Technical Consultancy Services Organisation of Karnataka (TECSOK), is a multidisciplinary


technical, industrial and management consultancy organization set up.

It was established in the year 1976 by the Government of Karnataka. The primary objective of
founding TECSOK was to provide reliable consultancy support for entrepreneurs to start up self
employment ventures in Karnataka, India.

Karnataka Industrial Areas Development Board (KIADB)

Karnataka Industrial Areas Development Board (KIADB) is a wholly owned infrastructure


agency of Government of Karnataka, set up under Karnataka Industrial Areas Development Act
of 1966.
This Board functions as per statutory provisions, rules and regulations enacted there under. The
Board comprises of senior government officers in their ex-officio capacities. The Board of
members meet regularly to take decisions and monitor the functions. KIADB holds pride in
being the first government organisation in Karnataka to obtain ISO 9001 certification in the year
1997.

Now the KIADB is following ISO 9001:2000 module covering its functions of Land Acquisition,
Development and Allotment functions in Bangalore Urban and Rural districts.

Aims and Objectives :


• Promote rapid and orderly development of industries in the state.
• Assist in implementation of policies of government within the purview of KIAD Act.
• Facilitate for establishing infrastructure projects.
• Function on corporate lines, with “No Profit – No Loss” policy.

Functions :
• Acquire land and form industrial areas.
• Provide all infrastructure to such industrial areas.
• Acquire land for Single Unit Complexes.
• Acquire land for Government agencies for their schemes and infrastructure projects.

Unit Complexes). The Board also acquires land for infrastructure projects of the Government.

Functional units of KIADB :-


Acquisition Wing:
This wing conducts the proceedings of acquisition and hands over the land to KIADB.
Special Deputy Commissioner heads acquisition wing and assisted by Special Land Acquisition
officers at zonal level. This section is an arm of Government which conducts the proceedings.
Board identifies land for development of industrial areas, for single unit complexes, projects &
schemes envisaged by Government. On ascertaining the suitability of land, notifications under
relevant provisions are issued under KIAD Act of 1966 with approval of Government. Thus the
action of acquisition of land is initiated.

Engineering Wing:
Engineering section prepares a design & development plan taking into consideration different
parameters like:
 Infrastructure requirements.
 Statutory & Regulatory requirements.
 Co-ordination with other agencies.

Chief Engineer and Chief Development Officer heads Engineering section assisted by
Development Officers who are in charge at the Zonal Offices. This wing of KIADB also
provides service to the allottees by approving building plans, providing water supply
connections, NOCs for obtaining power connections from supply agencies and addressing the
grievances of allottees at industrial areas in the matters related to infrastructure.

Allotment Wing:
This section is headed by Secretary assisted by Assistant Secretaries at Zonal
Offices. Requests of entrepreneurs in the matters of leasing, issuance of absolute sale deed,
issuance of NOCs for financial assistance, needful clearances for change in activity, change in
constitution, maintenance of payment records of allottees etc, are attended by allotment section.

FAQs about KIADB

1. Are you a government Organisation ?


Yes, KIADB is an undertaking of Govt. of Karnataka established under KIADB Act 1966.

2. Do we have to come many times over to follow up requests in KIADB?


Not necessarily. Promoters of the company have to appear before the Allotment Committee or
State Level Single Window Agency at the time considering their applications for clearance.
Disposal of subsequent references received from entrepreneurs is on a time bound schedule.

3. Are you online ?


Yes. We are.

4. Are your land prices realistic ?


Cost of land is fixed based on the cost of acquisition and cost of development. Considering the
type of infrastructure being provided in Industrial Areas, cost of the land fixed by the Board is on
the lower side in comparison to the prevailing market rates.

5. Whom to approach in KIADB for information ?.


Approach the following Officers in the Board for any information.

6. Can somebody from KIADB show the industrial sites available for allotment ?

7. Whom to contact outside Bangalore for information ?


The Joint Director, District Industries Centre will provide information regarding availability of
land in the concerned district. Wherever, the Board Zonal Offices are located, the Asst.
Secretaries will provide information about availability of land. Zonal Offices are located in the
following places:Bangalore, Mysore, Mangalore, Belgaum, Dharwad, Gulbarga, Bidar,
Davangere and Hassan.The Joint Director, District Industries Centre /Asst. Secretary, KIADB
can be contacted for information on availability of land in the District.

8. Do we have to buy land only in existing Industrial areas ?


KIADB also acquires, large plots under 'Single Unit Complex' Scheme where in land are
acquired and allotted on 'as is basis'. Entrepreneurs, normally prefer land in Industrial Areas,
keeping in view the availability of infrastructure conducive for industrial development and clear
title of the land.

