Nassau Countys Red Light Camera Program (the Program) was designed to enhance
public safety by reducing the number of automobile crashes attributed to drivers running
red lights. For the years 2004 through 2008, more than 46,000 crashes were reported
at intersections where a traffic control device existed. As a result of these intersection
crashes, more than 27,000 people were injured and 114 people were killed. Red light
running accounted for 20% of all roadway crashes as well as 36% of the total number of
injuries and 15% of the total fatalities. Since the installation of the first Red Light
Camera in 2009, Nassau County has seen a reduction in serious injuries and fatalities
attributed to these types of crashes.
Nassau County first began exploring the program in 2003 in order to address the number
of crashes at intersections as a result of drivers ignoring traffic control devices.
Recognizing that red light running crashes, typically categorized as side and/or head-on,
are the cause of more severe injuries and fatalities, Nassau County created a committee
to explore the use of Red Light Cameras (RLC) at intersections. The committee consisted
of individuals representing the Nassau County Traffic Safety Board (NCTSB), Nassau
County Department of Public Works Traffic Engineering, and the Nassau County Traffic
and Parking Violations Agency (TPVA). This committee continues to meet to select future
locations and monitor existing locations. See appendix D for selection criteria.
Crash data is collected by Traffic Safety as made available by the Nassau County Police
Department and New York State Department of Transportation. This data is used to
identify high crash locations in order to determine RLC placement. The committee then
meets to select locations from this data. When the original location list was produced, the
locations were limited to county roads only, outside of incorporated village or city lines.
As the program was implemented a second analysis was made, which then included
crash locations on state roads and within incorporated village/city lines, to produce a
complete county-wide listing of red light running crashes.
Since the implementation of the program, traffic volume has increased throughout Nassau
County. There are over one million vehicles registered in Nassau County as well as an
additional one million vehicles registered in Suffolk County. Despite this, the program
continues to improve drivers awareness of the importance to stop for Red Lights and
drive safer. As a result, the program statistics show that overall crashes and injuries have
decreased.
With the end of the fifth year of operation for many of our RLC locations, statistics have
shown reductions in crashes for each year of operation. Since the program began there
was an overall crash reduction of 9% for the first year of operation. There has been an
additional 21% reduction for the second year, a 26% reduction in third year, a 31%
decrease in fourth year and back to a 29% overall crash reduction in the fifth year*. Of
note, the number of rear end crashes at the majority of RLC locations did not increase.
Almost every category of crash type has seen an improvement in crashes since program
implementation. Rear end crashes, head on crashes and overall crash categories have
been reduced. Appendix B shows the breakdown of the accident type by rear end, side

impact and head on. The chart further displays the increase or decrease of each type of
accident and the comparison that each type of accident represented by percentage of the
total number of accidents for the time prior to installation and the time after.

Awareness of the Program educates the Public to the inherent danger of failing to obey
a traffic control signal thus having had a positive impact on safety at these locations. The
Program has resulted in a decrease of Red Light running at intersections where cameras
are located. For 2014 there were no reported fatalities at any of the RLC intersections.
Studies conducted on RLC programs similar to the Nassau County Program have been
made by the Insurance Institute for Highway Safety. The Institute, a well-recognized,
nonprofit, scientific and educational organization dedicated to reducing the losses from
crashes on the nations highways, in a May 2008 report concluded that cameras reduce
red light violations by 40-50 percent.
The Nassau County RLC program has observed a 65% reduction in the number of events
captured and a 59% decrease in the issuance of NOLs at RLC monitored intersections.
The numbers are derived by using data from the first full production year through to the
end of the 2014 year at each intersection. Appendix C contains the data providing the
analysis.
As already shown, the number of crashes at RLC locations has decreased. There have
been no fatal crashes reported at any Red Light Camera location for the period of 2010
through 2014. For the years 2012, 2013 and 2014 additional locations were added as
part of a Phase II expansion of RLC. As more locations and approaches are added there
should be an additional reduction in crashes that will help keep Nassau County roadways
safe.

In 2009, the New York State Legislature enacted legislation that allowed Nassau County
to establish a demonstration program to install photo violation monitoring devices to
record vehicles going through red light signals at up to 50 intersections. Using the
established location list, the committee selected locations. Nassau County issued an
RFP for the Program requiring that the selected vendor would provide services to include
the construction of a camera system at selected intersection approaches, the collection
of the images and videos of violations, and the mailing of citations upon TPVAs validation
to issue a Notice of Liability (NOL).
In the spring of 2012, NYS and Nassau County amended the original RLC legislation to
add an additional 50 intersections, thereby allowing a total of 100 intersections to be
monitored by the Program. Phase I represents the first (original) intersections based upon
the 2009 legislation and Phase II represents the additional 50 intersections allowed by
the 2012 legislative amendment.
On August 6, 2009, construction at the first three intersections was completed and the
cameras were placed into operation. By the end of 2010, 40 intersections were in
operation, utilizing a total of 116 camera systems. By the end of March 2011, Phase I
was completed comprising of 50 intersections, with 152 cameras in operation. By the end
of 2012, there were a total of 170 cameras in operation at 57 intersections. By the end of
2013 there were a total of 209 cameras in operation at 68 intersections. By the end of
2014 there were a total of 223 cameras in operation at 72 intersections. Each system
includes a camera capturing a digital image, a video camera capturing the movement of
the violation and a flash device to allow for clear photo capture.
For the 2014 calendar year 899,661 events were captured, which led to 399,739 NOLs
being issued. The total number of NOLs paid (as of 1/28/15) was 349,633. Total fines
paid for the first notice was $23.2m.

