Load Balancing from UMTS to GSM

Currently, I have configured DRD and LDR on UMTS cells. However, this last one (LDR algorithm) takes actions slowly and cells are always
congested.
- PUC is a good algorithm, but it just works between interfrequency cells.
Do you know another way to balance traffic load between interRAT cells before UE accesses an UTRAN cell?

Disable intersystem 2G->3G HO for CS service if active
