This response further proves the federal police force, like Inspector-General
Margaret Stone, is insulating the intelligence community from many
categories of criminality.
Note, the time between Constable Donneys return to work and authoring
this investigation rejection is so short there's no way he could have read
the voluminous submission, adequately reflected on what was delivered
and arrive at an informed decision. Consequently, it is an easy inference
his superior(s), just like with Sr. Constable Greenup, intervened to ensure
the intelligence community wouldn't be subject to penetrating scrutiny and
have criminal culpability exposure.
This is an extraordinarily positive development because it informs both of
you, P.M. Turnbull et al. and NATO 2.0, which has a vested interest in
substantive and efficacious reform and accountability, this component of
Australias administration of justice has unacceptably devolved.
Refusing to conduct a full investigation is an exceedingly serious abdication
of professional responsibility; motivated by the kinds of arrogance and
belligerence which have no place in democratic law enforcement.
I couldn't more strongly urge you, AG Brandis, to proceed with all due haste
pursuant to the Special Prosecutors Act 1982.
Not doing so will send a potent signal that the intelligence community is
untouchable, is completely above the law; has full license to engage in
serial criminality, including stealth cognition technologies procured torture.

And the other consequence is notifying the AFP and those on the state and
local levels theyre not going to be held to the highest of standards in the
performance of their duty to serve and protect.
I refer you to the writings of a Canadian investigative journalist who
published what now has been proven to have a compelling and disturbing
parallel:
[The intelligence agencys] executive branch behave[s] as
though [it is] unimpeachable, safe from meaningful
accountability, discipline or reform. This complacency has bred
a culture of impunity.
