equalprotectionofthelaw.Allareentitledtoequalprotectionagainstanydiscrimination
inviolationofthisDeclarationandagainstanyincitementtosuchdiscrimination.

Article8:Everyonehastherighttoaneffectiveremedybythecompetentnational
tribunalsforactsviolatingthefundamentalrightsgrantedhimbytheconstitutionorby

Article9:Nooneshallbesubjectedtoarbitraryarrest,detentionorexile.

Noonecanbearrestedorexiledwithoutanycauseforsuspicionorevidence.

Article10:Everyoneisentitledinfullequalitytoafairandpublichearingbyan
independentandimpartialtribunal,inthedeterminationofhisrightsandobligationsand
ofanycriminalchargeagainsthim.

Everyonehastherighttoafairandpublictrialbyanimpartialjudge.

Article11:(1)Everyonechargedwithapenaloffencehastherighttobepresumed
innocentuntilprovedguiltyaccordingtolawinapublictrialatwhichhehashadallthe
guaranteesnecessaryforhisdefence.(2)Nooneshallbeheldguiltyofanypenal
offenceonaccountofanyactoromissionwhichdidnotconstituteapenaloffence,
undernationalorinternationallaw,atthetimewhenitwascommitted.Norshalla
heavierpenaltybeimposedthantheonethatwasapplicableatthetimethepenal
offencewascommitted.

Everyoneisconsideredinnocentuntilprovenguilty,andnoonecanbeheld
guiltyforanoffensethatwasntcriminalwhentheycommittedit,norcantheybe
heldtoastricterpunishmentthantherewaswhentheycommittedthecrime.


Article12:Nooneshallbesubjectedtoarbitraryinterferencewithhisprivacy,family,
homeorcorrespondence,nortoattacksuponhishonourandreputation.Everyonehas
therighttotheprotectionofthelawagainstsuchinterferenceorattacks.

Noonecanhavetheirprivacy,family,home,orcorrespondenceinterferedwith
withoutduecause.

Article13:(1)Everyonehastherighttofreedomofmovementandresidencewithinthe
bordersofeachState.(2)Everyonehastherighttoleaveanycountry,includinghis
own,andtoreturntohiscountry.

Everyonehastherighttomovewithintheirstates,andtoleaveandreturntotheir
countryatwill.

Article14:(1)Everyonehastherighttoseekandtoenjoyinothercountriesasylum
frompersecution.(2)Thisrightmaynotbeinvokedinthecaseofprosecutions
genuinelyarisingfromnonpoliticalcrimesorfromactscontrarytothepurposesand
principlesoftheUnitedNations.

Everyonehastherighttostayinothercountriestoavoidpersecution,solongas
theprosecutionsdonotinvolveactsthatgoagainsttheprinciplesoftheUnited
Nations.

Article15:(1)Everyonehastherighttoanationality.(2)Nooneshallbearbitrarily
deprivedofhisnationalitynordeniedtherighttochangehisnationality.

Everyonehastherighttotheirownnationality.

Article16:(1)Menandwomenoffullage,withoutanylimitationduetorace,nationality
orreligion,havetherighttomarryandtofoundafamily.Theyareentitledtoequal
rightsastomarriage,duringmarriageandatitsdissolution.(2)Marriageshallbe
enteredintoonlywiththefreeandfullconsentoftheintendingspouses.(3)Thefamily
isthenaturalandfundamentalgroupunitofsocietyandisentitledtoprotectionby
societyandtheState.

andcannotbeforcedintomarriagewithouttheirconsent.

withothers.(2)Nooneshallbearbitrarilydeprivedofhisproperty.

withoutduecause.

Article18:Everyonehastherighttofreedomofthought,conscienceandreligionthis
rightincludesfreedomtochangehisreligionorbelief,andfreedom,eitheraloneorin
communitywithothersandinpublicorprivate,tomanifesthisreligionorbeliefin
teaching,practice,worshipandobservance.

