SouthAfrica.Duringmorethanadecadeofwavingtheflagfortheinvestmentandtourism
appealofthecountry,heengagedregularlywithglobalmoversandshakers.Sotherearefew
betterplacedthantheLondonbaseddirectoroftheSAUKChamberofCommercetoreportback
onJuliusMalemasvisittoLondonlastweekwheretheEFFleaderenthralledUKinvestors,
attractingrecordcrowds.Icaughtupwithhimbyphoneandtheresultwasthefascinating
interviewwhichistranscribedforyoubelow.AlecHogg

FollowingEFFleaderJuliusMalemasvisittoLondon,AlecHoggcaughtupwithJohn
BattersbytogetabettersenseofhowtheUKmarketreactedtohisvisit.Hestartedoff
byaskingBattersbywhathewentovertoLondontodo.
Itwasamixtureofbuildingrelationshipswithseniorjournalistsandcorrespondentsoverhere,
manyofwhomIknewfrommyjournalisticcareerinSouthAfricaandworkingforpapers
abroad.Thenitwastryingtobuildrelationshipswithinstitutionalinvestors.Iwould
accompanytheMinistersofTrade&IndustryandFinanceandsometimestheDeputyPresident
etceterawhentheycametodoroadshowstopresenttothebiggestinstitutionalinvestors.I
begantogetafeelofwhichbuttonsoneneededtopressandhowonepresentedSouthAfrica
asadesirabledestinationfortrade,tourism,andinvestment,whichistheroleofBrandSouth
Africa.Beingthecustodianofthebrandmeanstocreatetheclimateinwhichonecanmore
successfully(thatsthetheory)persuadepeopletoinvest,trade,andvisitSouthAfrica.

Beforewegointowheretheythinkweregoingatthemoment,howimportantisthe
U.K.asaninvestororatradingpartnerforSouthAfrica?
Itsveryimportantonbothfronts.Asasourceoftourists,BritainisoneofSouthAfricas
leadinginvestorstothisday.Chinahasovertaken,aboutfourorfiveyearsago,asthebiggest
twowaytradingpartnerbuttheresstillverysignificanttradefromtheU.K.andverystrong
relationshipsandtheU.K.asregardsSouthAfricaasaveryimportantdestination.

HavingleftBrandSouthAfricaandtheInternationalMarketingCouncil,youperhaps
havealittlemorefreedomtoengageonadifferentbasistolistenmore,tohearhowthe
Britishandcertainly,thosebiginvestorsareperceivingSouthAfrica.Hasitchanged
muchinthelastfewyears?
Oh,yes.TheperceptionsofinvestorsinBritainhavechangedsubstantiallybutthenofcourse,
ifonewantstomarkamomentatwhichtherelationshipstartedtochange,itwouldhavebeen
afterthefirsttermofthecurrentPresidentZumacomingin.EvenfromtheANCconferencein
2007atPolokwane.OnecouldseethenashiftinthepowerbalancewithinSouthAfricaandif
wethentracethingsgoingforward,intermsoftheconfidenceinthecountryandthe
institutionstherehasbeenasignificantamountofdamageandunravellinginthatperiod.
Therevebeenhighpointsbutifyoutakeagraphofthelastfivetosevenyears,itsbeena
downwardslideandpartofithastodowiththeunderminingoftheinstitutionsofdemocracy
andperceptionsthatalotofappointmentsaremadeentirelyonthebasisofpoliticalloyalty
andnocompetency.


