NCLB in effect when MA votes to go English-Only in 2002
SEI is a must. Any classroom with an ELL is an SEI
classroom.
Category Trainings were developed as a result.
Not mandatory and not well-monitored by the DESE.

After a lawsuit, MA received a Department of Justice
finding:
MA had failed to take appropriate action to
overcome language barriers experienced by ELLs by
not defining and mandating the
preparation and
training that teachers and other educators must have to
provide effective SEI to ELLs.

Also in the finding:
The existing Category Trainings, do(es) not
prepare SEI teachers adequately to deliver the state
mandated SEI instruction and therefore falls short of
what the EEOA requires (EEOA-Equal Educational
Opportunities Act, 1974)

What this means for us


If youve had an ELL student in SY14, SY15, or this current year,
you have been identified as needing the endorsement. * (FLEP
doesnt count.)
Final no-cost option is happening now.
Beginning in SY17, for-cost courses will be offered through
collaboratives for any interested educator.
* To be identified for the endorsement, you must be considered core under the RETELL Initiative.

Who is core under RETELL?


ELA/Reading
Math
Science
Social Studies/History
Special Education
Administrators who evaluate educators of ELLS must earn
administrator SEI endorsement.

But thats not allPDPs


For ALL Teachersout of 150 PDPs:
15 PDPs related to SEI or ESL
15 PDPs related to strategies for effective schooling for
students with disabilities and students with diverse learning
styles.
90 PDPs in the content area of the license or in pedagogy (60
PDPs in or related to the content area)

Requirements Recap
For Core Teachers who have had an ELL (not FLEP) in the past three years
SEI Endorsement before license renewal

For Core Teachers who havent had an ELL, but receive one beginning next school
year
SEI Endorsement within one year of receiving an ELL in your class.
For ALL Teachers of ALL subjects
15 pdps in SPED each recertification cycle
15 pdps in ESL/SEI each recertification cycle

Time Frame
Core teachers identified as needing the endorsement
have until they recertify to earn it.
Core teachers who get an ELL for the first time,
beginning next school year, have one year to earn the
endorsement.
All teachers renewing their licensure after July 1, 2016
will need to meet new PDP requirements.

- MA Association for Teachers of ELLs PK-12, Adult Basic Ed,


Programs, and Higher Ed.

- Collaborate with the Language Opportunity Coalition and


MABE: the Massachusetts Association for Bilingual Education.

Workplace

The goals of the Coalition are to:


1.Increase language learning opportunities for English language learning,
native/heritage language development, or learning a foreign language
2. Ensure that all learners have equal access to a high quality education and
professional opportunities.

What we hoped
- to learn how to coach another teacher without having
them feel they were being evaluated
- to learn how to be coached by another teacher in
order to create better lessons for ELL students, as well
as all students

What we learned
The Six Standards for Effective Pedagogy

1.Joint Productive Activity - the teacher and a small group of students


collaborating to create a shared product together
2. Language and Literacy Development - employing sustained opportunities to
write, or speak with assistance
3.Contextualization - activating students knowledge and skills from home,
school, and community to learn new content
4.Challenging Activities - challenging students toward cognitive complexity
5.Instructional Conversation - the teacher engaging a small group of students
sustained, goal-directed academic conversation
6.Critical Stance - teaching to transform inequities through democracy and
civic engagement

What else we learned


No matter how hard we tried, we fell in the grading trap
continuous improvement does not have to mean continuous
self-criticism
Besides the coaching/teaching courses available, there are also
RETELL Extending the Learning courses
This needs TIME!
Time to apply the theory and time to implement the process.

What we didnt learn


How to use the rubric to guide classroom practice,
lesson design and implementation of the coaching
cycle, but avoid the grading trap.

future
The opportunity for Westford teachers to use the
coach/teacher model
