Residents can show their support for


our orange angels this week by donning
the official colour of the SES uniform.
Wear Orange Wednesday will be
celebrated on May 11 to recognise
and say thanks to over 40,000 State
Emergency Service (SES) volunteers

across Australia.
The Bacchus Marsh SES unit, consisting

of around 50 members ranging between


18 to 60-years-old, is the main rescue
provider for the Moorabool Shire.
Member Chris Dawes said the unit
would attend on average 180-200 calls
per year.
The Unit has a fleet of five vehicles
including two Rescue Trucks, two 4WDs
and a Transport Wagon. The unit also
has specialised equipment such as a
Rescue Boat, two Flood/Storm Trailers,

two Search and Rescue Motorcycles and


a Driver Reviver Caravan, he said.
The unit responds to road rescue,
flood and storm, search and rescue and
homicide search, with volunteers also
offering their assistance to the local CFA
unit, Victoria Police and Ambulance.
Mr Dawes said in times of significant
storms, the unit could encounter
upwards of 50 calls in a 24-hour period.
He said the unit attends on average two

Council has ordered the
removal of Jackie Chan the
Ram in a heated and abusive
exchange of words.
Councillors voted at the
May council meeting to refuse a new permit to keep
the ram at a Bacchus Marsh
property in Love Close.
The matter had come before the previous council
meeting, with reports from
neighbours that the sheep
harasses residents and that
it is often not contained on
the owners property, with
council officers verifying
that they have attended the
property several times in relation to the ram.
A report tabled by council
officers stated that the previous permit to keep the ram
on the residential property

had been issued to the expartner of the owner, and


that the permit was not
transferable without written
consent from council.
The permit was also issued
without a specific expiration
date, meaning that it was to
expire one year after being
issued.
However, a required part of
the new application was for
council officers to assess the
property and the owner
refused entry for the assessment, therefore it was recommended that the permit
be refused.
Neighbours spoke at the
meeting objecting once
again to what they believe is
a breach of the permit conditions, including attacking
passers-by when it is let out
from the yard.

It is a dangerous animal
as we saw on Channel 7
news when he did a publicity stunt. We have been saying for a long time that it is
a dangerous animal. I urge
you (council) to take the animal to the abattoir and cut its
bloody throat.
This was followed by a loud
tirade of offensive language
in the chamber by the owner, Godwin Aquilina.

yelled.
The owner told the meeting
that he has an acquired brain
injury, and that the ram is
his companion and assistive
animal.
My sheep assists me with

regulating my condition,
the owner told the meeting.
Mr Aquilina also told the
meeting I expect a public
apology from the Mayor for
saying he wanted to eat my
sheep on national TV, you
have showed harassment
and bullying.
Councillors voted that the
ram be removed within 14
days, but no resolution on
where the animal would
be taken was made, with
East Ward Councillor Tonia
Dudzik suggesting if impounded could council look
at humane things, such as
Edgars Mission, rather than
euthanasia.
The last word was had by
Mr Aquilina to council officers, you are going to kill my
animal you f***ing pig.

A project has hope

A large group of horses
seized in one of the biggest
rescue missions in RSPCA
history are now ready to be
rehomed thanks to several
Moorabool-based shelters.
On February 18, RSPCA
Victoria seized more than
100 malnourished horses
from an Ararat property,
including pregnant mares,
young foals, stallions and
colts.
A spokesperson for RSPCA
Victoria said many of the
horses were very underweight, appeared to be
burdened by worms and
parasites and were exhibit-

ing signs of malnutrition


including muscle wasting,
protruding hipbones and
visible ribs and spines.
However, for the past two
months, the horses have
been in the care of local shelters, Horse Shepherd Equine
Sanctuary and Project Hope,
with the support of specialist vets and experienced
stockmen.
More than $200,000 has
been spent on the operation
so far, with costs including
vet care, pathology, treatment costs, wrangling and
transport.

said whilst giving the horses
a new lease on life was a nice

thing to do, it was also a lot


of hard work.
All the horses have been
microchipped and recorded
and have received tetanus
and strangles injections.
Theyve had their teeth done
and the majority of them
have also had their feet
done. All the mares received
ultrasounds as we had to
know whether or not they
were in foal, and probably
around 75 per cent of them
were, she said.

When they first arrived


they were very malnourished so the feed bill in itself
is too much, we have gone
through 100 round bales just
to feed them. We really need
to find these horses a forever
home.
Anne said the horses would
enter into a life long contract,
with potential new owners encouraged to apply for
adoption.
Re-homing can be a long
process as we have to en-

sure that the family is right


for the horse but the plan is
to just give these beauties a
better chance at a new life.
A spokesperson for RSPCA
Victoria said the operation
was a timely reminder of
how seriously people need
to think before they acquire
a horse.
There is no excuse for neglecting animals, and we
implore all horse owners to
plan carefully for the welfare
of their animals. This was a

hugely complicated operation, involving so many animals and reams of forensic


and veterinary evidence.

