otherchangestotheregulation,alreadyapprovedbytheEnvironmentalQualityBoardandthe
IndependentRegulatoryReviewCommission.
Ultimately,iftheHouseandSenategoaheadandpasstheresolutionkillingthedrilling
regulations,Gov.Wolfwillhavetodecidewhetherhewillusehisvetoagainandwhetherthat
vetocouldbesustainedintheSenateandHouse.

cleanwater.Hehasplantedthousandsoftrees
acrosshisdistrict,pushedformorefundingfor
farmerstohelpthemcurbtheirrunoff,andisworkingonabilltoregulatethefertilizingof
lawns.
Electedin2009,Sen.Allowaysaidhehasalwaysbeenanenvironmentalisthegrewup
huntingandfishinginPennsylvaniasvastoutdoors.Buthisappointmenttothe
ChesapeakeBay
Commission
twoyearsagosolidifiedhiscommitmenttotheestuaryandspurredhimtopushfor
morelegislationtoprotectit.

Untilafewdecadesago,Sen.Allowaywouldnthavestoodout.Republicanshelped
buildtheBaycleanupmovementandpushedforcleanair,cleanwaterandpreservationof
naturalareas.

wereforces,nationally,inconservingsomeoftheUnitedStatesmostcherishedlandscapes.

TheNixonadministrationestablishedtheEnvironmentalProtectionAgency,albeit
somewhatreluctantly,andimposedabanonDDTin1972amidconcernsaboutthepesticides
impactonbirdsandpossiblyonhumanhealth.
Inrecentyears,oneofthemostpowerfulRepublicansintheU.S.Senatehasbroughta
snowballtothechambersinanattempttodisproveglobalwarming.MostoftheGOPcandidates
forpresidentthisyearhavequestionedwhetherclimatechangeisreal,andsaidifitis,its
unlikelythathumansarecausingit.

enjoyedbroadsupportamongRepublicanstate
legislatorsinitsfailedcourtcaseaccusingtheEPAofoverreachfortryingtoenforceits
Baywidecleanupplan,knownasthe
TotalMaximumDailyLoad
.
Itsalonelyjob,theroleofaconservativeRepublicanpushingforenvironmental
improvements.
Sen.Allowayacknowledgesitcanbetoughpleasingthemembersofhiscaucusaswell
ashisconscience.(Hedoesbelieveclimatechangeisreal,andthathumanactivityisaccelerating
it,buthesnotsureitshappeningasfastasrecentpredictionsclaim.)
BayadvocacyisespeciallyhardinPennsylvania,whichcontributesthelargestloadof
pollutiontotheChesapeakebuthasnoBayfrontage.

ComplicatingmattersisPennsylvaniashistoryasanextractionstate.Thefirstoilwells
weredrilledinPennsylvania.Ithasalsoyieldedlargequantitiesofcoal,naturalgasandtimber.
ThoughmanyofSen.AllowaysconstituentsdriveacrosstheBayBridgeenroutetothe
beach,relativelyfewhavemadetheconnectionbetweentheiractionsonlandandwaterquality,
hesaid.
GivenPennsylvaniasrecentbudgetbattles,residentsareloathtospendmoneyonan
expensivecleanupthattheydontthinkwillbenefitthem.Manyofthefarmerscontributingto
theBayspollutionarePlainSectorAmish,whowonttakegovernmentmoneyoraccept
hightechsolutionsthatchangethewaytheyvefarmedforgenerations.
ButSen.Allowaysuggestedthatitspreciselybecauseofwhoheisthathespoisedto
makeadifference.
Imsortofaninterestingspokesman,whichiswhyItakethisrolesoseriously,hesaid.
IthinkImtheguywhocanbridgethegapbetweentheleftandtheright.Letslowerthe
rhetoric.Letstalkaboutwhatwecanagreeon,andwhatwecangetdone.
Onerecentmorning,Sen.Allowaywasupat7a.m.tohelpplant1,500treesatamilitary
base.SuperstormSandyhadshearedthemountainside,andthefederalgovernmenthadhelpedto
payforreplacements.
Hesalreadyonpacetobeatlastyearsrecordof3,000treesplantedinhisdistrict,which
includesHanover,GettysburgandChambersburg.
Sen.Allowaysaidhealwaysknewtreeshadbenefits,buthisserviceonthecommission
showedhimjusthowfarbehindhisstateonceknownasPennsWoodshadfallenin
reforestation.
Trees,Sen.Allowayreasoned,arealowcostsolutiontoamultitudeofproblems.They
suckupnitrogen,cooltheair,improvehabitatforfish,dampennoisefromhighwaysand
beautifycommunities.Theyalsoofferaneasywaytoinvolvethecommunityandengenderits
thanks.