9. What is meant my Single Unit Complex (SUC) ?


Besides developing industrial layouts, board also acquires and makes bulk allotment of land
without providing infrastructure facilities in favor of individual industrial units/applicants for
establishing industries or for any other purpose stipulated under provisions of KIAD Act of
1966. An allotee taking allotment under this mode are termed as Single Unit Complex (SUC’s).

10. What is the land cost for Single Unit Complex (SUC) ?
Consideration for land would be the tentative cost of land plus service charges of 22.1% on such
tentative cost. However, board may at its discretion reduce the levy of service charges at such
rate as may be prescribed from time to time for the government organizations and infrastructure
projects.

11. How long it takes to complete allotment procedure ?


. KIADB is an ISO 9001:2000 Organization. As per the existing system, within 35 days from the
date of filing of application, the Committee constituted for the purpose will take decision on
allotment and communicated to the applicants.

12. How soon do we get possession of land ?


. Possession of land will be handed over to allottees within three days from the date of receipt of
100% cost of land.

13. What FAR (Floor Area Ratio) is permitted ?

14. How long is the lease period? and why ?


Allotment is initially made on lease-cum-sale basis stipulating a lease period of six years.
Lands are allotted on lease-cum-sale basis only to ensure timely implementation of projects and
utilization of land for the purpose for which it is allotted.

15. Do we ever get freehold of land with sale deed document ?


On completion of lease period and on compliance of all the terms and conditions of
allotment, the lease will be converted into sale by way of execution of absolute sale deeds in
favour of the entrepreneurs.

16. Can we pay land price in installment ?


As per the present system, there is no provision for payment of land cost in installment. Cost of
land is required to be paid as hereunder:

17. Who allots the land for us ?


Allotment of land for small, medium, and large scale industries are made by the committees
constituted for the purpose as hereunder:
Small scale industries
1. Land Allotment Committee of the Board allots land in the Industrial Areas of Bangalore Dist.
2. District Land Allotment Committee under the Chairmanship of the Deputy Commissioner of
the Districts allots land in the Industrial Areas of respective districts.

Medium and large scale industries


Projects up to investment of Rs. 50 crores, State Level Single Window Agency under the
Chairmanship of the Principal Secretary, Govt. of Karnataka, Department of Commerce &
Industries takes decision on allotment of land in the State.

Large Scale Industries


Projects up to Investment exceeding Rs. 50 crores, High Level Committee under the
Chairmanship of the Hon'ble Chief Minister, Govt. of Karnataka takes decision on allotment of
land in the State.

18. Do we have to pay any annual maintenance charges ?


A. Yes. Details of maintenance to be paid, at present, are as hereunder:
Industrial Areas at Maintenance charges per acre
Per annum
1. Bangalore District. Rs. 2,500.00
2. Mysore Dakshina Kannada, Udupi, Belgaum, Tumkur, Rs. 2,000.00
Davangere & Dharwad Districts.
3. All other Districts. Rs. 1,500.00

19. Who maintains the industrial areas developed by KIADB ?


. Board is presently maintaining the Industrial Areas of the State during the lease period.
Constitution of Industrial Townships is under active consideration of the Government.

20. How are the land prices decided at KIADB ?

The cost of developed plots in different Industrial Areas is determined based on the cost of
acquisition of land and the developmental expenditure incurred for providing infrastructure
facilities.

21. Do we have to pay any bribe for getting work done in KIADB ?
No, If any Board Official demands bribe or inordinately delays processing of papers and /or
misbehaves in any manner, the same should immediately be brought to the notice of CEO & EM
either orally or in writing.

22. With whom shall we lodge our complaints and grievances ?


Grievances, if any, can be lodged with any one of the following Officers.
1. Chief Executive Officer & Executive Member.
2. Secretary
3. Chief Development Officer
4. Asst. Secretary.

Accounts Wing:

Controller of Finance- the head of this department is assisted by Senior Audit Officer, Accounts
Officer, Project Officer and Assistant Secretary (A&MIS). This wing of KIADB is engaged in
drawing of budgetary proposals, project financing & planning. This section also has
responsibility of monitoring & maintaining the process related to mobilization of finance for
projects, preparation of final accounts and other activities of KIADB.

Administration Wing:
Joint Director (Admn.) is the Head of this Department. This section has overall responsibility of
general administration, human resources management, other administrative and logistic matters.
This section ensures that the employees of this board are abreast with professionalism by
providing trainings, refresher courses etc., for better productivity in the Organization.