Becky the greyhound has found a new
home.
The 18-month-old pooch was adopted
by Ballan resident Melissa Hollitt at a
recent Greyhound Adoption Day held in
Broadmeadows.
The event, held on Sunday May 1, set a
new national record for Greyhound Racing
Victoria, with 70 dogs finding new homes.
Whilst 48 dogs were adopted out, 22 will go
to foster homes with a view to adoption.
The previous record in a single day in
Australia was 35 greyhounds.
Ms Hollitt said she and her family were
really happy to have taken on Becky after
losing a family pet to old age just weeks
before.
After losing our dog, our second dog Curly
the labradoodle was a bit lonely. I had been
reading about the greyhound adoption
program so thought it was something we
could do, she said.
We chose Becky because it said she walked
well on a lead and I thought she was just a
really sweet looking dog. She is just starting
to warm up to us, she was a bit nervous when
we first brought her home but everyday we
are getting more love from her.
Ms Hollitt said she had made contact with
the breeder, who turned out to live just down
the road in Gordon.
We found out that Beckys father was a
really good race dog, so it was expected that
the puppies would be too, but Becky just
wanted to play. The breeder told us that she
had never raced as she didnt have much
chase.

there was more and more of a demand for
them.
To have more than 400 people come
through the doors and for all 70 dogs to find
new homes is a wonderful result, she said.
Greyhound Racing Victoria chairman
Bernie Carolan said the success of the
program was crucial to GHVs values.
Greyhounds really do make wonderful
pets. They are affectionate, great with
children and quite happy to lounge around
all day and dont require a great deal of
exercise.

Supporting our Community - Moorabool Shire Councils Aged and Disability Services
Older residents facing a lack of suitable affordable housing stock in Moorabool
Home at Last is a State Government funded program targeted at early intervention
and pre-crisis response to older people experiencing housing instability, particularly
those living in insecure and unaffordable private rental homes.
Older people have a right to a decent home in their retirement years but
increasing numbers of older people are struggling to survive, says Jeff Feidler,
Manager of the Housing for the Aged Action Group.
General issues for this at-risk group include market forces, illness or age
related disability, low income / pensioner status, low levels of life-savings like
superannuation, loss of a loved one, or family breakdown forcing a person to
cope with rent on one income.
Rates of home ownership across the nation are declining and Australia has an
ageing population. Older women (in particular) are more likely to experience
homelessness and their rates of homelessness are growing.
A lack of investment in public housing by successive governments over
decades has meant that many are forced to rent in the unregulated private
market. Added to this is the difculty for residents of Moorabool Shire to access
appropriate sized housing.
We need smaller units (with appropriate accessibility) to enable people to age
in place, advises Mr Feidler.
The 2011 Australian Bureaus of Statistics data shows that there were more than
300 people aged 60 or older in Moorabool Shire renting in unsecure private rental
accommodation. This represents an 86% increase over the ve year period from 2006.
In the last nancial year 27 people (aged 55-65) and 21 people (aged 66-85)
contacted our local Homelessness Access Point for assistance, says Toni Gillett,
Housing Services Coordinator at Child & Family Services Ballarat.
In short 48 older people required assistance with crisis accommodation, support,
tenancy issues and information around housing options.
In order to address some of these issues, an alliance of key agencies has formed.
The alliance consists of Home at Last program, Moorabool Shire Council, Aged
Care Assessment Services, Djerriwarrh Health Services, Council of the Ageing,
Wintringham, Child and Family Services (CAFS), Department of Health and
Human Services and Grampians Homelessness Network.
Moorabool residents are encouraged to come along to an upcoming afternoon
tea information session on Monday 30 May, 2016.

and discuss them with the
residents.
This is a very varied group
of artists here, meaning the
art work is also varied. An
important aspect of art,
which I think most people
dont realise, is that art is
very personal. It is your interpretation, not the artists,

After Edward died I ran
the gallery on my own for
22-years, she said.
However, when I retired
myself, I moved to Ballan
and now I dont have anymore room for all of these
prints. Its funny actually,
because my walls at the moment are bare I havent decided which ones I want to
keep myself.

From being pregnant, to nursing a baby, to wrangling a


toddler the new womens forums being held in Bacchus
Marsh are open to all women.
Held quarterly, the St Andrews Uniting Church Womens
Forum seeks to provide support, connection and information
for young families.
A mum herself, Gretta OMahoney is the pastoral support
worker for the church and is coordinating the new initiative.
We realise that we have a community with a significant
number of young families, some of whom attend the
playgroups on our premises. We are aware of the variety
of issues that face families, particularly women with young
children, Ms OMahoney said.
The next Womens Forum, being held on Thursday 19th
May in the church hall from 10am, will include two guest
speakers.
Each of the forums includes a speaker sharing their
expertise on topics that are of interest or concern for mothers
of babies and/or young children; they range from toddler
issues, pregnancy, coping with stress, to cooking for a family,
and anything else the group may decide.
Moorabool Shire Councils Supported Playgroup Facilitator,
Cherie Giles, as well as Maternal & Child Health Nurse
Clare Pridham are to be the guest speakers in May and will
share their experience and knowledge in relation to Child
Development and Play.
Following the speaker and discussion, there will be an
opportunity to socialise over morning tea - the invitation is
open to all mothers of young children within the Bacchus
Marsh community.

