Dear Search Committee Members:
I was pleased to learn of each or your appointments by Governor Cuomo to the search committee tasked
with finding the next New York State Superintendent. You are all seasoned law enforcement officials, and
each of your experiences in law enforcement brings value to the process of selecting the top cop for New
York State. The Superintendent of Police is responsible for protecting New Yorkers, and at this moment
in our history when gun violence grips our nation with one tragedy after another, it is important New
Yorkers have a leader using each and every law on the books.
One of my proudest moments in the State Senate was fighting for passage of the SAFE Act in 2013. Over
three years have passed since New York State led the way in our nation by passing the toughest gun law
on the books. Therefore, I ask that in your search and ultimate selection of the next Superintendent he or
she be committed to enforcing and enacting all portions of the SAFE ACT. This includes the ammunition
database mandated by the SAFE Act in 2013. This database is critical to preforming background checks

on ammunition, a needed firewall to protect our families. I request that whoever you choose to replace
Joseph A. D'Amico be fully committed to getting the ammunition database up and running as soon as
possible. With daily advances in technology, and with over three years since becoming law, the time has
come for the NYS Police to fully implement this database. In New York, we were able to act to protect
our citizens after Sandy Hook, while congressional gridlock stymied action on the federal level. The next
New York State Police superintendent should be completely committed to ensuring our legislative action
is fully realized.
Thank you for your service to this state, and for once again answering the call of public service in helping
select the next New York State Police superintendent. As a member of the Senate, I look forward to
working with your recommendation during the Senates confirmation hearings.
Sincerely,

State Senator Adriano Espaillat