Integrated Infrastructure Development Schemes (IID) of Govt. of India


KIADB is the appointed agency for development of infrastructure for industrial units under IID
Schemes. Two locations have been identified for implementation of this scheme. A short
introduction on location and region is provided below:

 Auto Complex at Belguam:


• Extent: 280 Acres with fully loaded infrastructure.
• More than 1000 Units in the complex.
• Airport in Belguam with good railway links and well connected with roads.
• Port at Karwar-160 Kms, Panaji-180 Kms.
• River: Gokak.
• Good educational institutions in the District.
• Home of INDAL Aluminum Company and hub of trade and commerce in the region.
 At Bagalkot:
• Extent: 100 Acres.

INFORMATION UNDER THE RIGHT TO INFORMATION ACT

The Particulars of Organisation, functions and duties.

The growth of Small Scale Industries in our country since independence is rightly regarded as
one of the most significant features of planned economic development. The very concept of
small-scale industries, as we know, was not in vogue on the eve of independence. Rural and
Cottage industries, which constituted the “indigenous sector” of our industries, were wide spread
throughout the length and breadth of our country. Various programmes to sustain, modernise and
further develop this group of industries were initiated soon after the independence and the
modern small-scale industry scheme has gradually emerged out of this programme. The Small
Scale Industries have provided opportunities for self employment to educated young men and
experienced technicians from the middle level of society and contributed full to the growth of
industrial entrepreneurship in our country. Today small-scale industries is regarded as power tool
for balanced regional economic development. These achievements are primarily due to the
dynamic enterprising spirit of the small-scale industrialists themselves. A positive programme
for assistance of small-scale industries was initiated towards the end of 1954 on the basis of a
suggestion made by the international planning team sponsored by the Ford Foundation at the
request of Govt. of India. Further, on the basis of the recommendations of the central small
scale industries advisory board the state level organisations to assist the small scale
industries for procurement of scarce raw materials establishment of industrial estates, etc, have
been set up in all states. KSSIDC, is one of such Corporations, established on 29th April
1960.The registered office of the Company started functioning at Bangalore in the State of
Karnataka. The Company framed comprehensive and well-defined Memorandum of Association
and Articles of Association. Which permit the Corporation to take up any activity aimed at the

rapid development of small-scale industry, subject to the guidelines issued by the Government
from time to time and also as per Govt. order.

Functions:
ESTABLISHMENT AND MANAGEMENT OF INDUSTRIAL ESTATES

The programme of establishment of industrial estates, which has been carried out by the State
Government involved in construction of industrial sheds of various dimensions and providing
them with essential amenities such as roads, water supply, sewerage line and electricity. The
maintenance and upkeep of the sheds also became a part of the responsibility of the Corporation.
Besides constructing and letting out the industrial sheds, developed plots were also offered to the
entrepreneurs to put up their own factory sheds. The company also established exclusive and
prominent ancillary industrial estates in the vicinities of large and medium scale industry to cater
to their services to public sectors like BEL, ITI, HAL, NGEF, BHEL, BEML, VISL and Mysore
Lamps.

The Company has also established an exclusive Industrial Estate under ‘Dr. B.R.Ambedkar Birth
Centenary Programme’ at Jigani Bangalore District where 100 sheds have been constructed and
86 plots have been formed with all infrastructure exclusively for SC & ST entrepreneurs. The
Allottees of these sheds are required to pay only 40% of its cost.
The company under VISHWA SHEDS SCHEME constructed 800 sheds all over the state for the
use of tiny units.

LAND ACQUISITION:
The Company with a view to acquire land in and around Bangalore has identified about 2000
Acres of Land in Ganapathihalli and surrounding villages in Magadi Taluk which will be
developed as a model Industrial Estate.

PROCUREMENT & DISTRIBUTION OF RAW MATERIALS


The Company has also established 27 Raw-material depots throughout the State to cater the
needs of SSI units. The Company is currently handling Industrial Raw materials like Iron &
Steel.
The Company also distributing the Raw material required by Government Departments.

The company has also established centralised stockyard with railway siding facility
at Channasandra, Bangalore at a cost of Rs.100 Lakhs. The Channasandra Stock
Yard is capable of handling more than 1,00,000 Mts. of Iron and Steel Materials including Coal
and Coke.

PARTICIPATION IN EXHIBITIONS
The Company up to 1980 participated in a large number of National and International exhibition
as a part of dissemination of information as well as to create Marketing Outlets for
the products of SSI units. Participation in the International Exhibition has resulted
in securing substantial export order by the SSI units. With this expertise the
Company looks forward to help Export Units to obtain their orders.