A generous donation has


seen the Ballan Aged Care
Hostel inherit 16 picturesque
artworks.
Local resident Mare Heffernan, who was the previous Director and owner of
the Gordon Edgerton Gallery, donated the pieces of
work from her very own private collection.
The artworks created with
various means including
watercolour, linocuts, acrylic
paint, and etching were produced by a number of different artists who exhibited
their works at Ms Heffernans gallery.
The artists exhibited their
work and throughout each
show I purchased a new
piece from a new artist, Ms
Heffernan said.
I had always intended to
donate it to the hospital and
when I moved from Gordon
to Ballan I had downsized,
so it was the perfect time.
Ms Heffernan studied art
at RMIT University in the
1950s before becoming a lecturer throughout Melbourne
and Geelong.
Her late husband Edward,
whose works were also donated to the Hostel, retired
to Gordon to paint and Ms

confinement laws in place
pertaining to the housing of
cats, the Domestic Animals
Act states that a cat must not
trespass on another persons
property to be allowed to
create nuisance.
Mr Walsh said if anyone

with nuisance and trespassing cats, to contact Council
for further advice and obtain a humane cat trap to
impound the cat.

traps to capture stray cats
could face hefty fines, Moorabool Shire Council warns.
The caution comes after domestic pet cat Sebastian was
found with an illegal steel
jaw trap clamped shut on his
front left foot.
Sebastian had been missing
for a week and was found in
the backyard of a Bacchus
Marsh home.
Fortunately, Sebastian was
microchipped and registered with Council, meaning
worried owner Erin, who
had reported him missing
almost a week prior, was
able to be contacted and
meet Councils community
safety officer at the veterinary clinic.
Community Safety Officer,
Shannon Walsh said Sebastian had sustained significant trauma to his trapped
foot, with the trap most
likely being clamped shut
and crushing his paw for a
number of days, causing the
feline significant pain and
distress.

Estate build expires

Plans to build Australias
first purpose-built estate for
the lesbian, gay, bisexual,
transgender community, at
Ballan, have been quashed.
The permit to build Linton
Estate expired in January
and a request for a fifth extension of time on the project
has been rejected by Moorabool Shire Council.
Councillors voted at the
May council meeting to refuse the extension on the
permit, which is already
eight years old, saying that
no reasonable commencement works other than a
minimum site scrape had
occurred.
It is also believed that the
permit was being warehoused (to be sold when a
buyer is found).
However, speaking on behalf of Peter Dickson who
began the project, a DomaCom representative told
the meeting that the extension was required because
finance had only just been
secured, with the project
having faced many financial
difficulties in the past.
DomaCom is a crowd funding finance company that
was brought in by Mr Dickson to manage the project in
late 2015.

Mr Dickson has been reactive in the past, and funding is the key criteria as you
know; we have solved the
problem, the representative
told the meeting.
We are here today to push
forward the development
and give council the assurance it will happen.
Cr Pat Toohey disagreed
that the development would
happen.
How can you put forward
to us that there has been any
substantial works undertaken? The site is full of noxious
weeds that are fence height,
it is an eyesore. Why would
an extension indicate to us
this would not remain?
The Project manager said
Mr Dickson works for the
Salvation Army and has
done his best with the prior
team he had.
The team we have today
are professional and are
funders of projects. We have
the team to deliver the project, it is real, is measurable,
we are ready; Mr Dickson is
ready to push forward. The
team is here.
Cr. Paul Tatchell pointed
out the works cant under
any logical methodology be
considered started, and they
dont comply with the condi-

tions of the expired permit.


I would suggest the excavated works, a hand full of
pegs and a couple of metres
of screenings, does not constitute the intent of the conditions, he said.
A report tabled at the
meeting stated that lack of
finance had been cited as a
reason for the previous four
extensions, all of which were
granted.
The report also pointed out
that a number of changes to
the designs for the estate had
been made over the years,
including changing the facility from retirement to
residential, the number of
stages over which it would
be completed, and the commencement and completion
dates, with the matter also
having been heard before
the Victorian Civil and Administrative Tribunal.
Former Moorabool Mayor
Pat Griffin, who attended the
meeting and is listed on the
DomaCom website as Chair
of Linton Estate, said his involvement was not of financial interest, as he was only
there to support his friend,
Mr Dickson.
Mr Griffin told The Moorabool News that the Chair
position was unpaid, but did

not declare that position at


the meeting when asked by
Cr. Toohey of his purpose.
Mr Dickson is just a really
great person, he spends his
days as a housing officer for
the Salvation Army, finding
homes for people who are
struggling, scrounging up
furniture and putting food
in the fridge, he told the
meeting.
He wants to build a place
where the gay community,
who are often shunned by
their families, can go.
Councillors voted to refuse the extension, with Crs
Toohey and Tatchell arguing
that a new application for
the estate should be made
to eliminate confusion over
what it will consist of.
There is no doubt in my
mind that a new application
should be presented that accurately demonstrates the
applicants intent, Cr Tatchell said.
Mr Dickson did not return
calls from The Moorabool
News for comment; however, speaking after the meeting Mr Griffin confirmed
that Linton Estate would be
taking the matter to VCAT
and that damages would be
sought from council.

Off to VCAT, threats and all

Proceedings have already been started by Linton Estate and its


backers to take Moorabool Shire Council to VCAT over its refusal to
extend the projects permit.
Steve Burgin, who is an Australian Securities and Investment
commission-authorised Senior Advisor acting as advisor between
Peter Dickson and the Perpetual Trustees-Domocom alliance,
explained that the companies are on board with the project and were
disappointed at the councillors decision.
Heres council about to crank up a $100,000 judgement against them,
its just bloody minded, Mr Burgin told The Moorabool News.
The council officers report said that if a new application was made,
it would be granted its just bloody-mindedness to not just extend
the permit.
Mr Burgin said Perpetual Trustees have deeper pockets than
Moorabool Shire Council.
Its a $700 billion company, 100 per cent Australian owned; its the
largest trust management company in Australia.
We know its a very viable project, theres been a lot of undertaking to
date. We just want to see it happen now.
Mr Burgin denied there was any Asian investment proposal as they are
anti-foreign investment.