Itsalsoaperceptionthattheresalackofmanagerialcapacityandalackofsocialcohesion
andakindofsocialcontractwithinthesociety,wherepeopleactuallyagreedaboutwherethe
societyisgoingandthatthebroadersocietyisactuallyplayingitsrole.Itsmoreakindof
materialisticfragmentationwhenpeoplearetakingopportunitiestofeathertheirownnests
andtopromotethemselvesandthatkindoffocusthatonehadbackintheearlyninetiesofa
realenergytomakeSouthAfricaabetterplace,seemstohavelargelydissipated.Attheendof
theday,investorslooktoseewhatmessagesarecomingoutofasociety.(1)Dothesepeople
knowhowtorunthecountry?(2)Dotheyhaveaplan?(3)Aretheyimplementingtheplan?
Yes,wehaveaplan.WehavetheNationalDevelopmentPlan.Wevespentmanyconferences,
seminars,androadshowspromotingtheNationalDevelopmentPlaninallitsaspects.
Theninvestorslooktoseearetheyimplementingtheplanandwhentheyseethatnotvery
muchishappening,theresalotofinternalsquabbling,alotofinternaldissent,veryhigh
levelsofprotest,andcontinualunhappinesswithinalargepartofthesocietyabouta
politicallyconnectedsuperricheliteandnotaveryhappyrandandfile,thisallimpactson
investors.

IsitthattherejustisntakickerthatwillgetinvestmentgoingagaininSouthAfrica?Is

Itsdeterioratedinthesenseofimplementationcapacity.SouthAfricaisaveryvibrantsociety

intermsofdebate,drawingupnewplans,andhavingvisionsofwhereweneedtogobutthe
capacitytoimplementthathascertainlynotimproved.Whenwegetroadshowscomingover
hereorliketheBRICSconferencewherewehadfourMinisterscomingoverhere,wedhavea
verygoodconference.Theredbeahugeamountofinterest.Itwouldbeverywellattended
andthenwedhavearoundtableatMansionHouseattheLordMayorofLondonwhere
PeoplefromtheCityofLondonarepeoplethatoiltheinvestmentintheCityofLondon
etcetera,andwhooiltheoutfitinvestmentaswellwouldarrivewiththeirorderbooks,
wantingtotalkaboutwhatprojectsinenergyandwhatprojectsininfrastructure.Werenot
alwaysinapositiontobeabletoenterthatkindoflevel.
Theresakindofgapbetweenthepoliticallevel,whichallsoundsgoodandinvestorsget
interestedandthekindoftechnocraticlevel,whichyouneedtoactuallysay,Right.Well,
heresaprojectandhereshowaBritishcompanycouldpartnerwiththiscompany,etcetera.
IthappenedaroundtheWorldCupbecausethatwasaveryfocusedproject.Therewasaset
numberofstadiumsandwhatneededtobedonearoundthestadiums,andfourteamswere
puttogether.WhatisneededisthatkindofcommercialcohesionthattookplaceintheWorld
Cup.Itneedstobehappeninginalltheotherarenas,andthathastodowiththelackofsocial
cohesionandconsensuswithinthesociety.Itsnottoodifficulttoseeatthemomentifyou
lookatSouthAfricanAirwaysorattheSABC,thattheresadeepmalaisewithinthose
organisations,butitreflectsadeepermalaiseintheestablishment,whichispartlymanagerial
capacity.
However,itsalsopoliticaldivisionandalackofasharedvisionofwherethesocietyisgoing
andtherefore,whereeverybodysplaceinthatprojectis.Itsalackofcohesionandyouseeit
fromalltheproteststhattakeplaceonadaily/weeklybasisthroughoutthecountry.
Inotherwords,wetalkagoodstory.Werejustnotexecutingterriblywellandthats
beingnoticed.Inthispastweekthough,JuliusMalemahasbeengrabbingsome
importantstagesintheU.K.Didyouhavechancetowitnessanyofthis?
Yes,Iveattendedanumberofeventsbecauseitisakindoffirstvisitinhiscapacityasa
leaderofapoliticalpartyandaMemberofParliament.Itsbeenaninterestingexperienceto
seehisinteractionwiththeinvestorsoverhere.HewasatChathamHouse,whichasyou
know,isthekindoftopBritishthinktankbothintermsofforeignanddomesticpolicyandhe
drewahugecrowd.IveneverseenalargercrowdatChathamHouse.Ivebeentomany
events.HedrewthekindofcrowdthatHeadsofStatewoulddrawandthatIthinkisbecause
formanypeopleheisastereotypeintheirheads.Theyseetheredoverallsandtheyseethe
episodesinParliamentetcetera,andtheywanttosay,Whoisthisguy,really?Hence,the
hugeinterest.