OTHER ACITIVITIES:
The Company as a nodal agency for Co-Ordination with Indian Standard Institution set up a
laboratory at Peenya Industrial Estate for ensuring the quality of the products
manufactured in the State. This laboratory provides modern testing facilities for
types of products manufactured in Engineering, Chemical, Electrical, Electronics
and other similar areas. This project with an investment of Rs. 100 Lakhs. Is
financed by the State Govt., KSSIDC, KSFC, KSIIDC, NGEF, MML and IDBI.
Further, the cost of standardisation and licensing fee will also be kept to minimum
since the laboratory will work on no profit basis. Like wise National Institute of
Design have come forward to associate with KSSIDC in setting up a branch of the
National Institute of Design at Industrial Estate, Rajajinagar and is extending its
services for the benefit of the small scale industry in improving the product design

and allied matter. Necessary infrastructure facility has been provided by KSSIDC
to this center.
Company has also provided the accommodation to National Productivity Council for
maintenance and service center at Peenya for the benefit of the Small Scale
Industries.

ENTERPRENEURAL DEVELOPMENT PROGRAMME.


The Company is extending necessary assistance for organising Entrepreneurial Development
Programmes in various parts of the State in association with TECKSOK and other
commercial banks with a view to identify the talents and to improve the quality of
Entrepreneurial skill amongst the educated youth.

KSSIDC MISSION
The Corporation’s principle objective is the promotion and development of Small Industries in
the State. Construction and utilisation of infrastructure, especially in backward areas,
procurement and marketing of Raw Materials, technical support and assistance-are means to
reach the goals. A concern for results, emphasis on quality and timely work and willingness to
understand the problems of entrepreneurs-are the staff creed, and KSSIDC constantly strive for
this end. An Industrially prosperous Karnataka is our vision

STRUCTURE OF THE COMPANY


The Company apart from Board of Directors and Managing Director General Manager, Chief
Managers including a Superintendent Engineer, who constitute the core of the service
management. The Company, apart from its Head Office at Bangalore has Three Zonal Offices of
which, One is situated at Bangalore, another at Hubli and Third one at Mysore. The Company
has Eleven Division Offices headed by Deputy Chief Managers and 27 Raw material Depots
spread throughout the State of Karnataka. The total staff strength of the company is 404.
The company has computerized most of its activities with a view to keep up-dated information in
all the spheres of small industries development. The computer is being used mainly for
processing pay rolls, financial accounts, raw-material inventory accounting, preparation of

estimate, tender and also to process the management information system to aid the management
on the day-to-day administration. The company is also making efforts for simplifying the
procedures and to de-centralise the powers so as to ensure that the decisions are taken even at the
field level.

II) POWERS AND DUTIES OF OFFICERS AND EMPLOYEES:


KSSIDC being a company, the highest authority in the company is its Board of Directors and
being a Government company all the directors are nominated by Govt. of Karnataka . The Board
of Directors constitute the Chairman, Managing Director, and other Directors are nominated by
the Government from time to time.

Powers of the Board:


The Board of the company exercises all the powers that the Board of a company exercises
subject to the restrictions in the Articles of Association which lays down that certain powers are
to be exercised only with the approval of Government. There is also a clause in the Articles of
Association that Govt. will have the power to to give directions to the Board. The main
restriction in the power of the Board is that all capital expenditure above Rs.50 lacks is subject to
approval of Govt.

Powers of the Managing Director :


The decisions taken by the Board and the Committees of the Board re implemented by the
Managing Director who has the powers of management of the unit and looks after the routine
day-to-day issues and other administrative matters.

Powers of Officers:
The Board has delegated routine restrictive administrative powers to the departmental heads for
day-to-day affairs of the functional areas. The officers in the cadre of General Managers, Chief
Managers, Superintendent Engineer, Company Secretary, Dy.Chief Managers exercise the same.
However, the overall administrative control of the corporation is vested with the Managing
Director.

III) THE PROCEDURE FOLLOWED IN THE DECISION MAKING PROCESS


INCLUDING CHANNELS OF SUPERVISION AND ACCOUNTABLITY
The Board of Directors of the Corporation takes decisions on policy matters. These
decisions percolates down the line through the Managing Director who gives Administrative
orders based on the decisions taken by the Board. Based on the Administrative orders issued by
the Managing Director, the departmental heads implements the decisions of the Board. The
decisions when it is implemented are again reported back to the Board in the form of compliance
report in the next Board meeting. In this way Board supervises the accountability of
departmental heads.