Linton: Buying It?

The financial arrangements over the staged financing of Linton Estate,


beginning with land acquisition and moving through to residents not
owning the land their houses are on, came under the microscope of
councillors.
The DomaCom website states that there has been strong funding
support for the project, with 70 per cent of the cost of Stage One, land
acquisition, having been reached with $650,000.
However, when questioned by Central Ward Councillor Paul Tatchell,
who pointed out that Mr Dickson already owns the land, a DomaCom
representative told the meeting that the sale of the land is from one
entity to another, with a majority shareholder.
Ownership is all about control, the representative told the meeting.
Cr Tatchell asked the representative why the property will need to be
re-zoned in a future stage, with one representative answering that no
re-zoning would be sought however, the DomaCom website clearly
states Stage 2 will raise a further $1.8 million to complete rezoning
and civil works.
West Ward Councillor Tom Sullivan asked the representatives
if building permits had yet been sought for the project, with the
representative admitting that none have been sought.
Questioning by councillors Toohey and Sullivan also revealed
the developer would not be paying the five per cent developer
contribution, and that residents would not own the land, just the house
as shareholders in the development.

WORKS IN JOPLING ST, BALLAN

Study commences
on heritage

Community Consultation is set to begin on the next
stage of the West Moorabool Heritage Study, which
includes a proposed heritage overlay for many wellknown homes and buildings as well as some forgotten
historical highlights.
The study has a controversial history, as its completion
is linked to a grant received by council for heritage
planning and which a report prepared by council
officers said could leave council open to financial and
reputation risk if it is not completed.
The vote, at the April council meeting, saw three
councillors, West Moorabool Ward Councillor Tom
Sullivan, Woodlands Ward Councillor Pat Toohey, and
East Ward Councillor John Spain excuse themselves
from the room while the item was being discussed
as they either own homes, or relatives do, which are
covered by the study.
The Study recommends applying a heritage overlay to
eight precincts - five in Blackwood, two in Ballan and
one in Lal Lal, with 110 individual places also listed.
The individual places are in the additional areas of
Millbrook, Mt Egerton and Wallace.
Councillors resolved to begin a three-month community
consultation period from May, with public meetings to
be held at Ballan, Lal Lal, Bungaree and Blackwood to
explain the studys findings.
Each affected landholder will be contacted to provide
feedback, as well as all local Historical societies.
A report on the community feedback will be presented
at a future council meeting.

ON THE LIST
West Moorabools heritage gems have been uncovered and
may now be subject to a heritage overlay.
Precincts will include some parts of:
Ballans Fisken Street; Steiglitz St - a small grouping of four
Victorian and Late Victorian styled dwellings; Blackwoods
Golden Point Road and Martin Street that includes a small
number of commercial and public infrastructure buildings
and dwellings; Prayer Hill that includes three churches,
the former Blackwood Mechanics institute and a number
of dwellings; Simmons Reef Road that comprises a small
number of Victorian dwellings and two former stores;
Whalebone Road that is identified by modestly-scaled log
huts constructed in the early 20th century; and Lal Lal that is
the original centre of the small 19th century rural settlement
identified by the railway station, hotel, dwellings, hall, ruins,
avenue of honour and settings, and also includes a water
tower and a former school teachers residence.
Individual places proposed to be covered by the overlays
are:

Street, Fisken St, Geelong-Ballan Road, Gosling Street,

and Steiglitz St.
Blackwood
The Mineral Springs, Blackwood Cemetery, an Albert
St home, the former Police quarters and courthouse,

Blackwood Cricket & Recreation Reserve, homes on


Golden Point Road, Victoria St and Terrill St, and the
Blackwood Historical Society which is located in the former
Police stables.
Bungaree
St Michaels Catholic Church, School, Presbytery and
Convent, Hawthorn Farm, Bridge Hotel, Mechanics
Institute, Bungaree-Wallace Road homes, the former
Morning Star Hotel, the former Police residence and lockup, St Johns Anglican Church and Hall, the former and
current primary schools, and the former London Bank of
Australia.
Gordon
The former St Marks Anglican Church, St Patricks Catholic
Church and Presbytery, the primary school, former London
chartered Bank, several homes on Main St, post office,
public hall, the former hotel, St Patricks Catholic School
and Convent, Gordon Hotel, Kerrit Bareet Cemetery and
the new cemetery, former stores, former bakery, and the
former school which is now a residence.
Other
Three residences and farms are included in Millbrook;
a former dairy in Mt Egerton; while Wallace has a former
Methodist Church, former Masonic Temple, a former chaff
mill, dwelling and store, a former stables, and a former
factory and creamery.
Community consultation on the proposed overlay will begin
in May.

a police station are all set to
benefit Moorabool from the
state budget.
Released at the end of April,
the Victorian State Budget
2016-17 allocated $2.65 million to new access ramps and
a shared user path on the
Western Highway at Halletts Way in Bacchus Marsh.
A funding injection of $518
million is also set to boost
reliability and punctuality
with a range of projects on
the Ballarat rail line.
Bacchus Marsh police station will receive a new heating and cooling system as
part of a package to refurbish stations across regional
Victoria; the budget also
invests $596 million in additional police, equipment,
technology, and services
across the whole state.
$6 million will be spent on
developing an 18-20 bed
drug and alcohol treatment
facility in the Grampians region, also servicing Moorabool as part of the Ice Action
Plan.

