ofinterlinkingsurveillancetechnologies.

AndearlierthisyearasecuritycompanyinOhiochippedtwoofitsemployeestoallowthemtoentera
securearea.Theglassencasedchipswereplantedintherecipients'upperrightarmsand'read'bya
devicesimilartoacreditcardreader.
IntheirReportontheSurveillanceSociety,theauthorsnowwarn:"Thecallforeveryonetobe
implantedisnowbeingseriouslydebated."
TheauthorsalsohighlighttheGovernment'shugeenthusiasmforCCTV,pointingoutthatduringthe
1990stheHomeOfficespent78percentofitscrimepreventionbudgetatotalof500millionon
installingthecameras.
Therearenow4.2millionCCTVcamerasinBritainandtheaverageBritoniscaughtoncameraan
astonishing300timeseveryday.
ThishugeenthusiasmcomesdespiteofficialHomeOfficestatisticsshowingthatCCTVcamerashave
'littleeffectoncrimelevels'.

HSBC,NatWestandtheRoyalBankofScotlandoverclaimstheydumpedsensitivecustomerdetailsin
thestreet,said:"Manyoftheseschemesarepublicsectordriven,andtheindividualhasnochoiceover
whetherornottotakepart."
"Peoplearebeingscrutinisedandhavingtheirlivestracked,andarenotevenawareofit."
Hehasalsovoicedhisconcernabouttheconsequencesofcompanies,orGovernmentagencies,
buildinguptoomuchpersonalinformationaboutsomeone.
Hesaid:"Itcanstigmatisepeople.Ihaveworriesabouttechnologybeingusedtoidentifyclassesof
peoplewhopresentsomekindofrisktosociety.AndIthinktherearerealanxietiesaboutthat."
YesterdayaspokesmanforcivillibertiescampaignersLibertysaid:"Wehavegotnothingaboutthese
surveillancetechnologiesinthemselves,butitistheirpotentialusesaboutwhichtherearelegitimate
fears.Unlesstheirusesareregulatedproperly,peoplereallycouldfindthemselveslivingina
surveillancesociety.
"Thereisaratherscaryunderlyingfeelingthatpeoplemayworrythatthesemicrochipsarelessabout
beingahumanbeingthanbecomingabarcodedproduct."