tokeeplivestockoutofstreams.Aswiththetrees,hesaid,itsaneasysolutionthatmakesabig
difference.
Ahardersell,hesaid,hasbeenafertilizerbillthathehopeswillreducetheamountof
phosphorusenteringwaterways.Thebillwouldrequirecommercialfertilizerapplicatorstoget
certified,anditwouldcodifyPennStaterecommendationstorestrictspreadinglawnfoodon

Recently,afewgroupshavechallengedmyrecordontheenvironment.
TheyhaveraisedconcernsabouttwoissuestheCleanPowerPlanand
thenewChapter78oilandgaswellsiteregulations.
First,tobeclear,IsupportthegoalsoftheCleanPowerPlan.And,asthe
publicrecordreflects,Ihavenevervotedtodiminishtheplan.Currently,
IamworkingwiththeWolfadministrationtoensurethisfederalclimate
changeinitiativeisresponsiblycarriedoutwithlittleimpacton
Pennsylvaniajobs.
TheCleanPowerPlan,advancedbytheEnvironmentalProtection
Agency,washaltedbytheUnitedStatesSupremeCourt,andasaresult,
stateactionontheplanhasstalleduntilthecaseisresolved.
Second,checktherecord,asamemberoftheEnvironmentalQualityBoardIsupported
GovernorWolf'snewlyproposedChapter78regulationsthatwillprovidethemost
comprehensiveoversightoftheoilandgasindustryeverimplementedinPennsylvaniahistory.
Somegroups,however,believeyoucannotbeproenvironmentandprojobcreation.On
thatpoint,wewillhavetoagreetodisagree.
IhavethegreathonorofrepresentingLuzerneandCarbonCountiesinthestateSenate.
Itisaregionwitharichheritageofbothenergyproductionandapassionfortheconservationof
ourpristinenaturalresources.ThecitizensofnortheasternPennsylvaniahaveprovenyoucando
both.
Itismyresponsibility,asapublicservant,toreflectmyconstituentswhowantlegislators
toworkwithoneanothertoachievethatimportantbalancebetweeneconomicdevelopmentand
environmentalprotection.
Myenvironmentalrecordovertheyearshasbeenoneofconsistentsupportforpolicies
thatpromoteenvironmentalreclamationandconservationwithoutlosingsightofthenumberone

priorityformostPennsylvaniansjobs.
Workingwithgroups,likethe
EarthConservancy
,wehavesecuredmorethan$40
milliontoreclaimthousandsofacresofminescarredlandsandmilesofpollutedstreams.On
manyofthosereclaimedsitesnewindustrieshavegrownandcreatedjobs.
Companies,likeCVSCaremarklocatedinHanoverTownship,havehelpedustransform
ourenvironmentallychallengedsitesbyinvestinginoureconomiclandscapewiththecreationof
sixhundrednewjobsinthegrowingpharmaceuticalindustry.
Moreover,inthepasttwodecades,Ihavesupportednewlawstopromoteaproper
balancebetweenenvironmentalprotectionandeconomicdevelopment:GrowingGreener,H2O
PA,theAlternativeFuelsIncentiveAct,theAlternativesEnergyPortfolioStandardsAct,the
PennsylvaniaClimateChangeAct,andtheAlternativeEnergyInvestmentAct.
Collectively,mysupportoftheselandmarklegislativeachievementshavemade
Pennsylvaniaaleaderinrenewableenergydevelopment,newenergyjobsandtheadvancement
ofenvironmentalprotection.
InCarbonCounty,wehaveworkedwithConEdisontodevelopPASolarPark
Pennsylvania'slargestsolarpark.PASolarParkwillultimatelyproduceenoughelectricityto
fuelthreethousandhomesandeffectivelyreducetheCO2emissionsof22,971barrelsofoil.
InGreaterHazleton,weareworkingwithanenergycompany,theAtlanticCarbon
Group,thathasinvestedover$16millioninourregionandcreatednearlyonehundrednewjobs.
AtlanticCarbonGroupisemploying21stcenturyminingtechniquestoharvestour
plentifulanthracitecoalresourcestosupportsteelmanufacturing,waterpurificationandthe
manufacturingofsilicon.
Investinginenvironmentalprotectionandsupportingthedevelopmentofourenergy
infrastructureshouldnotbemutuallyexclusiveenterprises.
Buildingnewnaturalgasplants,modernizingournaturalgasinfrastructure,whilewe
continuetopressforthedevelopmentofalternativeenergysourcesdemonstratesthatwecan
createjobsandprotecttheenvironment.
Buildingconsensus,forgingcommonsensesolutionsandworkingwithRepublicansand
Democratsmaynotbepopularinsomepoliticalcircles,butitisexactlyhowItrytobest
representthegoodpeopleofnortheasternPennsylvania.
Wecanfightclimatechange.Wecanimproveourairandwater.Wecanberesponsible
stewardsofPENN'swoods,andstilldevelopPennsylvania'sdiverseenergyresourcestocreate
jobsandopportunitiesallacrossthisgreatCommonwealth.