IV) THE NORMS SET BY IT FOR THE DISCHARGE OF ITS


FUNCTIONS:
The norms set by the Board is the policy decisions taken by the Board and also the
internal circulars released by the Managing Director from time to time. The implementation of
these Office instructions are the complete responsibility of the departmental heads.

V) THE RULES, REGULATIONS, INSTRUCTIONS, MANUALS AND RECORDS,


HELD BY IT OR UNDER ITS CONTROL OR USED BY ITS EMPLOYEES FOR
DISCHARGING ITS FUNCTIONS;
The Corporation has framed allotment rules for allotment of sheds / plots, cadre and
recruitment rules and conduct rules for its employees. The Field Officers at various levels are
bound by these rules in their day to day functions.

VI) A STATEMENT OF THE CATEGORIES OF DOCUMENTS THAT ARE HELD BY


IT OR UNDER ITS CONTROL.
The Corporation maintains statutory records as required under the different statutes. The
proceedings of the Board and Sub committees are not accessible to the public for inspection or

obtaining copies thereof. Apart from this each department maintains their own documents and
registers for its smooth functioning.

The Corporation has not appointed any consultants nor do they have any arrangement
with any consultant in relation to formulation of its policy or implementation there to. The
corporation is under the Ministry of Industries, Govt. of Karnataka. The corporation generally
follows the industrial policy announced by the state government from time to time. The policy is
framed by the elected representatives of legislature with the objective of Industrial growth in the
state and creation of employment.

The corporation follows the compensation s per the regulations applicable to State Public Sector
Undertakings with a scale of pay and yearly increments to each of its category of staff and

Government’s Purchase Price Preference Policy- Grant of benefits to small scale units.
Government of India have been extending various facilities as detailed below to the small scale
units registered with National Small Industries Corporation under its Single Point registration
Scheme or with Public Enterprises concerned in order to help them in marketing their products:-
Issue of tender sets free of costs, Exemption from payment of Earnest Money, Waiver of
Security Deposit upto the monetary limit for which the unit is registered, rice preference upto
15% over the quotation of the large scale units.

Function and Objectives


The primary function and objectives of the Directorate of Industries are supervision and control
of District Level functionaries, i.e., the District Industries Centres in implementation of the
various schemes and programmes of the Department.

The basic objective of the Department is also to act as the Nodal Promotional Agency in the
development of industries and industries activities in the State as a whole.

And to promote and achieve the above-mentioned purpose, the Department organises and
implements various programmes and schemes to provide the basic infrastructural facilities for
the creation of industrial awareness and atmosphere viz.,
Investment Awareness Programmes
Entrepreneurship Development Programmes
Workshop and seminars etc.

Besides, the Department also runs regular vocational training courses for creation of skilled

subsidiaries like the M.K.V.I.B., M.H.H.D.C., M.E.D.C., M.C.C.L. etc., every year.

To accelerate the pace of industrialisation process, infrastructure development and development


of industrial areas and estates are being given importance. Financial Assistance is made available
to tiny/ cottage, to large/ medium sector of industrial units in the form of grants-in-aid to
technical entrepreneurs to package scheme of incentives and central transport subsidy. Some of
the scarce raw materials like paraffin wax, iron and steel materials are also allotted to register
industrial units at concessional rates.

Major Plan Scheme

Development of Industrial Areas and Estates


With the passing of time, there has been a steep rise in scarcity of suitable land for setting up of
industrial projects. Therefore, to meet the above demand clutched with other basic Industrial
Infrastructures, like road, water, power etc., the Department have acquired suitable plots of land
almost in every district of the state and developed them into industrial areas and estates. And for
efficient maintenance of these Industrial Areas and Estates, the Department has a specific annual
plan scheme known as Development of Industrial Areas and Estates.

Man Power General Schemes


In order to create skill technical and managerial entrepreneurs, the Department, through the
District Industries Centres (D.I.Cs.) and State Financial and Industrial Development Corporation,
i.e., Meghalaya Industrial Development Corporation (M.I.D.C.) sponsors local youths with
suitable stipend to undergo training studies so that they meet either the local demand or set up
Industries of their own as self-employment ventures after successful completion of their courses.

These schemes are:


 Manpower Training Scheme and
 Entrepreneurial Development Programme

Feasibility Studies
As consultancy and study for identification of viable industrial projects, the Department, through
the Meghalaya Industrial Development Corporation (M.I.D.C.) have undertaken a feasibility
studies of several Industrial projects, in which the Meghalaya Industrial Development
Corporation can take part in its equity participation.

Financial Operation
In order to enable the Meghalaya Industrial Development Corporation (M.I.D.C.) to meet its
requirement of fund as a financial institution, the Department extends fund to the Meghalaya
Industrial Development Corporation under the scheme of Financial Operation.