Yes.Curiosityfactordefinitely.ThatsalargepartofitbutIthinkitsnotonlycuriosity.Its
alsoareflectionthatthecurrentstatusquoisnotlookingverygoodinSouthAfrica.
Howdidhegodown?HowdidMalemagodownwiththishugecrowdthatyousaydid
attend?
Right.Well,Ivebeenindifferentforums.Thefirstonewasasmallengagementwithmainly
investorswhowerejustIthinktheyweresurprised.Theresnodoubtthattheywere
surprisedtofindsomebodywhowasassmart,asthoughtful,asarticulate,andwhohadaclear
vision.Theycertainlywouldnthaveagreedwithallofitbuttheirearsdidprickupwhenhe
pushedprettyhardatallthebusinessmeetings,theideaofemployeeshareholderschemes.
Hisbasiclinehasbeeninsteadofdishingoutsharestopoliticallyconnectedindividualswho
thenbecomesuperrichandcanofferprotectiontothecapitalthatempoweredthem;ifyou
wanttoreallyestablishamorestableandproductivesociety,youhandoutthosesharestothe
workersandtheythengetavestedinterestinthecompaniesthattheyworkforandtherefore,
willprotectthosecompaniesandwantthosecompaniestosucceed.
Attheendoftheyear,inadditiontothesalary,theygetaverynicedividendchequeandthat
givesthemasenseofownership.

whytheANChasgonewithadifferentoneoftryingtojustreplicatetheoldwaysin
manyways,justwithadifferentskincolour.YoucanseewhyMalemahasgrabbedonto
this.Didhecomeacrossascredible?Ontheonehand,hestalkingaboutnationalisation.
Nowhestalkingaboutbringinginworkersaspartofthecapitalistsystem.
Well,theinvestorsandbusinesspeoplewhoattendedthesessionsthatIdidwerevery
interestedinthat.OneseniorexecutivethatwasintheChathamHouseruledthesessionsowe
cantnamethem.OneseniorexecutiveinSouthAfricasaid,Look.Ithinkweactuallyagreeon
manythings.Ifyoucouldjustcalmdowntherhetoricandadoptasofterapproach,Ithinkwe
couldstoptotalkaboutpartnerships.Thatwasoneofthemorepositivereactions.Clearly,his
critiqueofBlackEconomicEmpowermentandthepoliticallyconnectedthing,whichleadsto
corruptrelationships,isveryvalid.Obviously,itdoesntalwayshappenbutithashappeneda
lot,andmanyofthoserelationshipshavenotworkedoutsohesofferingsomething.Youonly
havetolookatJohnLewis(thedepartmentstoreinBritain),whichhasadoptedthismodelfor
decadesanditshugelysuccessful.

Theydontevencalltheirstaffstaff.Theycallthempartnerssotheyhave72,000partnersat
allthevariousbranchesofJohnLewisaroundthecountry.Theyallgetashareinthebusiness
andtherefore,theybuildahugeloyaltytothebusinessanditsbecomepartofthesuccess
story.ItsnotbrainsurgeryanditsnotsomeMarxist/Leninistconcept.Itsactuallysomething
thatreallyworks.Icantseethatitsactuallythatdifficulttoimplement.Yes,theredhaveto
besomechangesinlegislationwithBEEetcetera.Thereseemtometobetwowaysinwhich
onecaninafairlyshortspaceoftime,transformthegrowinginstabilityinSouthAfrica,which
ispartlybecauseoftheunderclasswhohavenotreallybenefittedfromthetransitionandthen
thecapitalowningclasswhodonothavesecurityoftenure.Thecombinationofthosetwo
thingsiscreatingincreasinginstabilityinthecountry.

