Fine Arts and Crafts Festival
Coming to Rising Sun
Award winning artists and artisans from all over the United States will gather
in Rising Sun to display their fine art, fine crafts, jewelry, furniture, and handcrafted
musical instruments at the first annual Rising Sun Festival of Fine Arts and Crafts.
Indianas wineries will have samples of their fine wines for you to taste and
live musical performances both days all as you stroll along the landscaped river
walk for a great day away.
The festival will be along Rising Suns Historic Main Street 10 am to 5 pm
on both Saturday and Sunday September 13 and 14. For more information check

Post Cards from Rising Sun
An upcoming exhibit at Pendleton Art Center lets artists
express themselves about Rising Sun
A new exhibit coming to Rising Sun in October at the Pendleton Art Center
will be an exhibit in which anyone can allow their artistic expression to come to
life. Any person 12 and over who would like to see their creation exhibited can
create a picture post card representing the beauty of the Rising Sun and Ohio
County area. Enter your post card at the Pendleton daily noon to 5 pm Wednes-
day September 24 through Saturday September 27. All entries will be considered
for reproduction as post cards suitable for mailing.
Rules for the exhibit are as follows: it is open to anyone 12 and older, it
should be original, 4 inches by 6 inches in size, and be in a fine art media, photo-
graph, or mixed media. All entries must be two dimensional and suitable for
reproduction.

First Friday Pigs and Pie!
September s First Friday has Dancing Pigs and Apple Pies!
The Cincinnati Dancing Pigs are coming to Rising Sun! And, on September
5th we'll all be dancing a jig and eatin' apple pie in the streets!
In conjunction with the First Friday Gallery opening at the Pendleton Art
Center in Rising Sun, The Cincinnati Dancing Pigs , Cincinnati's premier Jug Band
will be performing at the Heritage Hall on Main Street. The Dancing Pigs have
been around since the early years of the Rolling Stones, have lasted longer than
the Beatles, and have more living members than the Grateful Dead. In the Cincin-
nati Enquirer, they were once compared to the Julliard String Quartet, although
not favorably. They have played at every Tall Stacks, at the Cincinnati Bicentennial
Celebration, for the runners in the Cincinnati Flying Pig Marathon, many times in
the summer concert series in Eden Park, for the Cincinnati Art Museum, for a sit
down dinner on the observation deck of the Carew Tower, and in many bars, back
yards and living rooms throughout the area.
Band members have also agreed to be judges of our Apple Pie Baking Con-
test and will participate in a Youth Folk Art Percussion Instrument Workshop at
the Pendleton Art Academy that same day.

MAYORS CORNER
You can save gas here in Rising Sun. City Council and I have passed a golf cart ordinance that will
allow folks here in our community to use a golf cart to get around town. Some of you may have already
been reading about it and I do hope that folks do take advantage of this. One of the guidelines within
this is that golf carts are not allowed on the state highway. This means State Road 56 and State Road
262. You are not able to legally drive the golf cart on those roads but you can cross any State Road in our
community. This is a cheap way to get around our community and save gas. Also, we are not putting as
much pollutants into the air. This is good for our environment.
As fall approaches and we get ready for the Navy Bean Festival, we have the two-day catfish
tournament held by the Ohio Valley River Cats on September 6th and 7th. There will be fisherman from
all over this area here in town. I hope that folks make them feel welcome.
We also have the art fair September 13th and 14th which will have artists and craftsmen here
from several different states.
The Walk Rising Sun is also on the 13th. This would be the second annual Walk sponsored by
and put on by the Rising Sun Medical Center. The donations will help support the various services at the
Medical Center.
Projects that have started are our drainage project coming up state road 262, Henrietta Street, to
2nd Street and over to Mulberry Street. This should help the drainage issue that has been a problem at
the new library on 2nd Street. Another project is Phase 4 of the riverfront. We are still awaiting Indiana
DNR permits so that we can get the Corps of Engineers permits to allow us to start this project on the
riverfront.
Once again I ask for everybody to keep our men and women in the armed services in their prayers
and ask God to watch over our great community.

