Concerning Delegation Election Convention Irregularities
Many irregularities and incorrect processes throughout the convention process
have lead to a position where the convention results can be called into question
or challenged. Examples of the irregularities are as follows:

Ballot Format In Violation of Bylaws (State, CD-2, CD-3, CD-4, CD-5)


Our bylaws require the names of the candidates and to which candidate they are
pledged (or unpledged) to be printed on the ballot itself. The conventions listed
above did not meet this requirement as the ballots only had the number
corresponding to a candidates name on a supplemental program.
The requirement exists to prevent fraud or mistakes on the part of the
voter. The supplemental programs themselves had many changes and errors
which further compounded the opportunity for fraud and voter confusion.

Delegate Candidate Eligibility Inconsistencies


There were many instances in both Congressional District and and State At-large
delegate elections where either candidates were included in the pamphlet/ballot
when they were ineligible or where eligible candidates did not properly appear on
the pamphlet/ballot.
Ineligible candidates went on to receive hundreds of votes that otherwise
could have been cast for other individuals. Given how close many of these races
were (such as the CD-3 Coin-flip), even one vote for an ineligible candidate could
have altered the makeup of our national delegation.
As for eligible candidates whose names were left off the pamphlets and
ballots, the efforts to announce the names and numbers at the time of voting was
inadequate and unfair to the candidates and convention voters.

Delegate Candidates Wrong Ballot Numbers


Many candidates were assigned multiple ballot numbers, changed ballot
numbers, incorrectly printed ballot numbers, and duplicate ballot numbers.
The confusion surrounding this and the resulting impact cannot be
quantified. Had the ballots been printed according to bylaws, though, this would
not have been an issue.

Blocking Access to Information


Rules for the state meeting were not distributed nor made available for delegates
to vote on or amend. The State Party violated the requirement for microphones to
be on the floor for such objections. Delegates who attempted to raise objections
were ignored and had no means of protesting the inequitable process while it
was occurring.

State Party officials and officials from some congressional districts have
refused to release information to some delegates who have requested
information in an attempt to resolve or narrow the extent of the concerns. It is
possible that the disenfranchised delegates will seek RNC intervention to obtain
the detailed record if a contest arises.

CD-3 Convention Delegate Election Issues


Irregularities and alleged voter fraud created serious problems in the ballot
counting operation, and no teller report was presented to the convention for
approval or objection to the alleged fraudulent ballots. The Chair of CD-3
apparently unilaterally certified the results without a vote or opportunity for
objections from the body.
Some convention delegates from Mesa County were denied ballots and
the opportunity to vote, apparently because Pueblo County officials obtained the
missing Mesa County ballots and allegedly knowingly permitted them to be
fraudulently voted, likely creating a material difference in the results.
The decisions in the ballot counting room as to how to manage this
irregularity allegedly involved Secretary of State Williams and El Paso County
Clerk Chuck Broerman. The delegates and alternates winning the positions has
not been properly certified, and cannot be accurately determined.


Motion

For the reasons outlined above, I move that this committee name a
task force to immediately undertake an independent internal
investigation that includes preparation for a response to a potential
contest(s) and also to ensure that procedures are in place to prevent
irregularities such as these from happening in future elections. Those
who were reckless or attempted to manipulate the process by bending
the rules should be held accountable. The report of the committee
shall be due by June 15.The independent internal investigation
committee should include 5 CRC members nominated and chosen by
majority vote of this board. No delegates to the convention or RNC
members or those who served on the Credentials or Teller
Committees should serve on the internal investigation task force.
