Rising Sun Judged in AIB Competition
Judges from America in Bloom were in town for the national judging on Monday
June 15 and Tuesday June 16th. Jana Hattenhorn from California and Bill Hahn from
Akron/Canton Ohio reviewed the eight categories in the America in Bloom judging
as they surveyed the City of Rising Sun. The America in Bloom committee ended the
judges two day visit with a dinner at Heritage Hall, and invited the America in Bloom
committees from Aurora and Greendale to join them for the event.
Both judges had positive comments about our town. Jana, who had previously
judge Rising Sun in 2005 liked the improvements that she saw over the years: more
painted pots, the completed wastewater treatment facility, and the expanded
riverfront.
The Rising Sun America in Bloom committee would like to thank Barb
Anderson at Riviera Suites for her warm hospitality during the judges stay, Tim Cole
at the Grand Victoria Links golf course for taking the time to talk about turf at the
golf course, Mike Northcutt for assisting while the judges were in town, and a big
thanks to Paul Bovard and the entire Rising Sun Street Department for their help in

Boy Scouts Host RiverSweep 2008
Boy Scout Troop 605 hosted Rising Suns RiverSweep 2008
on the weekend of June 21st and 22nd. Thanks go to Troop
Leader Armand Arce and his wife Sandra for their leadership
role. Also special thanks to long-time RiverSweep
chairpersons Bill and Kathy Ruch for assisting with lunch.
A number of community members turned out to volunteer
with the cleanup.
RiverSweep is a riverbank cleanup of the Ohio River
and its tributaries encompassing the entire length of the
river, from its origin at Pittsburgh to its end at Cairo, IL. This
includes all 1,962 miles of shoreline and many tributaries
in Illinois, Indiana, Ohio, Kentucky, West Virginia, and
Pennsylvania.
Since 1989, RiverSweep has been organized by the
Ohio River Valley Water Sanitation Commission, an interstate
water pollution agency for the Ohio River Valley, along with
environmental protection and natural resource agencies from
Illinois, Indiana, Ohio, Kentucky, West Virginia, and
Pennsylvania. ORSANCO operates monitoring programs to
check for pollutants and toxins that may interfere with
specific uses of the river, and conducts special studies to
address emerging water quality issues.

MAYORS CORNER
With the heavy winds and rain, this past month has been very hard on some folks. Our community
took a beating, but typical of small communities, good people are in abundance here. They
rolled up their shirt sleeves, pitched in to help their neighbors, and expected nothing in return.
I commend all of you for your supportive efforts in getting things back to normal.
An excellent job was done by our city workers and the young people who worked through
the heat of the day to be sure the clean up efforts moved along as scheduled. Our community
should be grateful to know that dedicated employees can be called upon in unusual circumstances
and rise to the occasion. As mayor, I know I am very grateful and value all of these employees.
The America In Bloom (AIB) judges were here June 16th and 17th. I believe they left with
a good impression of our community. We spoke about the storms from the previous week, and
they were surprised at the lack of evidence that anything of that magnitude had so recently
taken place. Praise again goes to our city workers and their helpers. Results of the judging will
not be known unitl in the fall of the year. This has been standard procedure for the last three
years. The AIB committee did a wonderful job of putting the program together, escorting the
judges around town, and showing them our beautiful community. Because there is always room
for improvement, I am sure we will be hearing back from the judges, letting us know the areas
where we can still further beautify our town.
Next month, we will be choosing a new Main Street Director. I hope this process will
move along quickly so not to interrupt current programs and to maintain positive efforts toward
our communitys future.
The Veterans Traveling Wall extends an opportunity for community people to see this
magnificent monument that has been traveling throughout our country.
I ask that you continue to pray for our service men and women. May God continue to
bless our community and all the people in it.

Clerks Attend Annual ILMCT & Budget Conference
City Clerk-Treasurer Rae Baker Gipson and Deputy Clerk-Treasurer Tammy Johns
attended the 72nd Annual Indiana League of Municipal Clerks & Treasurers
Conference and Budget School in Evansville, Indiana, June 9th-12th.
The conference featured numerous workshops throughout the week focusing
on municipal finance and budgets. Special Institute Education Classes were offered
on Your Role in Local Government and Potpourri from a Past President.
State Auditor Tim Berry joined the conference attendees during the week.
Charles W. Pride, Sr. with the State Board of Accounts informed the group on 2008
Legislation affecting Cities and Towns. Information was also presented by Bruce
Hartman, State Examiner with State Board of Accounts; Cheryl Musgrave,
Commissioner of the Department of Local Government Finance; and Kelly Mitchell,
Director of TrustINdiana, the Local Government Investment Pool. Various presentations
were presented by the Public Employees Retirement Fund, US Dept of Labor, and
the Internal Revenue Service throughout the conference. Exhibitors displayed the
latest in municipal government products and services, as well.
At the Wednesday evening Presidential Banquet, Tammy Johns was awarded
the first level of Clerk Status Indiana Accredited Municipal Clerk. Clerk-Treasurer
Gipson serves the Indiana League of Municipal Clerks and Treasurers as a member
of the Education and Mentor Committees.

Free Soil Test is Not Just for Farmers
The Ohio County Soil and Water Conservation District has
announced its 2008 program for free soil testing and a
lime cost share program. Soil testing is required to qualify
for the Lime Cost Share Program. Any soil test done in
the last three years qualifies for the Lime Cost Share
Program. A new application form must be filled out for the
lime program.
The testing is not just for agriculture. It is a free
service that can help homeowners save money and help
the environment also. A complete test is done by the
SWCD in the lab that shows exactly what nutrient are in
the soil. Industries and even golf courses can benefit from
the free soil test.
Applications for both the soil testing and lime share
programs are available at the Ohio County SWCD office
and the Purdue Extension Office in Ohio County.