Everyonehastherighttofreedomoftheirownthoughtsandreligion,including

includesfreedomtoholdopinionswithoutinterferenceandtoseek,receiveandimpart

(2)Noonemaybecompelledtobelongtoanassociation.

Article21(1):Everyonehastherighttotakepartinthegovernmentofhiscountry,
directlyorthroughfreelychosenrepresentatives.(2)Everyonehastherighttoequal
accesstopublicserviceinhiscountry.(3)Thewillofthepeopleshallbethebasisof

theauthorityofgovernmentthiswillshallbeexpressedinperiodicandgenuine
electionswhichshallbebyuniversalandequalsuffrageandshallbeheldbysecret
voteorbyequivalentfreevotingprocedures.

Everyonehastherighttotakepartingovernment,andthewillofthepeopleis
thebasisofallauthorityingovernment.

Article22:Everyone,asamemberofsociety,hastherighttosocialsecurityandis
entitledtorealization,throughnationaleffortandinternationalcooperationandin
accordancewiththeorganizationandresourcesofeachState,oftheeconomic,social
andculturalrightsindispensableforhisdignityandthefreedevelopmentofhis

Article25:(1)Everyonehastherighttoastandardoflivingadequateforthehealthand
wellbeingofhimselfandofhisfamily,includingfood,clothing,housingandmedical

careandnecessarysocialservices,andtherighttosecurityintheeventof
unemployment,sickness,disability,widowhood,oldageorotherlackoflivelihoodin
circumstancesbeyondhiscontrol.(2)Motherhoodandchildhoodareentitledtospecial
careandassistance.Allchildren,whetherborninoroutofwedlock,shallenjoythe
samesocialprotection.

Everyonehastherighttoanadequatestandardofliving,includingclothing,food,
medicalcare,andhousing,andmothersandchildrenhavetherighttospecial
careorassistance.

Article26:(1)Everyonehastherighttoeducation.Educationshallbefree,atleastin
theelementaryandfundamentalstages.Elementaryeducationshallbecompulsory.
Technicalandprofessionaleducationshallbemadegenerallyavailableandhigher
educationshallbeequallyaccessibletoallonthebasisofmerit.(2)Educationshallbe
directedtothefulldevelopmentofthehumanpersonalityandtothestrengtheningof
respectforhumanrightsandfundamentalfreedoms.Itshallpromoteunderstanding,
toleranceandfriendshipamongallnations,racialorreligiousgroups,andshallfurther
theactivitiesoftheUnitedNationsforthemaintenanceofpeace.(3)Parentshavea
priorrighttochoosethekindofeducationthatshallbegiventotheirchildren.

Everyonehastherighttofreeelementaryeducation,andparentshavearightto
choosethetypeofeducationthattheirchildrenreceive.

Article27:(1)Everyonehastherightfreelytoparticipateintheculturallifeofthe
community,toenjoytheartsandtoshareinscientificadvancementanditsbenefits.(2)
Everyonehastherighttotheprotectionofthemoralandmaterialinterestsresulting

Article28:Everyoneisentitledtoasocialandinternationalorderinwhichtherightsand
freedomssetforthinthisDeclarationcanbefullyrealized.

Article29:(1)Everyonehasdutiestothecommunityinwhichalonethefreeandfull
developmentofhispersonalityispossible.(2)Intheexerciseofhisrightsand
freedoms,everyoneshallbesubjectonlytosuchlimitationsasaredeterminedbylaw
solelyforthepurposeofsecuringduerecognitionandrespectfortherightsand
freedomsofothersandofmeetingthejustrequirementsofmorality,publicorderand
thegeneralwelfareinademocraticsociety.(3)Theserightsandfreedomsmayinno
casebeexercisedcontrarytothepurposesandprinciplesoftheUnitedNations.

Article30:NothinginthisDeclarationmaybeinterpretedasimplyingforanyState,

NothinginthisDeclarationcanbeconsideredtoimplythatanyoneshould
performanyactwiththeintentofdestructionofrightsorfreedoms.