Package Scheme of Incentives


With the announcement of the State’s Industrial Policy in May 3, 1988 , the Department
extended the various package of incentive to small-scale medium and large-scale industries for
specific period of 5 (Five) or 7 (Seven) years for different item.
These state incentives are available to industrial units after they are established and permanently
registered with the State Directorate of Industries or the District Industries Centre (D.I.C.) as the
case may be.

Share Capital Contribution


As a Promotional Department, the Department do take part in Share Capital Contribution to: -

Transport Subsidy Scheme


A major fiscal assistance is received by the local Industries by way of Transport Subsidy against
the expenditure incurred by these units either by importing their requirement of raw materials, or
exporting of their finished products from or to outside the state. The requirement of fund for the
purpose is reimbursed by the Central Government after the claims are disbursed on cent per cent
basis.

District Industries Centre Programmes


The innovative scheme of District Industries Centre Programmes was introduced by the
Government of India to provide all facilities to entrepreneurs under a single roof. Under the
scheme, each district of the state will have a fully functional District Industries Centres (D.I.Cs)
manned with managerial expertise in different streams.

Activities of Industries Department

Small Scale Registration


Small Scale Industries (S.S.I.) Registration is voluntary and not compulsory. However, an
Industrial undertaking has to be registered with the State Directorate of Industries in order to
avail some of the basic facilities like land or sheds in Industrial Area and Estates, Bank or
Institutional Finance, State Incentives and Central Grant of Transport Subsidies.
S.S.I. Registration is done in two stages i.e.,: - Provisional Registration : When an Industrial
Project is under proposal or, in preliminary stage. Permanent/ Final/ Registration : When of
effective steps have already been taken up towards implementation of the projects and it is ready
to go into production or when a unit is already existing and functioning.

Scheme for Self Employment of the Educated Unemployed Youth


The Prime Minister Rozgar Yojana (P.M.R.Y.) was introduced in 1993-94 with 95% loan for all
type of ventures such as:-
Upper Limit

ii. Services Rs. 2,00,000/-
iii. Business Rs. 1,00,000/-

Normal Industrial Loan


The District Industries Centres (D.I.Cs) do appraise and sponsor normal industrial loan cases to
financial institutions, for long term loan and to the commercial banks for short term lending for
working capital requirements.

EMPs/ EDPs/ Investment Awareness Programme


Towards motivation of the local people and to create Industrial Awareness atmosphere, the
Department organised Entrepreneurial Motivation Programmes (EMPs), Entrepreneurial
Motivation Developments (EDPs) and Investment Awareness Programmes at identified growth
centre throughout the state.

Departmental Training Programme


In order to meet the local demand of skilled hands and also to equip the local youths for self-
employment ventures, the Department runs regular vocational courses in the trade of :

The trainees are granted with monthly stipend at nominal basis. On completion of the training
course, as a follow up, Grants-in-aid both in cash and kind are made available to these technical

Departmental Training Inside and Outside the State


Under the scheme of training inside and outside the state, the Department sponsors local youths
with stipend to undergo vocational training both inside and outside the state to create skilled
manpower who can either be employed in local industries or start self-employment ventures of
their own.

Training under the Practicing Master Craftsman


Like in the scheme of training inside and outside the state, under the above-mentioned schemes
also stipend to trainee craftsman and honorarium of master craftsman are offered.

Prime Minister’s Rozgar Yojana (P.M.R.Y) For Educated Unemployed Youth


Prime Minister Rozgar Yojana for providing self-Employment to Educated Unemployed Youth
was announced by the Prime Minister on 15th August, 1993 to provide self-employed
opportunities to one million educated unemployed youth in the country. The Scheme has been
formally launched on 2nd October, 1993 .

1. Objectives:
The PMRY has been designed to provide employment to more than a million Person by setting
up of 7 lakhs micro enterprises by the educated unemployed youth. It relates to the setting up of
the self-employment ventures through industry, service and business routes. The scheme also
seeks to associate reputed non-governmental organisations in implementation PMRY scheme
especially in the selection, training of entrepreneurs and preparation of project profiles.

2. Coverage:
The scheme intends to cover urban areas only during 1993-94 and whole of the country from
1994-95 onwards. From 1994-95 onwards, the existing self-employment Scheme for the
Educated Unemployed Youth (SEEUY) will be subsumed in PMRY.

3. Eligibility:
Any unemployed educated person living in any part of the country rural or urban fulfilling the
following conditions will be eligible for assistance. However, during 1993-94, the scheme would
be operated only in urban areas.