Free Ohio County
Often in small communities such as ours, the average citizen is
under the impression that because drug arrests are few or non-existent
there is no drug problem locally. Most likely this train of thought could
not be further from the truth. In small rural or suburban communities
there are a number of reasons why news of drug-related crime may be
very sparse, and most of those reasons do not include the absence of
drug related crime.
Police in such communities face a variety of problems in con-
ducting drug-related investigations. Often most everyone in town knows
each officer on sight and may in fact even be acquainted though civic
organizations, school sports, clubs, the local night scene and other
means. This makes it more difficult for officers to glean information about
drug activity and act on that information to build a case against drug-
related offenders.
Often neighbors of drug related offenders are afraid that if they
report drug crime they will be identified as the source of information
and face retaliation by the criminal element and therefore do not re-
port.
Police officers who are employed in an area where they have
lived all their lives may be reluctant to pursue a case against a child-

Drug investigations are sometimes long term, especially in cases
where a drug organization must be identified and a case built against
them. These cases are time-consuming, and expensive and a small de-
partment often does not have the resources to undertake such an op-
eration.
Sometimes, officers become complacent and because of the lack
of activity in a small rural location and simply are not inspired to seek
out drug offenders because of the issues they must overcome to work

The point is, just because the presence of drug-related activity is
not immediately apparent to the casual observer, you the citizen, dont
think for a minute that we dont have a drug problem in Ohio County /
Rising Sun.. WE DO!!!
Marijuana, cocaine, heroin and the abuse of prescription pain
killers are all significant problems in our area, and our law enforcement
needs community involvement to help combat this growing area of con-
cern.
There are many ways that you as an individual can help, such as:
1. Being observant for unusual activity in your neighborhood, unfamil-
iar persons frequenting area hot spots, untimely visits by numerous in-

2. Joining a civic organization and participate in organized activities
with your children.
3. Knowing where your children are and who they are with.
4. Observing for strange behavior or changes in your childs grades,
activities, and circle of friends.
5. Visiting your Sheriffs Office or Police Department and asking for in-
formation regarding drug crime and drug-related educational opportu-
nities, or scheduling a law enforcement officer to speak to your civic or
church group about the growing drug problem.
One of the best ways you, as a citizen, can become involved is to
attend the monthly meeting of your Local Coordinating Council of the
Governors Council for a Drug Free Indiana and participate in activities
there. New members are always welcome and it is a great way to learn
about the problems facing us today.
Thanks to grants from Ohio County Drug Free and the Ohio County
Community Foundation, the Dearborn / Ohio County Prosecutors Office
Special Crimes Unit is now involved in an effort to assist the Ohio
County Sheriffs Department and the Rising Sun Police Department in
fighting drug related crime in Ohio County. The Special Crimes Unit has
already been involved in undercover drug operations here resulting in
several arrests. Training has been provided to Ohio County Officers and
an operational agreement has been designed to provide help as needed
in drug-related cases in Ohio County. This little shepherd mix is about nine months old. He was born here at the

SADD Hopes for a Year of Activities to Get Students

Students Against Destructive Decisions Ready for New Year, New Challenges
The Rising Sun High School Chapter of SADD will again have a very busy year with many activities planned to bring awareness of the
dangers of drug and alcohol abuse. Red Ribbon Week will be Oct. 18-26. SADD is currently recruiting new members for the 2008-2009 school
year. If there are any high school students who are interested in joining SADD, please see Miss Emmons at the High School. Our first meeting will
be soon to elect new officers and to begin planning for Red Ribbon Week. Meetings this year will be held after school. For more information
contact Rachel Emmons, Life Skills and Job Training Teacher, Assistant Softball Coach.
Ohio County Rescue Annual Chicken Barbecue
Saturday September 13
Once again this year the Ohio County Rescue (also known as Rising Sun Life Squad) will hold their
annual chicken barbecue at the Emergency Services Building 121 South High Street. Starting at 11:00 am
Saturday September 13 barbecued chicken, baked beans, slaw, and desserts will be available and will
continue until they are sold out.
This traditional annual fundraiser for the life squad goes back several decades. A professional barbecuer
arrives in town late Friday evening and starts the coals. By 11:00 Saturday morning some of the best barbe-
cued chicken and sides you'll ever eat is ready to go. Deliveries are also available and orders can be placed
by calling 438-3100 that morning.

