To ensure active public participation and to provide an opportunity for your input in
environmental decision-making, the Mississippi Department of Environmental Quality
(MDEQ) is coordinating with your community to discuss any issues or concerns related
to a proposed Municipal Solid Waste (MSW) Landfill known as North County Line
Landfill which has been proposed for Madison County.

Enclosed you will find an Informational Brochure about the proposed North County Line
Landfill and a community survey. The brochure will provide basic information about the
proposed MSW Landfill, located within one mile of your home or property, along with
frequently asked questions related to the North County Line Landfill. The community
survey will provide our office with much needed answers so that we can begin
addressing the community's concerns and issues regarding the proposed MSW Landfill.

On June 17, 2010, the MDEQ will conduct a Community Meeting from 6:30 p.m. to 8:00
p.m. at Potter's House Fellowship Baptist Church, 3285 W. County Line Road, Jackson,
MS to discuss any concerns and issues raised by the community. If you are unable to
attend the community meeting, but have issues or concerns not included on your survey
that you would like discussed at the meeting, please contact us at (601) 961-5025 or
(601)961-5117.

Your participation in this process is vital to ensure all community concerns have been
heard. Please complete the North County Line Landfill Survey and return the survey in
the enclosed self-addressed, stamped envelope by June 10, 2010.

We appreciate your cooperation and apparent concern for human health and the
environment. Should you have any questions or comments, please contact Lynn
Chambers at (601) 961 -5117 or myself at (601) 961 -5025.

Sincerely,