Having been decided last


September as the Greens
candidate to challenge the
Labor Partys incumbent
Catherine King for the seat
of Ballarat, Ms Barnes has
been attending local events
including the Ballan Autumn Festival and talking to
locals to find out what issues
will matter when voters go
to the polls.
So far, the campaign has
been going well.

Were having a really interesting time, our branch


in Ballarat has never been
bigger - we have the biggest non-metro branch in
Victoria.
But elections are already a
familiar experience for Ms
Barnes not only did she

run for the seat of Wendouree in the 2014 state election,


also with the Greens, but her
father John Barnes is a former Mayor of Ballarat.

Im learning a lot from him,


obviously having grown up
in a political family I feel really well equipped for this
job.
Now in her thirties, Ms
Barnes, who had left Ballarat to study teaching and
then work as a teacher in
public and under-privileged
schools in Thailand, the UK,
Mexico and Dubai, has returned to the family home
and a job as an education officer at Sovereign Hill.

Although so far, this election year has proven a disappointment for Ms Barnes,
with humanitarian issues
such as refugees as well as
global issues such as climate
change being ignored.
Im highly disappointed at
some of the topics that are on
the front pages of the newspapers we had an asylum
seeker die recently, he set
himself on fire at Nauru, and
were not talking about that?

Were trying to get it on the


agenda but the other parties
are messing around with
silly stuff about tax reform
obviously these things are
important of course, but

when weve got issues like

the destruction of the planet


to talk about, that makes me
depressed.

Im standing for Ballarat

because I feel passionately

about those issues and I feel

we should be doing so much


better.

Ms Barnes outlined the top

three issues that she thinks


are the most important to
Moorabool specifically.

Public transport is a big one

for the commuters, we have

been working hard to get the


other parties to work with

us to come up with some


kind of solution, but since

the government revealed the


new state budget weve been

really relieved that theyre


putting $500 million in to
improve it for Moorabool

shire. Its not going to make

all of our dreams come true,


but its a great step in the
right direction.

People talk to me a lot

about the cost of living, and

health care, and making sure

they still have good access to

health care - they were the


main issues that came up
when Im talking to people.

The construction of a new $2.9 million Central Sterile Supply


Unit is on track for completion by December 2016.
The new unit is being constructed on-site at Bacchus Marsh
and Melton Regional Hospital and will ensure that cleaning,
disinfecting and sterilising of all reusable medical equipment
will take place to the highest standards possible.
Initial preparatory work of the CSSU included the removal
of 40 trucks of dirt as well as the installation of site trenches,
drainage measures and retaining walls.
In the final week of April the foundation slab was laid,
allowing for the installation of steel work to begin.
Djerriwarrh Health Services administrator, Doctor John
Ballard said the new infrastructural development would
help provide the service with a new level of expertise as it
works to ensure the standards of care, safety and systems of
clinical government at Bacchus Marsh and Melton Regional
Hospital.
At Djerriwarrh, we are continuing to get on with the
job of compassionately and professionally caring for the
community we serve.
The construction of a new, on-site CSSU is a significant
redevelopment project and will ensure that cleaning,
disinfecting and sterilising of all reusable medical equipment
will take place to the highest standards possible at the
hospital, he said.
This capital investment is another example of how the
health service is changing and adapting to meet the needs of
the local communities.

community in an award ceremony held on April 28.
The five Elaine CFA members fought the devastating
Scotsburn wildfires in December last year. Moorabool
Shire Mayor Allan Comrie,
who presented the awards
alongside Councillor Paul

Tatchell, said the young people had only just completed


their recruitment-training
program a few weeks prior
to the fires.
The training allowed the
group to stay calm and focus on what had to be done
while working as little as 100
metres from the blaze, Cr
Comrie said.
They displayed exceptional team work, communication and courage, and as
a result saved a number of
properties from the fires.
17-year-old Tristan Mair,
who attends Ballarat Specialist School, said he was proud

to be the only firefighter at


his school.
My favourite thing is helping the community out and
spending time with Dad, he
said.
[During the fires] I sat in
the truck to spot the fires,
I was the look-out. I also
helped on the back of the
truck, concentrating on the
front line and watching for
flare ups.

The Elaine CFA also received the 2016 Mayors

committees.
A number of groups and organisations have been appointed
by council to the Moorabool Health and Wellbeing Advisory
Committee, including Moorabool Agencies and Schools Together (MAST); Federation University; School Focused Youth
Service Ballarat Community Health; and Djerriwarrh
Health Services.
Also appointed were the Department of Justice Grampians
Region; Victoria Police - Bacchus Marsh; Central Highlands
Primary Care Partnership; Ballan District Health and Care;
Child and Family Services (CAFS); Womens Health Grampians; Darley Neighbourhood House and Early Learning
Centre; Bacchus Marsh Community College; Ballan and District Community House and Adult Education Centre; Pinarc
Disability Support; Merrimu Services; and Highlands Local
Learning and Employment Network.
The groups were appointed to the committee for a term of
two years.
Council also appointed resident Carol Young to the Bacchus
Marsh Public Hall Committee of Management, for the balance of the term of the current committee.
The Moorabool Health and Wellbeing Advisory Committee
is a Council constituted committee that comprises of organisations and groups that assist in the development and implementation of Councils Health and Wellbeing Plan.