Age: Between 18 to 40 years (SC/ST - 45 years).


Qualification: Matric (Passed or Failed) or ITI passed or having undergone Govt. sponsored
technical course for a minimum duration of 6 months.
Residency: Permanent resident of the area for at least 3 years Document like Ration Card would
constitute enough proof for this purpose. In its absence any other document to the satisfaction of
the Task Force should be produced.
Family Income: Upto Rs.40,000/- per annum. Family for this purpose would mean spouse and
parents of the beneficiary and family income would include income from all sources, whether,
wages, salary, pension, agriculture, business, rent etc.
Defaulter: Should not be a defaulter to any nationalised bank/financial institution/co-operative
bank.

4. Reservation:
Preference should be given to weaker section including women. The scheme envisages 22.5%
reservation for SC/ST and 27% for other Backward Classes (OBCs)

5. Project Cost:
Projects upto Rs.1 lakh are covered under the scheme in case of individuals. If two or more
eligible persons join together in a partnership, the project with higher costs would also be
covered provided share of each person in the project cost is Rs.1 lakhs or less.

6. Margin Money, Bank Loans and Rates of Interest:


Entrepreneur is required to contribute 5 percent of project cost as margin money in cash. Balance
95 percent would be sanctioned as composite loan by Bank at the rates of interest applicable to
such loans under guidelines of Reserve Bank of India issued from time to time.

7. Collatoral guarantee on bank loans:


The loans would not require any collateral guarantee. Only assets created under the Scheme
would be hypothecated/mortgaged/pledged to the Bank.

8. Subsidy:
Government of India would provide subsidy at the rate of 15 percent of the project cost subject
to a ceiling of Rs.7, 500/- per entrepreneur. In case more than one entrepreneur join together and
set up a project under partnership, subsidy would be calculated for each partner separately at the
rate of 15 percent of his share in the project cost, limited to Rs.7, 500 (per partner).

9. Repayment Schedule:
Repayment Schedule would range from3 to 7 years after an initial moratorium of 6 to 18 months
as decided by the Bank.

10. Training:
Scheme envisages compulsory training for entrepreneurs after the loan is sanctioned.

11. Other Inputs:


a. State / U.T. Governments have been requested to provide necessary infrastructure support
like provision of Industrial sites, sheds, shops, water on preferential basis to these
entrepreneurs. Provision of sites and sheds at concessional rate to service ventures in
urban area will be essential for their success. Many State/U.T Governments are providing

various tax concessions and incentives under their industrial Policy. Such concessions
should also be extended to the beneficiaries under the scheme.
• As load requirement will be small, State/U.T. governments have also been
requested to give priority to the person getting the loan sanctioned under the
PMRY for electric connection and no deposit should be asked for and small
infrastructure e.g. erecting a few poles and extension of wire line should be done
expeditiously.

Project Profile seeking information on the project and promoter, details of land, building,
plant and machinery, power, water, marketing, arrangements for working capital, project cost
and means of finance, securities offered etc., needs to be filled in, in addition to the Bio-Data &
Networth Statement as per format.

Assistance will be extended as per the Scheme and Lending Policy guidelines discussing
the sector under which a project falls such as Thrust, Normal, Restricted and Prohibited Sectors,
stipulations on the extent of finance and collateral security to be offered by the promoter will be
duly indicated.
Along with the Project Profile and Bio-data and Networth statements, the promoter is
required to submit copies of the following:

a. Constitutional details – If it is a partnership firm, to submit partnership deed, Form A&C


issued by the Registrar of Firms If it is a Company, to submit the Memorandum & Articles of
Association, list of Directors, their share holding etc.

b. Land details: Title deed, previous deed, land conversion order from the Deputy
Commissioner for non agricultural purpose, layout plan approval from competent authority,
khata, tax paid receipts, EC for 15 years if own land In case of leased premises, submit lease
deed including the special clauses stipulated by the Corporation, proof of title of the owner such
as Khata/tax paid receipt etc.

c.KIADB/KSSIDC – Allotment letter, lease cum sale agreement, possession certificate

d. Building details: Building plan approval from competent authority such as


BDA/BMP/CMC/KIADB/KSSIDC/Local Planning Authority etc., plant layout, detailed civil
estimates, construction permission from local authorities etc.

e. Plant and Machinery – list of plant and machinery proposed with supplier and cost supported
by copies of competitive quotations/proforma invoices.
If the plant and machinery is proposed to be imported – copies of Chartered Engineer's
Certificate to be submitted along with the proforma invoice. The minimum residual life should
be at least 10 years.

f. Marketing arrangements made. Market study duly discussing the demand supply position
and gap there of etc.,if carried out may be submitted. Assurance letters/orders placed to also be
submitted. Focus on backward and forward linkages essential.

g. Collateral securities to be offered as per the lending policy of the Corporation to be


adequately attended. Valuation of assets shall be based on present SR Rates/KIADB/KSSIDC
allotment rates only for land and buildings to be assessed on WDV basis.