House.Itwasquiteaninterestingsight,butlisten.Heisapersuasiveleader,hehascreateda
verystrongbrand,andyoucertainlycantarguewiththat.Youcanarguewithhispolicies.

Ithinkpeopleoverallwereagainsurprisedathowarticulateandclearhewasinpaintinghis
vision.Ithinkthereweresomelaughsandatoneortwostages,hesquiteamusinghehad
someofthelaughsathisownexpense.Ithinkthebigpitfallwaswhenhewasaskedtowards
theendbyaninvestor,ImaninvestorinyourcountryandIwanttoinvestmore.What
wouldyousaytome?Hehadntactuallybeenonthattrackandhesaid,No,wedefinitely
wantyoutocomeinvestwithus.HesbeenadamantthroughoutthathesnotantiWhiteand
hesnotantibusiness.Hewantsacooperativerelationshipwithbusinessandhewantsyoung,
WhiteSouthAfricanstocomehometobringtheirskillsandtheirexperienceandtobuilda
countrytogether.HewasatpainstoeliminateanykindofsuggestionofreplacingWhite

supremacywithBlacksupremacyoranykindofracistelementtoit.HesaysWhitesupremacy
hastogoandwehavetohaveanewrelationship,soImnotsurehowmuchheconvincedthe
investor.Infact,theinvestorwasaninstitutioninvestor,whichIdontthinkhefullygrasped
becausehegavetheguythesamemessagethatyoumustcomeandyoumustworkwithus,
andyoumusthelpusempowertheworkers.
SoMalemawasabitofhitoverthere,abiggerhitthanperhapsJacobZumaonhis
recenttravels.
Itsaratherdifficultcomparisontomakebecausehestheleaderofagrowing,butfairlysmall
oppositionpartyandhetalkswithgreatconfidencewhereastheHeadofStatestillcarries
weightandcangoandspendtheafternoonwithAngelaMerkelanddiscussthelatestR6bn
investmentfromBMW.Asaresult,itsabitdifficulttocomparethetwobutIdothinkthathe
struckachordbecausehearticulatesthehugeproblemsofinequality,poverty,and
unemploymentinSouthAfrica,whichisanotherareathatworriesinvestors.Investorswant
stability.Theywantpredictabilityintothefuture.Iftheyseethingscomingapartintermsofa
governmentnotbeingabletogenerateenoughgrowthandenoughrevenuetofootthebillfor
thehugesocialwelfarespend,largeproblemswithfiscalleakage,andpatronageatthe
expenseofmerit;thatsnotgoingtoattractinvestorstothecountrybecausetheydontsee
longtermprospects.
IthinkhiscritiqueofthatisfairlyaccuratebutasIsay,hehasalotofpolishingtodointerms
ofthealternativeoffering.Theonethingthatpeoplewereinterestedinwastheshareholder
schemebuttherewouldbemanyotherareas,whichwouldbeofconcerntoinvestorssoI
dontwanttopitchittoohighbutcertainly,therewasalotofinterest.Itssomethingnewand
heissomebodynewforpeopleoverhereinanotherwise,fairlystaticscenewheretheBrits
havesomanyotherthingstoworryabout.Forexample,willtheattacksinPariscometothe
U.K.?HowistheU.K.goingtopaybackitsdebt?Then,tryingtowooChina.Itsarapidly
changingworldsothereisntalotoffocusonSouthAfrica.Exceptamongstthosewhoare
verywellinformedlikepeoplewhoareinvestedinthecountryandinstitutionalinvestors,the
generalviewhereisbeenthereanddonethat.
SouthAfricaisademocracynow.ItdoesntneedaidfromtheU.K.Itsdoingitsownthing.Its
notoneofthehighlyindebtedcountries,etcetera.