Ballan Pony Club has
claimed victory in the recent Barwon Zone Games
Championships.
Comprising of six club
members, Cailtin Webb,
Samara McLeod, Charlotte
Labas, Jessica Norman, Annabel Mather and Bethany
Boland competed in a variety of novelty events to claim
the win, tightly contested by
Bacchus Marsh coming in
second.
The team competed in six
games events, held at the
Bacchus Marsh Pony Club
grounds, against six other
teams from the Barwon
Zone. The first two placings
secure the clubs direct passage to compete at the State
Championships, to be held
at Gladysdale in June.
The Ballan Pony Club
games team also placed first
in 2014.
The Zone Games also consist of a dressage event and
a musical ride.

Ballan was well represented on the day with Kelsey


Josephs and Maggie-Rose

Ride.
The Musical Ride is a team
of four riders performing a
dressage routine to music.
Ballan chose this year to ride
to a Beach Boys tune, and
dressing up in costumes to

There is a world of difference between


excelling at what you do, and being
bound to perfectionism. According
to Wikipedia, perfectionism is a
personality trait characterized by a
persons striving for flawlessness and
setting excessively high performance
standards, accompanied by overly
critical self-evaluations and concerns
regarding others evaluations.
Often there is that little voice that tells
you, Its not good enough, or clean
enough, or the score of 97% should have
been better. Whatever you do never
measures up to the exacting standards
that you demand of yourself.
The businessperson has high ideals
and is realistic in their expectations
and the goals that they strive for.
For example, we were pretty good at
customer service but we could take
time to explain things even betteror
we made a profit last year of $200,000
but with innovations we could make
$300,000.
One of these standards is achievable,
profitable and fun to strive after. The

standard of perfectionism is an anchor,


which will always keep you bound to
the sign that says you can never do
good enough, and you are unworthy as
a person.
It is generally accepted that
perfectionists are made, not born. It
often starts early with a highly critical
parent for whom nothing is ever good
enough. We live in a competitive
society that values achievement. The
children learn quickly that it makes
mummy and daddy very happy when
they do well, and the message is
internalised and becomes a large part
of who they are. They are motivated to
achieve because what they believe is if

is a heavy, heavy burden for a child,
who then feels the need to live up to it
continually.
Underneath, perfectionism is an
attempt to get or maintain approval or
love, and the struggle is never-ending.
The most common word is should,
because self-worth is tied to reaching

constant pressure to do more.
A perfectionist usually exhibits or
suffers from several of the following:

Unrealistic expectations and goals


Fear of failure, fear of mistakes

An inability to enjoy the process,

Never being good enough
Sensitivity to criticism
Procrastination

Self-doubt, low self-esteem

Ironically, the perfectionists way of


being is precisely what will sabotage
the success theyre hoping to achieve.
If you spend hours searching for
perfection, youll never get it done.
Exhausted, you become paralyzed with
fear and you delay finishing what you
started.

A more Liberal approach to Shorten coal use


Venezuela is in severe
drought and is facing a
genuine crisis. Never before
in its history, according to
its non-government leaders, has this oil rich country
faced such an extreme lack
of goods and basic food
and health products and
unreliable rationing of electricity and water, and deep
corruption in all levels of the
government.
This leads me to our current Federal Budget. By the
time you have read this
opinion piece you will have
digested, to a degree, the
2016 Federal Budget. There
has been much written and
much more will be written
but from an environmental
point of view this budget
yet again is a disaster. There
are too many things to list
for this week so just two: the
Turnbull Government confirmed in the Budget, they

intend to rip $1 billion from


the Australian Renewable
Energy Agency (ARENA) a
funding that helped build
the largest solar PV plants
in the Southern Hemisphere
at Nyngan and Broken Hill
not to mention the countless more clean energy projects and technologies that
would never have made it
to market without grants
from ARENA and secondly
this budget gives billions of
dollars of subsidies to polluting fossil fuels. And this at a
time when global warming
is causing corals across the
Great Barrier Reef to bleach
and Australia is recording
record-breaking heat waves.
This government doesnt
see a future in clean energy.
They see it in submarines.
At the same time this government is attacking the environment they are about to
introduce legislation so that

donations to environmental
groups such as Greenpeace,
the Wilderness Society and
Friends of the Earth could
be stripped of their tax deductibility. I agree with the
federal opposition when
they say that members of the
Coalition were mounting an
anti-democratic attack on
free speech and were singling out those advocating
for the protection of nature
and the climate.
Anyway, we have all heard
too much about the budget,
for now, so now on with the
upcoming election. If I might
begin to enter the 2016 July
federal election phase with
a quotation from the local
federal member for Ballarat,
Catherine King. A Shorten
Labor Government will deliver real action on climate
change to secure Australias
economic prosperity, cut
pollution, increase invest-

ment and grow Australian


jobs. Sounds good and is,
if you compare the Labor
action on climate change to
that of the current governments, especially in light of
this current Budget.
To quote Catherine King
again, By 2030, there will
be $2.5 trillion of investment
in renewable energy in the
Asia-Pacific alone - Labors
Climate Change Action Plan
will allow Australia to seize
these opportunities for new
jobs, new industries and
greater investment. Again I
congratulate the Labor Party
for this encouragement to
all of us to act on climate
change. They indeed deserve this praise. However After this very positive
direction Catherine King
goes on to say, While senior Ministers in the Liberal
Government are still disputing whether the science is

