftertheuniversityshigh
levelpanelprobingtheissuesubmitteditsreport.
Thevarsityhadclarifiedthenthatthisdidnotsignifyacleanchittothestudentsandthatthefinaldecisioninthisregardwouldbetaken
afterexaminationofthereportbytheViceChancellor.