stormscouldhitsouthernandeasternPennsylvaniaon
Sundayafternoonandevening.
Thisstormsystemcouldbringanythingfrom
damagingwindsandhail,todangerouslightning,
floodingandeventornadoes,saidRichardD.FlinnJr.,

Agency.Conditionscanchangequickly,soits
importantforpeopletostayalerttotheweatherwheretheyworkandlive,particularlyiftheyre
planninganyoutdooractivities.
Itsimportantforpeopletounderstandthedifferencebetweenaweatherwatchanda
weatherwarning:

ATVridingenthusiastsdrawntothispopulartrailhavebeenmostpatientasaserious
acidminedrainageissuewasaddressed,saidDCNRDeputySecretaryofParksandForests
JohnNorbeck.ThistwoandonehalfyearprojectwasawinwinforboththeSusquehanna
Riverwatershedandtheriderswhowillappreciatetheworkthathasgoneintothetrailbeforeits
reopening.
Theceremoniesmarkedtheendofalargescaleacidmineremediationprojecton

WhiskeySpringsATVTrailthatrequiredclosingthe45miletrailforalmosttwoandonehalf
years.
Riderswerewelcomedbacktosamplecompletedrehabilitationwork,includingerosion
andsedimentationcontrolsandsurfacerestorationonthetrail,whichreopenedMay27.
Safetyofallconcernedwasthedrivingforceinthedecisiontoclosetheentiretrail,
Norbecksaid.Thecontractorhadnotedasmanyas40to50largetrucksadaycouldbe
travelingonroadstoandfromthejobsite.Inadditiontherewereoperationalefficiencyandjob
sitesecurityissuestobeconsidered.
ThetrailwasclosedinearlySeptember2013,andconstructionbeganthenextdayonthe
$12.2millionDepartmentofEnvironmentalProtectionproject,covering100acresinLeidyand
Noyestownships.
TheHulingBranchreclamationeffortwasdesignedtoreduceacidminedrainageand
eliminatepublichealthandsafetyconcernsrelatedtodangeroushighwalls.
Originally,wehadhopedtokeepthewesternhalfoftheWhiskeySpringsATVtrail
openduringtheproject,saidNorbeck,However,aftermeetingwiththecontractor,DEPand
localofficials,itwasevidentheavytruckandequipmenttrafficandtheconstructionworkwould
requireacompleteclosure.
WethanktheClintonCountyCommissionersandtownshipofficialsfortheirinputand
supportoftheproject,andwelookforwardtoworkingwiththeminfuture.
TheHulingBranchworkincludedbackfillingofabout6,000linearfeetofdangerous
highwall,40to70feethigh,andoneadjacentspoilarea.Thespoilmaterialwasgradedintothe
pitstoreturnthesurfaceminesitetoitsoriginalcontour.
Thisprojectisasuccessstoryreclaimingdangerousabandonedminelandsand
returningthemtoausethatbenefitsthecommunity,saidDEPExecutiveDeputySecretaryJohn
Stefanko.InadditiontoreopeningtheWhiskeySpringsATVtrailandaddingnewtrailand
features,thisprojectalsoimprovedthewaterqualityinnearbyKettleCreekandplantedover
100Americanchestnuttrees.
ClosingWhiskeySpringsbetterenabledustocompleteneededtrailrehabilitationwork,
suchasimprovederosionandsedimentationcontrolsandtrailsurfacerestoration,Norbecksaid.
Also,theremediationeffortresultedinreconstructionofabout8,500feetofthetrail.About55
acreswererevegetatedwith48,150treeseedlings,andanadditional47acreswererevegetated
withwildlifehabitatgrasses
Duringtheclosure,DCNRofferedthenearbyBloodySkilletATVTrailasanalternative
forATVenthusiasts,asitofferedasimilarridingexperience.Also,theDentonHillATVTrail
System,located45minutestothenorth,wasanotheralternative.
Oneof11ATVtrailsonstateforestlandsacrossthestate,WhiskeySpringsstretches45
milesthroughSproulStateForest,beginningnearWestport.The305,450acreforestisalso
hometothenearby39mileBloodySkilletATVTrail.
Theprojectusedmorethan$756,000inGrowingGreenerfundingtoimplementasource
remediationplanaimedatreducingacidminedrainagepollutionoriginatingfromthesite.
Themoneywasusedtopurchase370,000tonsofalkalinematerialtoneutralizehighly
acidicminespoil,includingabout15,000tonsofcoalrefusematerialimproperlyplacedwithin
pitareasthroughoutthesite.
Also,about137,000tonsofcropcoalaroundtheperimeterofthereclamationareawere
removed,alongwith17,500tonsofburiedcoalrefuse.