settled on climate change,


Labor knows it is.
Here then is my problem
with this stance by Labor.
If Labor knows that the science is settled on climate
change why are they still
encouraging the mining and
selling of coal? Why?
On top of this Fairfax papers recently reported that
the Labor Party has a gaping billion-dollar hole in
their proposed clean energy
funding. So far, Bill Shorten
and the Labor Party have
refused to confirm or deny
reports that they intend to
lock in the Abbott-Turnbull
Governments $1 billion
funding cut.
Of course something is better than nothing and Labor
is working at climate change
but with some discrepancies between what they say
and what they do. Is Labor

proposing ripping over $1


billion from clean energy research and innovation, right
when the rest of the world
is surging ahead, and when
clean energy promises to
create thousands of jobs?
Meanwhile in the trenches
and at the barricades - last
week thousands of people
in Batangas, the Philippines,
marched onto the site of a
proposed coal plant and
over the next two weeks actions will unfold in Australia, Brazil, Canada, Germany,
Indonesia, New Zealand, Nigeria, South Africa, Turkey
and the United States.

Dear Editor,
Each week, I look forward to reading Paul Tatchells article and last week (MN 3 May), again, did
not disappoint. It was a sizzler in topic and excellent as usual!
Also in last weeks Moorabool News (3 May), it is
sad to read that the CWA in Bacchus Marsh is still
homeless. This is an organisation that has a proud
history going back many generations of community welfare involvement and one would wonder
where the Shires priorities lie in acknowledging
and supporting community groups.
Come on, Moorabool Shire Council, surely you
can do better than that?
On Sunday afternoon (1 May), in the refurbished
Shire Hall, we were treated to a Popular Overtures concert by the Moorabool Light Orchestra.
The Hall was filled with around 300 people and,
judging by the applause, the audience enjoyed
every note. The surprise item was the finale, the
1812 Overture, where the sound of canon fire in the
last few bars was attained by using two 44 gallon
drums with Mayor Allan Comrie and Deputy Paul
Tatchell beating these drums with rubber mallets
in time to the Conductors baton. Brilliant! The
whole concert was wonderful and the finale, memorable! Well done Barry!

Doubling of the disillusioned


As we enter into the Federal
election, the first double dissolution since 1987, I am not
sure whether the emphasis
will be on the dissolution
or disillusioned as the slogans of elections past get
dusted off in the hope that
there has been a pandemic
of amnesia throughout the
kingdom of discontent.
As it would be disingenuous of either of the main Parties to seriously sell spending large sums of money on
the big ticket items, such as
Health, Education and Jobs
without putting the bill on
the already over-stressed
National credit card, the
concept of monumental
change in a three year term
is as likely as a rooster laying
double yokers.
When you consider both
of the contenders are suggesting reducing taxes to
spend more, the fairies in
the garden start to look like
serious players in the world
of horticulture. If Federal
politics was an ASIC registered business they would
be charged with deception
of a prospectus and wound
up for trading whilst they
were insolvent.

without tax-payers their
shelves will be stocked with
nothing but unrealistic ideas
that they cant pay for. Whilst
the election fairies are racking up the re-cycled funding

will suffer the indignity of
neglect.
A double dissolution is an
opportunity to re-set not
only the expectations but the
return on tax-payer investment, by a realignment of
priorities; it wont happen if
it becomes a slogan driven
talkfest for major parties devoid of reality. There is little
point in voting for a board of
directors and a chairman, if
the managers arent working
for their regions; its about
accountability.
Its no good talking about
health and not investing
in the local hospital; its no
good talking about education, if youre not prepared
to invest in schools; its no
good highlighting jobs un-

less youre prepared to invest in the infrastructure


and a competitive environment that builds businesses.
In most cases talk is cheap,
but in the case of politicians
its expensive cheap-talk; it
needs to be backed up with
a serious commitment.
Regional Victoria is being
devalued by city-centric idealism. Politics may be a numbers game, but people arent;
they are a living, breathing
contributor to the Nations
fabric, and a large one at that.
Given that a third of Australias population living in
regional spaces, its time our
representatives demanded
parity over the lip-service.
The invisible fences that divide regions need to be torn
down. Ballarat is the largest
city in regional Victoria, and
the region has been divided
and conquered by creating
a competition between the
Shires which is distracting
from the under investment;
there needs to be a holistic
approach in terms of the
regions contribution versus
the return.
Country people are country people, whether you

live in a townhouse in the


centre of Ballarat, or live on
a farm in Mt Wallace; country people deserve the same
health care, education, and
job opportunities as their
city counter-parts. Encouraging people to move to the
regions is unsustainable
unless its matched by infrastructural investment.
Its reprehensible to use
headlines like Health Education and Jobs, then blame the
States for the story. I cringe
every time I hear a Federal
Member talk about education, then blame the State for
not delivering, or claiming
investment in Health, when
the money is being concentrated by a marginal seat instead of need; representation
means fighting for your regions needs, not the politics
of another.
The premise of voting for
Prime Ministers has proven
to be contradictory, we
have had five in five years;
it should be about regional
representation, not the Partys. The red and blue war
in Canberra has little to do
with local representation,
and the scoreboard clearly

exposes over a decade of


failures in terms of regional
investment.
The national debate has
proven to be the perfect cover for Federal politicians to
rise themselves above their
regions, putting an emphasis on the States failures to
deliver infrastructure; the
fact is that regional representation belongs to all levels of Government, as does
the responsibility to deliver
on the ground.
The if I am elected catchcry has little credibility
when both of the major parties have been in office, State
and Federal; whilst one term
governments can rarely
make an impact in their first
terms, leadership instability
and poor economic management belongs to both the
major Parties, and the compounding debt produced
over the last four election
cycles has made it near on
impossible to gain traction
and confidence within the
great unwashed.
There needs to be a timeout on the politically brawling and put the focus back
on the real issues facing

