Dr. Sarkar has over seventeen years of in-depth experience of carrying out Environmental Impact
Assessment (EIA) Studies, developing Environmental Management Plans and Sectoral
Environmental Studies for roads, highways, bridges and other projects and also carried out the Water
Pollution Studies, Air Pollution Monitoring; Urban Environmental Mapping and Studies on Biological
Environments.
He has a proven record of working on large projects in roads and highways sector as an Environmental
Expert. Most of the projects were funded by multilateral international funding agencies like World Bank,
Asian Development Bank, USAID, Japan International Cooperation Agency etc. He had extensively used
World Bank and ADB guidelines for carrying out most of his environmental projects and possesses
profound knowledge of the same.

As an Environmental Specialist, responsible for assisting the Client in
establishing a system and training staff to monitor the projects environmental
indicators, review the data collected for the slum rehabilitation, solid waste
management, pond and water-bodies beautification and to evaluate the
effectiveness with which the environmental mitigation and monitoring measures
are implemented, and recommend action to be taken.

Preparation of Feasibility and DPR for Rehabilitation and Upgrading of


4-/6 lane divided carriageway configuration of National Highways under
North-South and East-West Corridors (Phase II) Package: C-II A/6Andhra Pradesh (Kottakata to Kurnool section on NH-7 from Km 133/0
to Km 211/0) (Time Spend- 5 Man-months)
As an Environmental Specialist, was involved to identify those stretches with
little or no potential impacts and hence require limited environmental analysis.
To collect the baseline data including primary and secondary for air, noise,
water, soil (physical and biological resources). To prepare the impact
assessment and management plan and to address the likely environmental
impact due to the proposed project both direct and indirect. To suggest the
mitigation measures in respect of road sections and monitoring plan.

March 2002-May 2003 Independent Review and Consolidation of `EMP AND EIA for Allahabad
Bypass Project- NH-2, World Bank funded, (Time Spend - 2 Man-months)
As an Environmental Expert, he had been involved in the overall coordination
and management for the independent review and consolidation of EMP and EIA
for Allahabad Bypass Project- NH-2. It aims to review the process and outputs
of the Project Consultant in conducting social and environmental assessment
and evaluates whether these concerns have been adequately addressed and
integrated in the project engineering design and implementation plans.

National Highway Corridor Public Private Partnership (PPP) (ADB TA)

As Environmental Specialist, responsible for review of feasibility studies of
preliminary project Report of screening and Initial Environment Examination
(IEE),and prepare summary reports on Initial Environmental Examination
(IEE)/Environmental Impact Assessment (EIA), mitigation measures,
monitoring methods of air, water and noise pollution quality for the five road
section (NH8B, 8A, 15 and 14) from Porbandar-Dessa (Gujarat) covering 506
km of National Highways in the state of Gujrat.

As an Environmental Expert, he had been responsible for carrying out
Environmental Impact Assessment to study the environmental effects due the

for leading a team of environmental engineers for baseline data collection,

As an Environmental Expert, had been responsible for carrying out
Environmental Impact Assessment to study the environmental effects due the
construction of road connecting the ports in New Mangalore. He was also
responsible for leading a team of environmental engineers for baseline data
collection, environmental analysis, analysis of alternatives, preparation of
environmental mitigation and monitoring plans, environmental safety plans
during construction, interaction with various officials of government agencies.
He also prepared Environmental Management Plan and reports had submitted
accordingly.

Solid Waste Management Study for Four Tourist Centres in Tamil Nadu
(Time Spend -4months)
As an Environmental Expert, he was responsible for carrying out
Environmental Impact Assessment, data collection, assessment and testing of
quality of waste, situational analysis on bio-medical and industrial waste,
mechanism of collection, transportation and disposal of hazardous waste and
development options. Also assist the team leader in the day-to-day matters

Feb 2000- April 2000 Environmental Impact Assessment and Resettlement Action Plan for
Ludhiana Moga -Khanna Nawanshahar Road Project, Punjab (Time
Spend-2 months)
As an Environmental Specialist, he had been responsible for preparation of
detailed Environmental Impact Assessment and Social Assessment of the
selected section of the major roads in Ludhiana, Punjab. He had been responsible
for collection of environmental data, laboratory testing and analysis of materials
and also for preparation of EIA and RAP as per the Standard Guidelines and
preparation of reports for the submission. He also prepared Detailed Post Project
Monitoring Plan.