receiveda$90,166grantforaweeklongHealthyPlanet,
HealthyPeopleenvironmentallythemedsummercamponacollegecampus.
Thecampisdesignedtonotonlyprovidehighschoolstudentswithfunandeducational
outdoorexperiences,butalsotoactasacommunityprojectincubatorbypreparingthestudents
todevelopandleadenvironmentaleducationandstewardshipprojectswhentheyreturntotheir
localcommunities.
Throughthisproject,thestudentsaregainingabetterunderstandingofandenjoyingthe

wellsites,andhavebeenharmedbytheordinance,PennFuturesentlegalnoticetothezoning
hearingboarddatedMay27,2016.
Ourmembershavetwicefoughtapplicationsforwellpadstobelocatedwithinamileof
theFortCherryK12schoolcomplex,saidGeorgeJugovicJr.,chiefcounselforPennFuture.
ThestateSupremeCourthasmadeclearthattownshipshaveadutyandresponsibilitytoprotect

OnDecember19,2013,theSupremeCourtstruckdownportionsofAct13thatrequired
localgovernmenttoallowshalegasdrillingacrossallzoneddistrictsinpartbecauseindustrial
shalegasdevelopmentwasnotcompatiblewithallotherlandusessuchasresidential
development.
PennFutureschallengeseekstohavethezoninghearingboarddeclaretheordinance
invalidandputahalttotheissuanceofdrillingpermitsuntilanewzoningordinancecanbe

TheClintonPowerStationinClinton,Ill.,willcloseonJune1,2017,andtheQuadCities
GeneratingStationinCordova,Ill.,willcloseonJune1,2018.
QuadCitiesandClintonhavelostacombined$800millioninthepastsevenyears,
despitebeingtwoofExelonsbestperformingplants.
Exelonsaiditwillcontinuetoworkwithstakeholdersonpassingthe
NextGeneration
EnergyPlan
thatiscriticaltothestatesenvironmentandeconomy.
Whiletheseneededpolicyreformsmaycometoolatetosavesomeplants,Exelonis
committedtoworkingwithpolicymakersandotherstakeholderstoadvanceanalloftheabove
planthatwouldpromotezerocarbonenergy,createandpreservecleanenergyjobs,establisha
moreequitableutilityratestructureandgivecustomersmorecontrolovertheirbills.
Amongotherfeatures,theNextGenerationEnergyPlanwouldnearlydoubleenergy

Gov.TomWolfattendedtheeventandaddressedthemorethan130participants,
representingstateandfederalgovernmentagenciesneighboringstateutilitycommissions
militaryandlawenforcementagenciesutilitycompaniesemergencyresponseorganizations
andnonprofitorganizations.
Manyorganizationstestemergencyplans,butrarelydotheyprepareforamultifaceted
incidentquitelikeaBlackSkyevent,saidGov.Wolfinhisopeningremarks.Suchanevent
wouldhaveanextraordinaryimpactonoursociety,causingpowerandserviceoutagesthatcould

Thisstudy,alongwithothers,hasestablishedthathavingmoreknowledgeaboutscience
doesnotnecessarilytranslateintomoresupportforprosciencepolicies,accordingtoAhern,
whoaddedthat,inthiscase,theenvironmentalsolutionwastoaddmoregreensurface
infrastructure,suchasgreenroofs.

