Warm Up
A journalist in 1986 wrote a story about Reagan and his goal to cut
a portion of welfare spending. The author quoted Reagan:
I.
We must revise or replace programs enacted in the name of
compassion that degrade the moral worth of work, encourage
family breakups and drive entire communities into a bleak and
heartless dependency,''
II.
(Reagan quoting FDR from 1935) welfare was ''a narcotic, a
subtle destroyer of the human spirit,'' and ''We must now
escape the spider's web of dependency.''

Budget
In the days ahead I will propose
removing the roadblocks that have
slowed our economy and reduced
productivity. Steps will be taken It is
time to reawaken this industrial giant, to
get government back within its means,
and to lighten our punitive tax burden.
First Inaugural Address 1981

In 1980 Ronald Reagan campaigned on

many things, including the reduction of the
Federal Budget.

He also wanted to reduce the role of the federal

government (make it smaller in size and influence)

In 1981 he proposed over $40

Billion in cuts

welfare cuts on low socioeconomic groups

With a goal of lowering the size of government and better

managing the federal budget, Ronald Reagan sponsored a
number of tax cuts that ended up impacting the welfare system in
the country. With billions cut from domestic programs, areas like
education, child nutrition, and housing programs for low
C
socioeconomic groups were negatively impacted. Reagan felt
that too much federal money was being given to welfare program.
B
The cuts to these programs, which was over 40 billion dollars,
C
dramatically impacted people across the nation. Federal
spending on energy programs impacted people who were
receiving government assistant to pay for energy bills. Federal
spending on family welfare programs impacted families that often
had a single parent and multiple dependent children. Federal
spending was also cut in areas for education, training, and
unemployment. Although the programs listed above were not
completely cut, they negatively impacted people nonetheless.
Often times minority groups felt the brunt of these cuts.
