Introduction of Speaker
Name: Pinaki Ghosh
Occupation: Consultant
Contact: pinak@utexas.edu / 5125772170
Residence: District 1
Ex Commissioner for Community Technology and Telecommunication
Commission (CTTC)
Date of Resignation: March 31st, 2016
Reason of Resignation: To protest against corruption in TARA* /CTTC**
*TARA Telecommunication and Regulatory Affairs ** Community Technology and Telecommunication Commission

Why we are here (what I will demonstrate)

Citizens lost out the rights of citizen to get things like better cellular
connection, better IT service lost out because some commission
members decided to use the commission as a platform for personal
gains by receiving gifts.
It is not that Mr. Williams just took gifts but Mr. Williams went out of
his way to sabotaged commission workgroups to deliberately harm
citizens interest to pursue his own interest and perks through the
commission

Primary Ethics Complains (1/6)

Exhibit 7, 9, 9a

Commissioner Lemuel Williams (chairman of CTTC) send out an email

to a external private company SXSW LLC requesting for 4 SXSW tickets
I would like to ask if it is possible this
year you are able to provide several
badges for 3 commission women
and myself for SXSW?

This violates the following city codes

2-7-62 (G),(I)
2-1-24 (C)
2-7-72-(G)

City clerk, City Legal or most of the other commissioners were not informed
Four commission members colluded to keep it hidden from other commission members.
Mr. Williams ensures that nobody else is copied in his email while asking for the badges
Mr. Williams is asking for badges for himself specifically himself.
Mr. Williams had received these tickets last year also but did not mention that before inviting Mr.
Forest which is clear conflict of interest considering SXSW gets few millions dollars from the city
every year.

$4800

Facts about SXSW

It is a private company with multiple franchises in Austin and other cities (its a
franchise) with SXSW as its trade mark.
It has a large business relationship with COA defined by an ordnance which helps
Exhibit 25
it to get a large number of waiver of fees
SXSW sells multiple commodities and the badges are their biggest commodity.
These badges are equivalent to cash dollars

Exhibit 23

The badges which were valued at $1195 and were discounted to $0

From SXSW ticket emails

Lost or stolen badges will not be replaced. A replacement badge can be

purchased at $1295 for continued access to conference events, including

Exhibit 7, 9, 9a

I would like to ask if it is possible this
year you are able to provide several
badges for 3 commission women
and myself for SXSW?

This violates city code

2-7-62 (G)
2-7-64 (A)(C)
2-7-72-(G)
2-1-43 (B), (C), (D)

One city employee lost his job for just creating a training to work with women council members
Here Lemuel Williams is creating a segregation policy with a deliberate will to create influence which
often came in handy during voting
Mr. Williams is trying to create a inequity to keep control over the commission.

Other Gift Recipients

Exhibit 8, 9, 24

Ms. Narissa Johnson Vice Chair - Garza

Mrs. Virgilia Singh - Adler
Mrs. Angella Newell (Government Employee) Tovo
All of them went through Ethics training and knew that taking gift is unethical so they just forgot to
mention it to heir Council Members and the Mayor

As far as singling out the women mentioned in the complaint, I asked everyone after the meeting

what my intention is going to be to solicit SXSW for these passes and majority of everyone
declined and Mr. Pinaki chose not to take part in any conversation. - Lemuel Williams

below this harms the brand equity of other commissioners

civility and invalidates somebodys ability to run
any board or commission.

This shows the disregard that Mr. Williams has towards the other commission member

disclose before inviting Mr. Forest to the commission

external entity without any authority

am looking to identify the next group
of leaders

This violates city code

2-7-66

Mr. Williams does not even understand the boundaries of his power as a commissioner and he has
no authority to chose a leader. It is chosen by the commission members.
Mr. Williams has the audacity to discuss that with an external agent who is getting lots of benefits
from city.

comment
public!

What can we do?

I will request City Ethics Committee to request the city prosecutor or District
Attorney to pick up this case since in Exhibit 14 Lemuel Williams Admits
everything and its over $5000 in 2 years
Under 2-7-47 and 2-7-67 this case should be directed to city persecution
Putting me in a prosecutorial position will not be fair
