I. Introduction
Narbonne High School is located in Harbor City, California and is part of
the Los Angeles Unified School District (LAUSD). Narbonne serves a
population of about 2,800 High School students with various levels of
learning from AP and honors to special needs and visually impaired.
Approximately 68% of students qualify for free or reduced lunch, which
makes this school a Title I funded location. Narbonne is an ethnically
diverse campus with 20% African American, 3 percent Asian, 7 percent
Filipino, 62 % Latino, and about 5 percent White. English learners
comprise about 10 percent of the entire population and students with
disabilities make up 11 percent. The most recent statistics for average
class sizes range from 26 in Math and English, 30 in Science, and 34 in
Social Sciences. Over 99% of faculty have a full teaching credential
with only one vacant teaching position for the most recent 2014-15
school year. Although the graduation rate is 75 percent, which is higher
than the LAUSD average of 68 percent, it is not at or above the state
average of 80 percent.
The Instructional Technology Initiative (ITI) task force is an advisory
group set up by LAUSD providing recommendations for a three-year
strategic plan to guide instructional technology integration in the entire
district. The Vision and Mission that guide this work are stated as:

instruction, increase academic rigor, and build student ownership of
learning using a portfolio of student-centered school models.

To prepare all students to be digital learners who use technology as a
tool to graduate ready for success in college and careers.

Narbonne is a high school of a very large urban school district like
LAUSD. As a result there can be a wide range of resources available
from school to school. Narbonne has access to 4 Macbook laptop cart,
one dedicated computer lab of 30 desktops, and 60 ipads for the entire
school population to use. Teachers who wish to check out the carts or
ipads must first submit a date and lesson plan request that gets
approved by the Title I coordinator. The entire school is wired with a
password-protected wifi that can vary in strength given the time of day
and what room the class meets in. When students are taking the
Smarter Balance Assessment Consortium (SBAC) tests no teachers are
allowed to have access to any of the technology due to a priority to
getting all students tested. This limits technology use for a 2 week
window period.
As for individual classrooms, the use and access to technology varies
from classroom to classroom. Some classrooms have a document
camera, LCD projector, and projector screen. Some classrooms only
have a TV with DVD or VHS capability and an overhead projector. Even
the use of writing surfaces for teachers ranges from chalkboards to
whiteboards. There are no interactive whiteboards on campus and the
technology coordinator is not a credentialed teacher, but rather a full
time classified staff member in charge of the logistics of scheduling,
maintenance, and repair of hardware.
The range of technology capabilities of the faculty varies from those
using technology integration into their daily lessons, to some using
technology once in a while. The knowledge base of faculty ranges from
limited use of computers to take attendance and check email, to
teachers creating online assessment activities.
There is a school website, an online grading program called JupiterEd,
and edmodo however these technological strategies are not integrated
schoolwide. Many teachers at Narbonne want to learn more about
technology strategies but lack of hardware access and time for
professional development are concerns to consider. There are some
teachers who seek edtech PD outside of school but these teachers
seek that information on their own time.
II. Goals
The one-year staff development plan for the Narbonne High School
Tech Committee will have three goals:
1. To ensure all students have some access to use of
technology in their core classes. (Goal 1 Students)
2. To ensure teachers have the necessary and continuous PD
for varying abilities. This includes having adequate access to
technology, providing the necessary time and compensation to
teachers for increasing their use of technology, and ongoing
assessments an end of the year evaluations of technology skills
of teachers. (Goal 2 Teachers)
3. To provide afterschool tech workshops for students and
their families to increase proper use of technology. (Goal 3
Parents and Community)

V. Evaluation
There will be pre, midterm and post evaluation of the NHSTC and
whether it achieved success in achieving the three goals. Pre and post
evaluations will be in the form of surveys and online polls to see if
there has been a change in attitude toward sue of technology and if
community members have integrated more technology based activities
in their lesson and schoolwork. In addition to the informal evaluations
of quizzes and surveys, there will be three formal evaluations in August
(Pre), December (Midterm) and June (Post). The criteria for evaluation
will be