Theresearchers,whoreporttheirfindingsina
recentissueofScienceCommunication
,
suggestthatareader'spoliticalandsocialidentitiescanbeactivatedwhenpoliticizedtermsor
conceptsareusedinamessage.
Thisactivationmaythencausepeopletowithdrawsupportfromsolutionstheymayhave
backed.
"Theissuewiththepublic'ssupportforprosciencesolutionsforthingslikeglobal
warming,inparticular,aswellasotherenvironmentalissuesthathavesociallycontestedpolicy
solutions,isthatthepoliticalidentityofthepeoplewhoarethinkingabouttheseissuesoften
becomesactivated,"saidAhern,whoworkedwithColleenConnollyAhern,associateprofessor
ofadvertisingandpublicrelations,PennStateandJenniferHoewe,assistantprofessorof
journalism,UniversityofAlabama.
Ahernsaidthatallpoliticalideologies,notjustconservatives,aresusceptibletothistype
ofmotivatedreasoning.
"Thisisnotuniquetoconservatives,"saidAhern."Itworksbothways.Studieshavebeen
doneonotherissues,forexample,nuclearpowerandgeneticallymodifiedorganisms,thathave
shownsimilareffectsamongliberals."
Theresearcherssuggestthatscientistshopingtoreachconsensusonsolutionsshould
avoidpoliticalrhetoricintheircommunication.
"Thisisreallyamessageforthescientists,notnecessarilythepublic,"saidAhern."It's
interestingforpeopletounderstandwhat'shappening,butthepeoplewhoreallyneedtochange
whattheyaredoingarethescientistsandsciencecommunicators."
Theresearchersrecruited964participantstotakeanonlinesurveyonlocalwaterquality
inthePhiladelphiaarea.Theparticipantswereaskedwhatpoliticalpartytheysupportedandhow
stronglytheysupportedtheparty.
Theywerealsoaskedtorespondtoquestionsthatwouldgroupthemintoarangeof
egalitarianhierarchicalorindividualistcollectivistworldviews.
Theresearchersmeasuredtheparticipants'knowledgeofstormwaterrunoffissuesin
PhiladelphiaandalsousedaquizfromtheNationalScienceFoundationtotesttheirgeneral
scienceknowledge.
Thestudyhadtwoconditions.Anormalconditionattributedthewaterrunoffproblemto
excessrain,whiletheglobalwarmingconditionframedtheproblemsaroundclimatechange.
Statementsandphrases,suchas"stoppingglobalwarmingwillrequireinternationalagreements"
and"humancausedglobalwarming,"wereusedtoframethesubjectaroundclimateissues.
AmongsolidorstrongDemocratsintheglobalwarmingcondition,participantswithhigh
knowledgereportedstrongerwillingnesstopayforenvironmentalsolutions,suchasadding
greenroofs.
SolidorstrongRepublicanswithhighknowledge,ontheotherhand,reportedstronger
supportinthenormalconditionfortheenvironmentalsolutions,butnotintheglobalwarming
condition.
TheywereevenmoreresistanttothesolutionsthanlowknowledgeRepublicans.