Australian people, and in


particular the regional areas
and its people; Mining has
levelled out, Manufacturing
has stalled, and Agriculture
has been taken for granted.
We are well overdue for nonpolitical debate on the future; the failings of the past
speak for themselves.
The policy failures of successive governments are
reflected within populous
decision making taking
precedence over the preplanning for economic stability; the horse needs to get
back in front of the cart; having the highest paid workers
in the unemployment line is
a paradox. Our over-reliance
on the Mining Industry to
prop up unsustainable longterm policies has narrowed
our opportunities under a
faux economy.
Federal
Elections
are
predominately fought on
spending; its time to change
the focus and concentrate on
where the money is going
to come from after its been
spent. Solvency may not be a
sexy slogan, but it does pay
the bills.

Negative Gearing
With both major political parties
having outlined their policies on
negative gearing and capital gains tax,
its important not to lose sight of the
bigger picture as the war of the experts
begins, says First National Real Estate
Rayner principal, Marcus Rayner.
Im reluctant to say that truth will be
the first casualty but the debate already
appears in danger of descending into
claim and counter claim, following
publication of The Grattan Institutes
report Hot property: negative gearing
and capital gains tax reform.

Both sides of politics will seize


upon the various aspects of economic
modeling put forward by The Grattan
Institute and BIS Shrapnel. However,
during this process, it is important that
we dont lose sight of the fundamentally
positive effects of the current negative
gearing and capital gains tax regime on
the economy, Mr Rayner said.
Current arrangements make buying a
rental property an attractive method to
build wealth and save for retirement for
over two million ordinary Australians.
These citizens are then better positioned

to support themselves in retirement,


reducing their reliance on government
pensions.

The existing regime also contributes


to a broad community benefit by
underpinning the supply of affordable
rental properties, reducing pressure on
government to fund and build public
housing.

Mr Rayner said while it has been claimed


that the elite are the main beneficiaries
of current negative gearing policy, many
more average workers enjoy the benefits

and contribute to the community in the


process.

These days, young people are also


buying their first property as an
investment instead of a home. Negative
gearing is their way of getting a foot on
the property ladder and managing the
challenge of affordability. There would
need to be a significant fall in house
prices to offset the current policy that
helps them get into the market.

In the Netball, we also had some hard fought team inspiring victories; the A
graders had their first win for the season running out winners by 6 goals, the B
graders also ran out victors by 6 goals, the C graders had a strong win by 11
goals and unfortunately the D graders and the 19 and Unders both lost their
games by 20 goals each.
Unfortunately our Womans Football team lost against East Point in very wet
conditions on the weekend. After getting off to a great start, their lead was
slowly eroded eventually going down by 17 points. The women have a bye next
weekend.

In a scrappy encounter the
Blues slogged it out with
Learmonth in ideal conditions. The captain led by example in the backline and he
was ably assisted by Daniel
Nielsen . The Blues inaccuracy up forward nearly
cost the Blues the match.
Justin McConnell secured
five goals for the day and
led his team to victory in the
final quarter. Lachlan Snaith
bagged possibly the goal of
the year to get the Blues over
the line. In the centre Jason
McNamara, Lachlan Herring and Danny Mullane all
had a positive impact on the
game. The Blues played its
best football in the last ten
minutes of the match to secure the victory in what was
a real arm wrestle. They now
sit outside the top eight on
percentage to Dunnstown.

Seniors
Whatever way one looked
at it the Eagles were favourites and Clunes were in for
a long afternoon.
Coach Gary Learmonth said
the team must keep to the
pavilion side, at all costs.
Following that simple instruction seemed to be difficult for the Eagles as they
did the opposite and played
the scoreboard side.
Players looked hesitant and
scores were hard to come
by. However, as the quarter
wore on play did open up
and at the first break Gordon
led 5.8 38 to Clunes 1.3 9.
Though Clunes struggled to
score they also made it difficult for Gordon to play its
free flowing game.
Enter Tye Murphy and
Matt Raworth. These two
senior players stepped up
and showed great leadership
around the contests. Their
work rate helped the Eagles
enter the long break in a
comfortable position 10. 14

was far from ideal and the
players took on the challenge
to improve the conversion
rate. Tye Murphy was moved
forward and his contested
marking and long shots on
goal were a highlight. Ash

young opponents with some
copy book passages out of
the centre square. Ruckmen
Luke Gunnell and Mitch
Lawrence gave Josh Lee,
Jeremy Krojs, Matt Raworth
and their ever rotating mates

ball. They in turn supplied
Murphy, Munari and Nolan
with precision passes that
produced ten last quarter
goals. Murphy finished with
seven, Mick Nolan again

some controversial decisions

Last weeks Centre Cross Country meet was held at Lake Dewar, Myrniong. Due
to a clash with local footy/netball, numbers were a little down. Those who did
compete enjoyed the lovely conditions as they ran around the bush surrounds of
the lodge situated amongst the stunning hills and gorges of Myrniong.
This weeks Cross Country meet will be held Lady Northcote Camp, Rowsley.
The first race will start at 10.30am sharp.
The Centre Annual General Meeting has been rescheduled to Wednesday 25th
May at Masons Lane Reserve commencing at 7.30pm.