ThefocuspointthatyoudidraisetherewasMalemasayingtoyoungSouthAfricans
(andtherearehundredsofthousandsofthemsittingintheU.K.now)acquiringskills,
thattheyshouldcomehome.DoyouhavemuchtodowiththeHomecomingRevolution

aswell?Theyseemtobehavingasimilarmessageandclaimingsomequitebig
successes.
Yes,IhavequitealottodowiththeHomecomingRevolutionandMartineSchaeffersome
timeback,andAngelJoneswhowasthefounderofthemovement.Itschangedovertheyears
butitsgoneonvirtuallyforthewholedecadethatIvebeenhereanditsbeenaveryeffective
marketingandinformationcampaigntoprovidetoSouthAfricanshere.Nowofcourse,theyve
extendedtofiveAfricancountriessoitsnolongerjustSouthAfricans.TheyhaveGhana,
Zimbabwe,andZambiaetcetera.ItsamixofakindofanEXPO,whichtheyhaveoutatDales
CourtandthenaseriesoftalksfromSouthAfricanthoughtleaders,entrepreneurs,and
politicalandcivilsocietyleaders(ThuliMadonselawasoneofthespeakerslastyear).
Itsaveryusefulforumandofcourse,inthetenyearsthatIvebeenherethenumbersof
SouthAfricanscomingtotheU.K.hasreduceddrasticallybecause(1)theBritscancelledthe
specialtwoyeardealforCommonwealthyouthcomingoverhere.Theycouldspendayear
andthentheycouldextenditforanotheryear.Thatwascancelledwaybackin2008or
somethinglikethat.Iforgetexactly.Thenofcourse,theVisaregimecameinafter2010and
thathasmoreorlessstoppedtheinflowsothemaininflowofSouthAfricansintotheU.K.
happenedbetween1994and2004.Thenitstartedtoslowdown.Afterthosedoorswere
closedandtheyalsoraisedthebaronhighlyskilledvisasetcetera,itswhittledrightdown.
Yes,therearealargenumberofSouthAfricansintheU.K.butonenowtendstofindthatwith
theconditionsalsochanginghereandbecomingprettytoughthatanecdotally(andIbelieve
thatisthecase),therearemoreSouthAfricansgoingback.ManyoftheSouthAfricanscome
here.Theydontemigrate.Theycomeheretogetjobexperience.Someofthemendupdoing
extremelywellandstayhere.OthersfilterbacktoSouthAfrica.TheHomecomingRevolution
hasplayedquiteasignificantroleintermsofpeopletakingtheirskillsandexperiencebackto
thecountry.

recentlyandsaidyouhadsomefascinatinginsights,whichwevecoveredalotofground
on,onhowyouU.K.investorsperceiveSouthAfricatoday.Hewasoftheopinionthatit
isntaverybrightpicture.
No,itisntaverybrightpicture.Hecalledmewhenhewashereandthenaskedmeifwe
couldhaveaconversation,butitwasthedayhewasleaving.OneofthethingsIsenthim
whenhegotbacktoSouthAfricawasaveryinterestingpostingonFacebookbytheformer
GovernoroftheReserveBank,TitoMboweniwhoofcoursenowisamajorbusinessfigurein
termsofbeingaChairmanofvariousminingandoil&gascompaniesetcetera.TitoMboweni
hascontinuedannuallytogototheU.S.(NewYorkandBoston)andthentoLondonto
talktoinstitutionalinvestorsaboutSouthAfrica.Havingpeopleofhisstatureandcalibre
sittingdownwiththeinstitutionalinvestors,whichismuchofwhatIusedtodoparticularlyin