foundinWorthTownship,CentreCounty,onMay2.
DEPvigilantlymonitorsthemosquitopopulationacross
Pennsylvaniawithacomprehensivesurveillanceandcontrol
network.WhenWestNileVirusisidentified,DEPstaffworks
quicklytopreventthespreadofthevirus,saidActingDEPSecretaryPatrickMcDonnell.
TodaysannouncementservesasareminderthatallPennsylvaniansshouldtakeprecautionsto
protectagainstmosquitos.
In2004,Pennsylvaniabeganitsintegratedpestmanagementprogramandhassince
improvedidentificationandcontrolofmosquitopopulations.Theprogramroutinelysurveys
countiesbasedonhistoricalWestNileViruspresence.
DEPtreatsimpactedareasusingeffectiveandsafecontrolsubstanceswhennecessary.
Certainmosquitospeciescarrythevirus,whichmaycausehumanstocontractWestNile
feverorWestNileencephalitis,aninfectionthatcanresultininflammationofthebrain.Last
year,WestNileViruswasdetectedin56countiesandresultedin14humancases,includingone
fatality.
AlthoughmostpeopledonotbecomeillwheninfectedwithWestNileVirus,allareat
risk.Olderadultsandthosewithcompromisedimmunesystemsareatthehighestriskof
becomingillanddevelopingseverecomplications.
ThebestdefenseagainstWestNileVirusistopreventmosquitoesfrombreeding.
Mosquitoeslaytheireggsinstagnantwateraroundhomes,weeds,tallgrass,shrubbery,and
discardedtires.
Homeownersshouldtakeprecautionarymeasuresincluding:
Disposeofcans,buckets,plasticcontainers,ceramicpotsorsimilarcontainersthatholdwater.

Itwas1983,andatopPennsylvaniaenvironmentalofficialwas
preparingtoaddressapressconferenceinAnnapolisonthenew,
cooperativeefforttorestoretheChesapeake.Holdinganoyster,he
remarkedhowamazingitwasthattheyshedtheirshellstogrow,even
asanaidewhisperedfrantically:no,no,itscrabsthatdothat.

Ataboutthattime,anotherPennsylvanian,andfuturestateenvironmentalofficial,was
helpingensuresuchagaffewouldnthappenagain.
CindyAdamsDunnwasgrowingmoreintimatewiththeBay,canoeingriverswith
schoolchildrenandmanagingeducationprogramsfromVirginiasFoxIslandtoBaltimore
Harborforthe
ChesapeakeBayFoundation
.
InJanuary2016,thegirlwhocampaignedasateentokeepalandfillfrom
PennsylvaniasFishingCreekValley,whereshegrewup,becameheadofherstatesDepartment
ofConservationandNaturalResources.
Inthatfirstfightforthevalley,shespoketoanygroupthatmightdonatetothecause,
includinganudistcolony.Illneverforgetthembendingovertogettheirwalletsoutoftheir
clotheslockers.Andwewon!
DunnhasbeenfightingfortheChesapeakeandPennsylvaniaenvironmenteversince.
Theoverlapisconsiderable,asPennsylvaniaincludes40percentofthe64,000squaremileBay
watershed.
TheDCNRalonemanagescloseto4percentofthewatershedinitsparksandforests.
AfterleavingtheBayFoundation,DunnrantheHarrisburgofficeofthe
Allianceforthe
ChesapeakeBay
,beginningtheannualsojournsthatstilldrawpaddlersfromallovertorivers
feedingtheBay.
SheservedonthenationalboardoftheAudubonSocietyandfoundeditsfirst
Pennsylvaniastateoffice
.
Shebravedthehuntinglobbytowageathreeyearcampaigntoreducethestatesdeer
herds,whichshecallsthegreatestthreattoforests,ourmostimportanthabitats.
ShewenttoworkfortheDCNR,risingtodeputysecretary,asuccessbluntedbythe2011
electionofRepublicanTomCorbettasgovernor.Hisantipathytoenvironmentalcauseswentas
farasorderingeverythingrelatingtoclimatechangeexpungedfromtheDCNRsfiles.*
Dunnlefttoheadtheenvironmentalgroup,PennFuture,returningassecretaryafterthe
electionofDemocratTomWolfasgovernorlastyear.
Recently,Ifollowedherthroughafairlytypicalday.Itemspackingheragendaincluded
bedbugsinstateparkcabins,elkbasedtourisminwilderareasofthestateandbetterdog
accesstostatelands.(Peoplewanttotakethemeverywhere.)
ButherlargeragendaistoconnectmorePennsylvanianstotheoutdoorsandtobuild
constituencieswithinandoutsidegovernmentthatcaninsulatethestatesnaturalresources
againsttheinevitablepoliticalseesawingofenvironmentalagendas.
SheprintedoutformearemarkablesectionofPennsylvaniasconstitution:Thepeople
havearighttocleanair,purewaterandtothepreservationofthenaturalscenic,historicand
aestheticvaluesoftheenvironment.Itsoftenbeenmarginalizedbylawmakers,butrecentcourt
rulingshaveupheldit.
Howcanwehelpyou?Dunnaskedafterlisteningtoanimpassionedpitchbycitizens
andofficialsfromWilliamsportandLycomingCounty,whichdrainintotheSusquehannas
WestBranch.Theyhad45minutes.
Theyneededmoneyandleadershiptopreserveachoicepieceoflandalongtheriver,
closetothehistoricsiteoftheLittleLeagueWorldSeries.Theimmediatebenefitsarebuffering
stormwaterpollutionpaddlingandcampingaccessandcompletingalocalriverwalk.
Itwouldalsocloseoneofthetop10gapstheDCNRhasidentifiedtoputtingevery
Pennsylvanianwithin15minutesofabiking/hikingtrail.Thetrailinquestionwillstretch400

