TLN represents the road
transport hauliers and the
logistic sector of the
Netherlands;
Representing 90% of the Dutch
road haulage and logistics
sector;
TLN HQ in Zoetermeer, 4
regional offices, and 1 office in
Brussels;
Responsible for the collective
labour agreement;
Focus on advising members,
making the sector stronger (i.e.
by innovation), and
representing the interest of

Representation in Brussels
TLN has a permanent
representation in Brussels since
1995;
TLN is an active member of the
IRU (International Road Union)
and CLECAT (= freight
forwarders);
Strong cooperation with sister
organizations from different
member states, such as:

The Internal Market is one of the cornerstones
of the European Union;
Legislation is necessary in order to:
Manage the internal market;
Create a level playing field.

In reality there is a lack of uniform


interpretation and enforcement of EU rules
and legislation;
The European Commission acknowledges this
problem (Timmermans):
EU Better Regulation Agenda;
Increased transparency and review needed;
Rather than additional laws and regulations, there is
a need for clearer explanation, interpretation, and
enforcement of the existing laws and regulations.

TLN members need:
Clear explanations and uniform interpretations;
Better enforcement of existing rules and legislation;
EU transport policy:
Harmonise conditions of competition within and between all modes
of transport;
Create framework conditions allowing for more innovative,
efficient, and environmentally friendly operations.
The Thirteen Action Points:
Identifies concrete transport and logistical problems;
Proposes concrete solutions that will lead to a fairer and more equal
playing field for transport companies in Europe.

Nr. 1: Uniform Enforcement
Prevent unfair competition, promote traffic safety,
and protect drivers from social injustices;
Proportionality of sanction policies;
Driving and resting times (sleeping in the cabine-issue);
Lunch debate 26 April: A Path to Better Enforcement
together with IRU, NLA, ECR, and MEP Wim van de Camp:
Enforcement impact assessment;
Efficient use of existing resources;
Data exchange;
High level group.

Nr. 4: Minimum Wage
EU enlargement in 2004: large differences in
labour costs between Members states
Protectionism: national wages mandatory
Uniform EU approach is needed;
Discussion on social dumping:
Enforcement of Posting of Workers (2014)
TLN: avoid patchwork with own systems of
report and strive for a European approach and
ultimately introduce a European minimum
wage;

Nr. 10: E-CMR (digital waybill)
Reduces the administrative burden;
The use of the e-CMR saves
companies 4.50 per consignment
note, leading to an annual reduction
of administrative costs of more than
180 million in the Netherlands alone;
Offers opportunities to improve
processes and effective industry;
More MS should ratify the e-Protocol;
TLN: Active participation in EC high
level group on paperless documents.