theminingindustryaswellasinotherareas,isawayofbuildingconfidence.Hesdonethis
offhisownbat.
HewenttospeaktothesecompanieslikeFidelityandCapitalInternationaletcetera,someof
whichcommandintheregionof$1.5trnundermanagement.Ireadthroughhisexperience
andthedoubtsthatwereexpressedtohimanditwasreallylikeanactionreplayofmanyof
theroadshowsthatIvedone.Theconcernsthathepickedupwerethattheeconomysnot
growingandsomeeventhinkitmightbeheadedforarecession.Theminingproductionisin
serioustrouble.Theinvestorsarguethatthecommoditypricesappeartobetankingandthat
SouthAfricasintrouble.Thentheyalsospokeaboutthestudentcampaignandhowonearth
isSouthAfricagoingtofund(1)thescrappingofthesixpercentincrease.(2)Howonearth
aretheygoingtofundthenextdemand,whichisgoingtobeforfreeeducation?Thegeneral
viewwasthattheANCislosingtheplotandwaslikelytosuffersignificantlossesatthe
cominglocalelectionsinMaynextyear,andtheinvestorsdontlikethat.

Investorseitherlikeastable,repressiveregimethatcankeeppeopledoingwhattheyneedto
do,whichprovidessomekindofstabilityevenifitisntinthelongterm,orthefirstprize
wouldbethatyouhaveastabledemocraticsystemwhereyoucanhaveachangeof
governmentwithoutmajordisruptionandwithouthugeswingsofthecurrency.Ofcourse,the
currencyhasbeenabigfactorforinvestors.Thecurrencyoverthelast15/20yearshasbeen
volatile.Itshadsomekindofstabilityforperiodsofuptoafewyearssometimesbutthenfor
instance,inthelastsixtoeightmonthsyouhadadroppingfromR12.00tooverR20.00.
Thatsreallybadnewsforinvestors.Theotherpointtheyraised,whichisabitofcatch22was
theprospectofratingsdowngradesforSouthAfricabytheratingsagencies.
Ofcourse,thatmeansthatthecapitalthatwehavetoraisetofundEskomandTransnet
etcetera,ismoreandmoreexpensive.TheNationalTreasuryiscertainly,stillregardedasa
veryimpressiveandwellruninstitutionbutthefactisthattheratingsagenciescallthetunein
termsofthecostofcapital.
Soitsarockyroadahead.Theresnodoubtaboutthatconfirmedbytheinternational
community.
Itsatoughroadahead.Yes,SouthAfricaisaresilientcountryanditsshownbeforethatitcan
getthroughhardtimesbutIthinkitsgoingtobeaverytoughperiodgoingaheadnow.The
kindofgrowthrateswehaveatthemoment(onepointfivepercentorwhateveritis
predictingtotwo,twopointfiveandthree)isjustnotgoingtocarryusthroughintermsof
theinequality,poverty,andunemployment.Theresgoingtohavetobesomekindofreal

leadership,whichdoestacklethingslikesharedemploymentschemesandlandtitleforpeople.
Itrequiressomekindofdramaticleadershipthatgivesexpressiontothepromiseofthenew
SouthAfrica.
ThepoliticalcompetitionontherisehereinSouthAfrica,isexcitinglocalsbutitisnt
excitinginternationalinvestorswhowouldmuchprefertojusthavethingsprettycalm.
Yes,butIdontthinkthatpoliticalcompetitioninitselfisworryinginvestors.Ithinkitsthat
thegovernmentofthedaydoesntseemtohavethewherewithaltodealwiththatandto
stabilisethings.Forinstance,anotherpointthatMalemahasbeenraising,whichIthinkdid

changeorisitgoingtobechangethatbuildsitsownmomentumandcreatesallthekindsof
socialdisruptionandproblemsthatwouldthencome?
Asonecansee,howeverwellintentionedrevolutionsmightbe(youonlyhavetolookatArab
Spring)canhavedisastrousimpactonasocietyfordecadestocome.Weshouldntlikelybe
talkingaboutareweheadingfortheSouthAfricanSpring.