Prehistoric Native American Artifact Identification.
Jim Mohow, former Senior Archaeologist with the Indiana Department of
Natural Resources, will join us at the Historical Museum. It will be three years since Jim
has been at the museum. Bring your prehistoric Native American artifacts for Jim to
identify. His knowledge is vast and can give insight into how the artifact was used, what
it is made of, and how old it is. Jim has been stumped once or twice, but enjoys the
challenge. Throughout the day he will share some of his stories of Indiana archaeology
both past and present. Cost of the program is admission to the museum. Sponsored by

Historical Society is for entertainment purposes. If you are interested in a detailed evaluation of

team for the 2009 season. We are looking for players of any skill level, ages 16 to whatever. So if you enjoy the
game and are looking for one more day on the field come to the soccer field behind the Ohio County Elementary/
Middle School on Sunday September 28 at 1:00 p.m. to see what this is all about. Two things: leave the
aluminum bats and leather gloves at home as we use wood and gloves were not in use until the 1880s. Rain

The United Methodist Mountain Mission Truck will
once again be picking up items for the mission on Wednes-
day September 10 from the Rising Sun United Methodist
Church at 110 S. Walnut St. You may donate items for the
Mountain Mission by bringing them to the Church daily be-
ginning Tuesday September 2 through Monday September

On November 1, the RSUMC is planning their an-
nual Bon Ami Harvest Dinner and Holiday Bazaar Saturday
November 1 at the church. The Holiday Bazaar will be from
1 to 5 pm followed by the dinner from 5 to 7 pm with tur-
key, ham, dressing, real mashed potatoes, plus pies and
cakes.

America in Bloom Conference in Columbus
Members of the Rising Sun America in Bloom Committee will attend the organizations national confer-
ence in Columbus, OH Thursday through Saturday October 2 - 4. Those attending will be Mayor and Mrs. Bill
and Terri Marksberry, Larry Bailey, Sally Branham, Janie Eldridge, Ceil Falk, and Lois Latscha.
The conference will offer learning sessions such as Building Partnerships with your Business Commu-
nity and Recognizing Your Citys Heritage Potential. There will also be tours offered of Franklin Park Conser-
vatory and the Historic German Village, among others.
Rising Sun is under consideration for recognition at the Grand Finale Banquet and Awards Ceremony on
Saturday evening as a result of the committees efforts this past year.

the appointment of the new Director of Historic Downtown Amy Hoffman. We will
have more about Ms. Hoffman in the October edition of the Community News.

Work on Fairgrounds Improvements Continues
The New Park venture at the Fairgrounds is moving forward. City and County workers have been helping out on the project with demoli-
tion, hauling of dirt, cutting down trees, etc. A grant was received from the Rising Sun Regional Foundation in the amount of $50,000 for the
construction of the Show Arena. This project is being accomplished as a joint venture with participation and funding by the City, the County and
the Park Board.

Parks & Recreation Offers FOR RECYCLED BENCHES
Dance and Yoga Classes
The Rising Sun Ohio County Parks and Recreation De-
partment will be offering classes that may be of interest to
many in our community. First, the Parks Board Dance Pro-
gram offered by Laura Barasel. Classes will be offered in bal-
let, jazz and tap dancing for children ages 4 to 18. For more
information contact Laura at 438-9281.
Fitness Classes are being offered on Wednesdays be-
ginning September 10th at the Senior Citizen Center 510
South Mulberry Street. From 9:00 am to 9:45 am Yoga For
You, a class to increase fitness, strength, flexibility, and relax-
ation, will be in session. Then from 10:00 am until 10:45 am
Silver Stretch & Strength, a chair-based class using seated
exercise and low-impact movements, will be in session. For
more information contact Jamie Bell, Parks & Recreation De-
partment Director at 438-2700.
Denver Siekman Environmental Park is partnering with Girl Scout
Troop 43 to collect milk and juice jugs to be recycled. It takes 1,100
#2 type soft white jugs to make a recycled park bench. You can drop
off your #2 plastic jugs at the DSEP or call for pick up. For more