The RLC program generated $33.8m (including collection fees, bounced check fees,
Driver Responsibility fees and other administrative fees).

When a violation is issued, the motorist is given the option to admit liability or appear in
court to challenge the violation. When a motorist appears for a scheduled RLC violation
hearing, they are offered the opportunity to review the video prior to a hearing. Many
motorists will admit liability and pay their fine after reviewing the video without the
necessity of a formal hearing. If a motorist chooses to have a RLC violation hearing, they
are given the same attention and respect as any other hearing or trial conducted by TPVA.
In 2014, including those that paid their fine after reviewing the violation video,
approximately 4,619 requests for hearings were made. Of these requests, 1,085 had
hearings. Of the hearings held, 946 motorists were found in violation and 139 were found
not liable as a result of a hearing. There was approximately $153,760 in fines collected
at the conclusion of the hearings. Motorists who requested a hearing but failed to appear,
a default conviction was subsequently filed against the vehicles registered owner.
The cameras, which photograph the rear of the vehicle, are constructed fifty to one
hundred fifty feet before the stop line. When a violation occurs, both a digital image and
a video of the violation is captured.
For Phase I equipment, when the traffic signal turns red, two wireless transmitting sensors
placed just before the stop line in each lane of traffic covered by the camera system are
triggered. These sensors are activated by the change from the green traffic light to amber
sequence. For Phase II equipment, the use of radar sensing coupled with more effective
and efficient hardware (cameras and strobes), helped to reduce the number of false
events. A series of images are taken of the vehicle crossing the stop line after the signal
turns red. In addition, a video of the violation captures the event from the change of the
sequence of lights changing and the violation of passing through the red. The cameras
are in operation 7 days a week, 24 hours per day.
The wireless retrieval from the camera system was able to flow from the vendor to the
operations at TPVA for its validation. Issuance and mailing of the citation was
successfully sent to the violator and ultimately the violation payment was received.
A NOL is issued to the vehicle registrant for each violation showing images of the rear of
the vehicle passing the stop line and into the intersection. The NOL, the equivalent of a
parking ticket, charges the vehicle registrant a fine of $50, but points are not assessed
against their drivers license. The NOL will include information on the vehicles speed
through the intersection, the date and time of the violation, the duration of the amber
signal prior to turning red and the duration of the red signal prior to the vehicle crossing
the stop line.

At the time of a photo and video capture, the images of the violations are downloaded by
the vendor. These images are initially reviewed by the vendor to ascertain compliance
with Nassau County business rules and then by County TPVA workers for the issuance
of a NOL. The vendor for the Program provides the construction of the RLC system, the
maintenance of the RLC systems, image/video retrieval, the transmission of the
images/video to TPVA, a call center for inbound calls, the mailing of the NOLs upon
TPVA certification and approval, additional correspondence and some collection of the
fines for the program. For 2014, the program contract (includes collection contract)
expenses were $8.1m.

*Side impact crashes fall within two categories; the T-bone/90 degree crash and
those that are a result of passing/sideswipes. The overall number of side impact
crashes has been reduced as drivers are recognizing the yellow signal to prepare to
stop and by not entering intersections after the red signal is displayed. Head On
crashes have also seen an overall reduction since the implementation of the
program. The nature of Other crashes are those that have not been coded on
crash reports. While an increase of 2% in overall accidents was observed from the
fourth year of the program to the fifth year, it is believed that the main increase is
due to the other category. Many accident reports that are self-reported, fail to
categorize properly the type of impact. If not properly coded, it falls into the other
category.

Appendix D Site Selection

Site Selection Criteria


Intersections are chosen by using the various criteria:
Accident Data accident data compiled from Nassau County Police Department
and various city/village Police Department MV104A accident report forms.
VIMS Analysis Vehicle Incident Mobility Study A study of a specific location
that identifies the number of violations occurring during a sample time.
SLSS Analysis Site Location Selection System Statistical analysis that
incorporates variables such as accident data, road geometry, congestion,
proximity to other Photo Enforcement Equipment, and other variable factors to
identify locations of interest.
Residential/Commercial Determines placement in a residential or a commercial
location. Consideration is given to residents so that there is minimal impact on
where the equipment is installed.
Number of Approaches for viable installation at each intersection Not all
approaches at a specific intersection are automatically equipped. Equipment is
installed where monitoring will provide the greatest impact on safety.
Proximity of other RLC equipped intersections due to the current limitation in
the number of intersections that can be monitored, analysis is conducted to
provide a countywide monitoring program.
