There will be a uniform premium of only 2% to be paid by farmers for all Kharif crops and 1.5% for all
Rabi crops. In case of annual commercial and horticultural crops, the premium to be paid by farmers
will be only 5%. The premium rates to be paid by farmers are very low and balance premium will be
paid by the Government to provide full insured amount to the farmers against crop loss on account of
natural calamities.

There is no upper limit on Government subsidy. Even if balance premium is 90%, it will be borne by
the Government.

Earlier, there was a provision of capping the premium rate which resulted in low claims being paid to
farmers. This capping was done to limit Government outgo on the premium subsidy. This capping has
now been removed and farmers will get claim against full sum insured without any reduction.

The use of technology will be encouraged to a great extent. Smart phones will be used to capture and
upload data of crop cutting to reduce the delays in claim payment to farmers. Remote sensing will be
used to reduce the number of crop cutting experiments.

Presidential Assent to important Laws
The Atomic Energy (Amendment) Act: The amendment allow state-run Nuclear Power Corporation of India
Ltd (NPCIL) to have collaboration with other public sector undertakings in the nuclear field. At present, only
two PSUs NPCIL and Bhartiya Nabhikiya Vidyut Nigam Limited (BHAVINI), which are under the
administrative control of the Department of Atomic Energy, operate nuclear power plants in the country. The
law has amended the 1962 Atomic Energy Act to change the definition ofgovernment company in the Act with
a view to expand its scope.
The Payment of Bonus (Amendment) Act, 2015: The amendment provides for enhancing monthly bonus
calculation ceiling to Rs 7,000 per month from the existing Rs 3,500. It also enhances the eligibility limit for
payment of bonus from Rs 10,000 per month to Rs 21,000 per month.
Arbitration and Conciliation (Amendment) Act, 2015: As per the amendment, an arbitrator will have to settle
a case within 18 months. After the completion of 12 months, certain restrictions will be put in place to ensure
that the arbitration case does not linger.
Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities) Amendment Act, 2015: The Act
states that any intentional touching of an SC or ST woman in a sexual manner without her consent, using words,
acts or gestures of a sexual nature, dedicating her as a devadasi to a temple, or any similar practice will be
considered an offence.

Kilkari is a major IT initiative announced by the Ministry of Health and Family Welfare. It is an audio-based
mobile service that delivers weekly audio messages to families about pregnancy, child birth and child care. Each
pregnant woman and infants mother, registered in Mother and Child Tracking System (MCTS), a web- enabled
name-based system to monitor and ensure delivery of full spectrum of services to all pregnant women and
children, would receive weekly voice messages relevant to the stage of pregnancy or age of the infant. The 72
messages would reach the targeted beneficiaries from the 4th month of pregnancy until the child is one year old.
On an average, the duration of each message is two minutes. This service will be provided free to the
beneficiaries. In the first phase of implementation, such messages would be sent to the pregnant women and
infants mothers in six States in Jharkhand, Odisha, Uttar Pradesh, Uttarakhand, and HPDs of Madhya Pradesh
and Rajasthan. They are being developed in Hindi, English and Odiya languages in the first phase, to be later
expanded to other languages to cover the entire country and would benefit over 2 crore pregnant women and 2
crore infants, annually.

M-Cessation is an an IT-enabled tool announced by the Ministry of Health and Family Welfare to help tobacco
users to quit tobacco. Built on a helpline concept, it will register beneficiaries on the basis of a missed call. The
counselling would be done through a two-way SMS process.

What is it?: An engagement grouping of women leaders from G-20 countries, to push for gender
inclusive global economic growth.

The scheme will help in reducing the demand for physical gold by shifting a part of the estimated 300
tons of physical bars and coins purchased every year for Investment into gold bonds. Since most of the
demand for gold in India is met through imports, this scheme will, ultimately help in maintaining the
country's Current Account Deficit within sustainable limits.

Sovereign Gold Bonds will be issued on behalf of the Govt of India by the RBI, on payment of rupees
and denominated in grams of gold.
3.
The bond would be restricted for sale to resident Indian entities. The cap on bonds that may be bought
by an entity would be at a suitable level, not more than 500 grams per person per year.
4.
The Government will issue bonds with a rate of interest, either floating or fixed, to be decided by the
Government.
5.
The bonds will be available both in demat and paper form and in denominations of 5,10,50,100 grams
of gold or other denominations.
6.
Banks/NBFCs/Post Offices/ National Saving Certificate (NSC) agents and others, as specified, may
collect money / redeem bonds on behalf of the government (for a fee, the amount would be as decided).
7.
The tenure of the bond could be for a minimum of 5 to 7 years, so that it would protect investors from
medium term volatility in gold prices. Since the bond, will be a part of the sovereign borrowing, these
would need to be within the fiscal deficit target for 2015-16 and onwards.
8.
Bonds can be used as collateral for loans. Bonds to be easily sold and traded on exchanges to allow
early exits for investors who may so desire.
9.
The amount received from the bonds will be used by Gol in lieu of government borrowing and the
notional interest saved on this amount would be credited in an account "Gold Reserve Fund" which
will be created.
10. On maturity, the redemption will be in rupee amount only. The rate of interest on the bonds will be
calculated on the value of the gold at the time of investment. The principal amount of investment,
which is denominated in grams of gold, will be redeemed at the price of gold at that time. If the price of
gold has fallen from the time that the investment was made, or for any other reason, the depositor will
be given an option to roll over the bond for three or more years.
