Describe your Drinking-Water System
Goderich Water Treatment Plant, comprising of a surface water treatment plant rated
at 12,000 m3/d.
The lowlift pump facility consist of a 54.5 m3, two-celled concrete pump well with 3
vertical turbine pumps. Chlorine can be added prior to the flash mixers, to control
summer time slime growth. Flash mixing with a 5 minute hydraulic detention time
occurs in a 2.34 m x 2.59 m tank at design flow and equipped with a 2.2 kW electric
motor. Two slow mix flocculation tanks with a hydraulic detention time of 32 minutes
at design flow are equipped with walking beam flocculation mechanisms. Settling
occurs in two tanks equipped with chain and flight sludge collectors and are designed
for hydraulic detention time of 65 min. Chlorine is added prior to the filters.
Filtration consists of two parallel dual media, gravity fed filters.
Chlorination equipment consists of three vacuum feed gas chlorinators fed by one of
two gas cylinders mounted on weigh scales and equipped with auto-switchover.
Post chlorination occurs in a four compartment clear well located below the settling
tanks and filters. A 2700 m3, two-celled in ground reservoir consisting of inlet and
outlet diffusers and a baffle wall in each cell provides additional chlorine contact time.
Treated water is pumped to the distribution system by 3 vertical turbine pumps located
in a three celled high lift pump suction well.
Chemical application facilities include a coagulant feed system, a polymer feed system,
a fluoride feed system, taste and odour control facilities and a full scale pilot facility for
PH buffering.
A 450 m3 backwash water settling tank equipped with sludge and supernatant transfer
pumps and two-celled storage lagoon comprises the wastewater treatment facility at the
water treatment plant.
The elevated tank is a steel structure dating from 1947. It is 125 feet high with a
capacity of 1250 m3 and fed from a 12 inch water main. The flow into and out of the
tank is through a central fill pipe that is regulated by a 12 inch altitude valve controlled
electrically by the SCADA system. The altitude valve also has a mechanical override
activated by a drop in the system pressure.
The booster pumping station is equipped with a 5000 m3, two-celled, concrete, ground
level reservoir, six booster pumps, a vacuum priming system and five, 450 L hydro
pneumatic tanks
Disinfection facilities consist of sodium hypochlorite storage and containment, two
chemical metering pumps and a chlorine residual analyzer. Standby power is provided

by a 35 KW diesel generator set with automatic transfer switch. A SCADA based
system is monitored and controlled at the water treatment plant.
The intake consists of a 518 m long, 75 cm diameter concrete pipe at an approximate
water depth of 5.5 m with a access manhole structure located midway. Prechlorination
equipment consists of a 40 mm diameter chlorine solution line with a intake pipe,
extending from the chlorination facility at the treatment plant to a chlorine diffuser at
the covered intake crib.

INDICATORS OF UNSAFE DRINKING WATER QUALITY:

If any of the following conditions exist, the drinking water is judged unsafe.

INDICATORS OF DETERIORATING WATER QUALITY:

Any of the following conditions indicate a deterioration in drinking water quality.

1. Escerichia coli and/or fecal coliforms are detected in any distribution sample
by any analytical method;
2. Total coliforms are detected in consecutive samples from the same site or in
multiple samples taken as a single submission from a distribution system.

a) total coliforms detected as a single occurrence (but not

Escherichia coli or other fecal coliforms);

If the water contains any indicators of unsafe water quality for any of the reasons
outlined above, the laboratory will immediately notify the MOE District Officer who
will immediately notify the Medical Officer of Health and the operating authority to
initiate collection of special samples and/or take corrective action.

d) Aeromonas spp., Pseudomonas aeruginosa, Staphylococcus

aureus, Clostridium spp. Or members of the Fecal Streptococcus
(Enterococcus) group are detected.

b) samples contain more than 500 colonies per ml on a

heterotrophic plate count analysis;

If these conditions occur, the MOE Dist. Manager should be notified.

1) The polyaluminum chloride is used as our coagulant.

2) The chlorine gas is used as our disinfectant both pretreatment and post treatment.
3) The carbon is used to counter taste and odour problems in the raw water.
4) The fluoride is added to the finished water to compensate for the low natural level of this element in our raw water.
5) The sodium hyprochlorite is used as a source of chlorine at the reservoir to ensure adequate residuals.

All quantities of chemicals are listed as the available chemical in the solutions and not the total physical quantities.