Environmental Impact Assessment and Resettlement Action Plan Savli Chhayappuri Railway Over Bridge, Gujarat (Time Spent- 2 months)
As Environmental Specialist, he had been responsible for the preparation of
detailed Environmental Impact Assessment for the selected section of the major
Bridge in Savli-Chhayappuri, Gujarat. He had also been involved in preparation
of Resettlement Action Plan for the affected people. He led a team of
Environmental and Social experts for collection and analysis of data, interaction
with the concerned department for environmental clearance.

World Bank.

As an Environmental Expert, he assisted the Environmental Planning
Specialist in environmental analysis of the Water Supply and Sanitation
schemes.Focused on the assessment of regional variations in hydrology,
hydro-geology and the impact of nature of water resources on RWSES,
identification of effective approaches to integrate water, sanitation and
hygiene education interventions to improve overall public health benefits,
current hygiene practices in rural UP and identify key areas and approaches
for hygiene improvement.

He had also been involved in the preparation of Rapid EIA report for Orient
Cement Ltd., Dist- Sambhupura, M.P. and Environmental Management
Plan for the Mining Plant of ABG Cement Limited, Dist-Kachch, Gujarat
(Indian Bureau of Mines).
The Rapid EIA Study for Orient Cement Ltd. included:
Collection of baseline data for existing environmental condition - land use
pattern, air, water, soil and noise quality and ecological survey.
Impact Assessment through Environmental Matrix - positive and negative
impact of construction and operation phases of the proposed project.
Widening of the National Highway (NH-8) (Alwar-Delhi) at Kothal Hills
(Aravali range) Alwar, Rajasthan (Asian Development Bank funded)
As an Environmental Specialist, he was involved in the Environmental Impact
Assessment study and also responsible for base line data collection,
environmental analysis, evaluation of impacts and preparation of Management
and Monitoring plan.

As an Ecologist, he was involved in the project of Phyto-sociological study for
vegetation and animal species around the zone. He was also responsible for
leading a team of experts for collection and analysis of data and preparation of

As an Ecologist, he was responsible for the water quality improvement, water
supply situation, ambient air quality, noise level, traffic volume and land use
pattern of the hilly town of Dehra-Dun , Uttar Pradesh.

During this period, he was involved in carrying out Environmental Impact


Assessment Study and Preparation of Environmental Management Plan.
He also interacted with the concerned department of Ministry of Forest and
Environment to get the environmental clearance for infrastructure related
projects.

Amli Limestone deposits (1.2 million TPA) at Sirohi Dist of Rajasthan

Main objectives of the projects were:


To asses the existing status of the environment on air, ground and surface
water, soil quality, noise level, flora & fauna (terrestrial and aquatic), use of
satellite imagery, land use pattern and socio-economic parameters.
To predict the possible adverse impacts on the air quality by use of modeling
techniques of the proposed project (green-field).
To prepare an EMP for the protection, mitigation and improvement of the
environment through green belt program in the study area.

As an Environmental Scientist, he had been involved in the Air Quality study


of different industries (large and medium sized).

horticulture, floriculture techniques for Bonshai (dwarf size) plant, glass-house

Sept 1983- Sept 1988

During the Research activities in the University and Research Institute as a


Research Fellow, he was involved in the following project:
University Grants Commission's (UGC), New Delhi financial supported
project (Burdwan University)-Pilot project on Azolla pinnata (aquatic fern)
had been cultivated in the polluted water of Banka Stream and experimented
in the rice-field as a source of bio fertilizer.
Financially supported project of B.S.I.P. Lucknow (Ph.D work) by Department
of Science and Technology, New Delhi.
For Ph.D thesis he was involved in the study of "Biological life of Vindhyan
succession exposed at Rohtas District, Bihar" and he had recorded the microorganism (i.e. Blue-green algae, stromatolite, achritarch) and trace- fossils from
the rock-bed (mainly lime-stone and carbonaceous shale) and determined the
age of the rock (middle-Proterozoic) through physical and biological evidences.
