    Any short period oscillations that occur between 1.13 times stall speed and maximum speed must be heavily damped whether the primary controls are fixed or free. Combined lateral-directional oscillations, or "Dutch roll", occurring between 1.2 times stall speed and maximum speed must be positively damped with free controls and controllable with normal use of the primary controls without exceptional piloting skills.
