Topic : The Threat of Transnational Organized Crime to International Security
Signatories: Afghanistan, Greece, Turkey, France, China, Russia, Brazil, Israel, Iran, Mexico, United
States, Colombia, Italy
The Peace and Security Council,
Noting that Transnational Organized Crime (TOC) is transnational offence as an offence that is committed in
multiple state or country. There is multiple forms of them which are drug, human trafficking, illicit weapon and
wildlife trafficking
Keeping in mind that criminal organization from the Persian Gulf and Europe play a large role in human
trafficking.
Noting further that Drug trafficking is the largest industries for TOC with the net value of $500 billion a year.
Roughly 246 millions people are drug user.
Noting further that soft drug is a drug that is considered to be less harmful to health and not addictive.
Examples of such drugs are cannabis, mescaline, psilocybin and LSD.
Strengthening the cooperation among countries affected by the the threat of Transnational Organized Crime
and involved organizations.
Guided by the previous solution that USA has proposed in the past about crop eradication, alternative
development, stopping the flow of drugs in transit, preventing drug demand abroad are working well.
However,there is not enough fund to support in every area.
Create new employment opportunity.
Deeply concerned about the transnational crime as an essential issue and very significant topic to solve as
soon as possible because the problems such as drug trafficking, human smuggling, and terrorist organization,
which can create a lot of problems in many country around the world.
Fully aware that prostitution and child labor can lead to the massive problem regarding human rights.
Recalling previous resolutions, National Security Strategy (July 2011), Merida Initiative (2008)

1. Request for international monetary funding to solve the transnational crime conflict.

a. All nations and organizations to provide monetary aids for the Transnational Organized Crime (TOC) to
solve the transnational crime issue but the rate should depend on the level of country development by United
Nations.
i.) All nations to spend at least 2% of their national incomes for the TOC to eradicate the
transnational organized crime.
ii.) The organizations to provide monetary aid namely,
i.) UN Office on Drugs and Crime (UNODC)
ii.) World Bank
2.Observing mafia gangs and other drug organizations in different countries in order to bring wealthy life back
to people and eradicate the corruption problems in different countries to help solve poverty problems.
a. Strengthen penalty for drugs to increase more awareness in the society.
b. Introduce anti-corruption program that direct by government and United Nations in different
countries to eradicate the root of corruption.
3. Calls for international to focus and solve on the contraband
a. Extend inspection procedure to ensure no illegal goods have been either imported or exported.
b. Establish air police force to monitor on each flights to various countries.
4. Recommends less developed countries to legalize child labor who is under 15 years old and prostitution is
above 18 years old.
a. Global laws and rule to protect the legal child workers (limited at 6-7 hours per day).
b. Prostitution need to have license that require health control monthly.
c. Set up an a department or organization to control and regulate child labor and prostitution
d. Provide free basic education and basic needs for children under 15 years old.
5. Encourages countries shared borders with major drug transit or major illicit drug producing countries to
increase security officers with the collaboration of The International Criminal Police Organization (INTERPOL)
to track down drugs transportation
a. Set up border security especially around river and nearby border areas to protect the citizens
b. Establish coalition at the area for monitoring and eliminating if it necessary.
6. Further encourages national police forces and INTERPOL to enforce in controlled area e.g. slum, favelas
where most of drug dealer operated and the drug kingpin to take this opportunity hiring local people to be their
workers.
a. Set up a task force or black ops unit for eliminating favelas gangsters and the boss.
b. Negotiate the kingpin to allow humanitarian organisations aiding poor civilians.
7. Urge involving country to legalize soft drugs to give people a choice to use drug legally and to gain
negotiation power from illegal organizations.
a. Establish a shop where soft drugs are being sold legally.
b. levy tax from soft drugs with medium-high percentage to fund drug treatment program
c. Consumers ages must be above 18 years old to buy soft drug from the shop.
d. The sellers have right not to sell the drug if the customer is in unconscious state.
8. Authorizes new INTERPOL department for controlling cyber crime.

a. Hire a hacker as a countermeasure against criminal hackers if it necessary. (White hat


hackers)
i.) Set up new department in Interpol, cybercrime control, to counter with any hacker.
