national government and local state governments that are connected to one
another by the national government. Some areas of public life are under the
control of the national government, and some areas are under control of the
local governments. For this reason, cop films like to create drama by making
the federal government and local government bump heads over who should
be investigating the crime at hand. Federal government systems usually have
a constitution that specifies what areas of public life the national government
will take control over and what areas of public life the state governments will
take control over.
This entry gives the basic form of government. Definitions of the major
governmental terms are as follows. (Note that for some countries more than
one definition applies.):
Democratic republic - a state in which the supreme power rests in the body of
citizens entitled to vote for officers and representatives responsible to them.
Federal republic - a state in which the powers of the central government are
restricted and in which the component parts (states, colonies, or provinces)
retain a degree of self-government; ultimate sovereign power rests with the
voters who chose their governmental representatives.

The Philippines is a democratic republic with an executive, legislative and judicial branch.
The elected president serves as both the head of state and the head of government. The
legislative branch has two bodies; the upper chamber is the Senate and the lower chamber is
the House of Representatives.
The judicial branch of the Philippines' government includes a Supreme Court, a
Court of Appeals and a Regional Trial Court. In addition to the president, the
executive branch includes a vice president, a cabinet and executive departments.
The office of the Ombudsman monitors all three of the branches of government.
Administrative divisions consist of autonomous regions, provinces and independent
cities, municipalities and component cities and barangays, the smallest
administrative division.