4-H Fair Food Booth
The Rising Sun United Methodist Church will be operating the food booth at the 4-H Fair
as a fundraiser. The 4-H Fair runs from July 4-11, 2008. When youre at the fair, make sure you
stop by for some good food and support the church at the same time. Our specialties include:
BBQ with cole slaw, Walking Tacos, and Coney Dogs. For more information contact Pastor Keith

Ice Cream Social
Rising Sun United Methodist Church will be holding an Ice Cream Social from 1 to 4 pm
on July 13th. Home made ice cream in vanilla, strawberry, butter pecan, and chocolate will be
provided at 75 cents a dip. Baked items and carryouts available. Profit will be divided between
Mission projects and Johns Island work trip.

It happens to all of us. We are sitting at our computers, things moving along fairly uneventfully, and then it
snags us...the dreaded pop-up. Our computer begins to play the old guessing game. It asks the Do you

it threatens to shut down, devouring all our hard work, if we do not choose wisely. For a moment, time stands
still, fingers suspended above the keyboard, frozen in fear. What is the right answer? Our minds race, what
do we choose?

As a general rule, when in doubt, dont click. Unfortunately, a lot of people are fooled into believing their computer will not work as
efficiently if they do not install the recommended download from a pop-up. That is exactly what the bad guys want us to think. Many pop-ups,
as official as they may appear, are not. Some are even illegal. Their intentions could be to do harm to or gather information from us without our
knowing it. Tip: Only download from trusted sites. For example, if you get a reminder to upgrade Adobe Acrobat, go to their official site and see
if updates are recommended. If so, download from there. This simple rule of thinking before clicking could save you many headaches and help
avoid costly repairs.
Over the months we will explore computer related issues such as: symptoms and what they could mean; slow or sluggish computers; safe
browsing practices; cleaning up - inside and out; how did I get a virus; firewalls, spyware, malware; phishing, plus many more topics. There are
times when you, as a user, can remedy annoyances on your own. But, there are also times when expert advice and intervention are crucial to the
outcome. A wrong guess can make a mess. Our tips are geared to walk you through basic self helps and to alert you when, in certain cases, a

Be a Hard Target
The need to feel safe and secure is ingrained in all of us. The thought
of becoming the victim of a violent act is troubling. Unmanaged fear or a
sense of helplessness can eat away at our health and the quality of our
lives. Being safety conscious does not mean being fearful or paranoid.
Self-defense knowledge and skills build a sense of control essential to a
sense of security and well-being.
The Rising Sun-Ohio County Parks and Recreation Department has
partnered with Gary Van Guelpen to offer a 4-week Self Defense course.
The course will take place on Thursdays July 10th, 17th, 24th and 31st from 6-
7:30p at the Rising Sun-Ohio County Senior Citizen Center. Cost for the
entire course is $25.00 per person.
Mr. Van Guelpen has over 25 years of Martial Arts experience along
with training in China. His knowledge and background will provide a vast
amount of education and skill to participants. The following will be taught:
1. The Psychology of you and your opponents.
2. Being aware of your surroundings and the disposition of others
3. Looking at pressure points on the human body
4. Martial arts basics
5. Self defense techniques including defense against weapons
Class is open to individuals 12 years and older. Class space is limited!
All participants must register for the class by calling Jamie Bell, Parks

Business Feature: Photography by Kendal
Described as a photographic artist, Kendal R. Miller finds inspiration from
the beauty found in the outdoors and in the people she meets along the
way. Using all her senses, Kendal pays particular attention to detail.
Landscape and scenic photography requires her to note how light falls on
a subject and the shadows it casts. Color, shapes, textures and reflections
are key elements in bringing her vision to an art form. Photographing people
is described as relaxed and fun. This is their moment, their memory, that
we are creating together.
First fascinated with photography in high school, she knew she
would give it a try someday. To the young school paper reporter, the black
and white images the staff photographer was taking were captivating.
From there, an old Kodak 126 became her friend, and in the 1980s
she purchased her first 35mm. The library, as well as purchases, supplied
her with many books on the subject and she began soaking up enough
knowledge to feel confident to start experimenting. After winning a few
photography contests, Kendal became further inspired and in 1997 claimed
the title of working photographer.
Diagnosed with a neurological condition called cervical dystonia in
her teens, and having been in an accident in 2005 that shattered her wrist
and broke her elbow, someone else might have given up on their dreams.
But Kendal did not allow obstacles to squelch her passion or derail her
goals in life.
Dont let little inconveniences stop you from making it happen,
seems to be the motto of this soft-spoken, down-to earth newly wed.
Originally from Pittsburgh, and also having lived in Florida, Kendal now
resides with her husband Lenny and dog Moose on South Fork Road.

Business Feature: Jessicas Taste Sensations

With Paula Dean, the queen of southern cuisine, as her
inspiration, Jessica is laying out a 10 year plan to put her own restaurant
on the map.
I want to grow into my business by starting small, gaining a
reputation, then stepping into the big picture, rather than jumping in
with both feet and just hoping for success, says Jessica. I want, opening
a restaurant, to be the only option I have left because my cooking is in
such demand.
Is authoring a cookbook in her future? Well, only if she starts
writing things down. I go strictly by taste, notes Jessica. Recipes have
to be simple, with simple ingredients, tasteful, and delicious. Ive learned
by making a lot of mistakes. Im not about precision cooking. Im about
adjustments and finding the combinations that suit me.
Currently, Jessica provides box lunches, catering services, and
whatever else she can do to get her name out into the public. One of her
specialties is a fried steak sandwich.