milesfromLakeOntariototheChesapeake.NewYorkis80percentfinishedestablishingtheir
partdowntheGenesseeRiverValley.
Pennsylvania,Dunnsays,isNo.1or2thenationintrailmiles.Trailsconnectpeopleto
naturetheycanalsobecorridorsallowingwildlifetomigrate.Morethanthat,shesaid,they
bringtogetherenduringconstituenciesfortheenvironment.
Hernextmeetingwouldunderscorewhyweredoingtrailsliketheresnotomorrow.It
waswithanestablishedorganization,the
DelawareandLehighNationalHeritageCorridor
,built
arounda165miletrailusingoldrailandcanalroutes.
SoonitwillconnectPhiladelphiatoWilkesBarre,bridgingtheDelawareRiverand
ChesapeakeBaywatersheds.Thattrailwillbecomealinkinan
EastCoastGreenway
oftrails
connectingKeyWest,FL,toCalais,ME.
ExecutiveDirectorElissaGarofalogottothepoint:werenotgettingfunded.Theresa
budgetimpassebetweenGov.Wolfandthelegislature.Dunnurgedthem:Lobbyyour
legislatorstellthemtocomeupwithabudget(onehaspassedsincethatmeeting).
Thatevening,shetoldalocalLeagueofWomenVotersgroupthatPennsylvaniawillbea
minoritywhitestateby2050.BuildingdiversitywithinDCNRandadaptingourparkstomore
diversecommunitiesarecritical.
Anequallybigchange,theclimate,meansprotectingenoughoflargelandscapesso
plantsandanimalscanmigratetosurvive.
BackatthehouseinCampHillthatsheandhusband,Craig,havesharedfor24years,I
checkedthegaragetoseehowthesecretaryswellknownaddictioniscomingalong.Insidearea
halfdozencanoes,includinganewultralight.Moreresideonracksinthesideyard.Andtheres

,thereareapproximatelyonemillionvisitsto
thetrailannuallyforrecreationalpurposes.Trailuserswillpassdirectlythroughthisscenic
protectedareathathostsforestedslopesandmarshes.
Beyonditsscenicandrecreationalvalue,thepropertyincludesecologicallyimportant

WNSprimarilykillsduringthewinter,but
thetrueimpactofWNSonbatpopulationscannotbedeterminedusingestimatesfromwinter
hibernaculaalone,saidNateZalik,awildlifebiologistfortheGameCommission.
PennsylvanianscanhelpusmorefullygaugetheimpactofWNSbyconductingabatcountthis
summer.Weareespeciallyurgingpeoplewhohavepreviouslyconductedabatcountforthe
GameCommissiontoparticipateagainthisyear.Sitesmonitoredformanyyearsarevaluablein
assessingbatpopulationtrends.However,wealsoareinterestedinreceivingreportsfromnew
surveyorsandsites,asidentifyingthelocationandsizeofcoloniesofWNSsurvivorsis
important.
Thelittlebrownbatandthebigbrownbatarethetwospeciesthatmostoftenuse
buildingsastheirsummerroosts,Zaliksaid.Abandonedhouses,barns,churchsteeples,
roostingstructuresconstructedspecificallyforbats,andevencurrentlyoccupiedstructurescan
provideasummerhometofemalebatsandtheiryoung.
Zaliknotedthatthefieldworkisntdifficulttodo,andPennsylvanianscanplayahuge
roleinhelpingtheGameCommissiongetabetterunderstandingofwhatishappeningtobats
thissummer.
Werelookingforsomehelp,andwehopeyoullconsiderbecomingpartofthe
