    EU-Turkey 18°3/2016 NON-Paper ‘The agreement will be formulated as an EU-Turkey statement twill tke as its basis the principles set out inthe statement of 73/2016 while adding the following elements: 1, On returns to Turkey; a) This will bea temporary and extraordinary measure which is necessary to end the human suffering and restore public order. b) Migrant arsving in the Greek islands will bbe duly registered and any’ application for asylum be processed by the Greek authorities in sccordance with Directive 2013/32/EU, Migrants not applying for asylum or whose application has ben found unfounded or inadmissible in accordance with the said directive will be returned to ‘Turkey. e) Migrants having been retumed to Turkey willbe protected in accordance with the international standards conceming the treatment of refugees and respecting the principle of non- refoslement 2. On resettlement based on I-for- principle: a) Provty willbe given to Syrians who have mot previously entered the EU iregulaly.b) On the EU side, resettlement under ths mechanism will take place, in the fist instance, by honouring the commitments taken by Member States inthe conclusions of Representatives ofthe Governments of Member States meeting within the Coun ‘0n 22/7/2015. (Any further need for resettlement willbe carried out within the Limits and in accordance wit the distribution set out in [relocation decision of 2/9/2015 -nomllocatd places). ©) Should the number of returns exceed the numbers provided for by these commitments, this agreement willbe subject o review: 3) Turkey will take any necessary measures to prevent new routes for illegal migration openiny up ‘out of Turkey and into the EU +4) Once the iregula eossings betwoon Turkey andthe EU have come to an end, the Voluntary Humanitarian Admission Scheme wll be activated, EU Member States will contribute on 2 voluntary basis to this scheme 5) The EU and Turkey will futher speed up the disbursement of the initially allocated 3 billion euros and ensure funding of addtional projets before the end of March, Furthermore, the EU will,