Once the above details are submitted and prima-facie clearances on the documents are
obtained from the legal department of the Corporation, the proposal will be placed before the
Project Clearance Committee Meeting Chaired by the Managing Director with Executive
Directors, General Managers (Credit, North Zone, South Zone), DGM (Credits-I), DGM
(Credits-II), AGM (Legal) and AGM (BDCR) as members and convened by AGM (EG). The
project will be deliberated and interacted with the promoter and once the proposal was found to
be in accordance with the lending policy requirements, in principle clearance will be given on the
spot and loan application form will be issued for the specified amount.

The promoter is to submit the application in two sets with copies of all related documents,
estimates, quotations, affidavit etc., Processing fee of 0.5% and Service Tax of 12.36% on the
processing fee shall be paid while submitting the application. Upon scrutiny of the application
the same will be forwarded to the Credits Department for processing. The Credit Department
with its team of technical, financial, legal and marketing officers interacts with the promoter,
inspects the locations of both primary and collateral securities' properties for valuation. After
processing the proposal as per lending policy norms and reports on technical, financial, legal and
marketing duly discussing the viability/feasibility the case will be placed for sanction by the
competent authorities. Up-front fee of 0.5% shall be paid before disbursement of the sanctioned
loan.

The Corporation has fixed time standards for sanction of loans from 21 days to a maximum of 60
days depending on the type of loan.
The Corporation has delegated powers of sanction by the Committees at various levels

Upto Rs.15 lakhs in the case of 'B' Grade Branches;


Upto Rs.20 lakhs in 'A' Grade Branches
Upto Rs.35 lakhs at Super 'A' Grade Branches and Upto Rs.60 lakhs at the Zonal Level.
Higher amounts than the above will be sanctioned at Head Office.
Limit of accommodation for –a.Proprietary concerns and partnership firms is Rs.2 Crore and
b.Registered companies and registered cooperatives it is Rs.5 Crore.

DISBURSEMENT PROCEDURE

 After the sanction of loan it will bereleased subsequent to the borrower complying with
all the terms and conditions stipulated in the loan sanction letter.
 The first step is execution of necessary legal documents by the borrower with the Legal
department of the Corporation. The borrower needs to make necessary upfront fee and legal
fees, which is linked to the loan amount sanctioned at this stage.
 The borrower has to obtain appropriate licenses/permissions from various statutory
authorities depending upon the type of project as stipulated in the loan sanction letter.
 The borrower has to first bring in his contribution/margin towards the assets being
considered for financing by the Corporation. The loanee has to submit a Chartered
Accountant certificate in a specified format indicating the investments made and the sources
of funds.
 The officers of the Corporation will visit the project site to ascertain the status of project
implementation and also the amount invested in the project.
 Eligible loan releases will be made considering the progress in implementation of project
and also the securities created and after inspection.
 The release towards building is considered after the promoter complying with the first
investment clause. The loan towards building is released in suitable instalments after
inspection.
 If the borrower has already remitted his margin as advance for the acquisition of plant
and machinery and submits required proof, the Corporation will issue commitment letter to
the machinery supplier for the balance eligible loan amount. The committed amount will be

released to the machinery supplier once he supplies the machinery to the satisfaction of the
Corporation and the borrower.
 Similarly in respect of imported machinery, the Corporation facilitates opening of FLC
after ensuring that the borrower complies required formalities.
 The borrower will plough back the releases for creating further assets and he can obtain
additional releases. A provision will be made in the loan amount itself for meeting interest
during implementation. Necessary release and adjustment will be made out of the interest
during implementation provided.
 The process will go on till the borrower avails the release of entire loan amount and
implements the project in total.
 Periodic visits will be made by the officers of the Corporation to ascertain the status of
project implementation and it will be monitored closely till the entire loan amount is released
to the borrower

NON-LIFE INSURANCE
 Corporation has entered into an MOU with IFFCO TOKIO General Insurance Co. for
marketing its non-life insurance policies.
 This would enable the clients of KSFC to have credit and the insurance cover under one
roof. The premium tariffs applicable are same as the other insurance companies and at no
extra service charges. An exclusive Insurance Cell with well-trained staff is in operation at
Head Office and also at all the Branch Offices.

KSFC has entered into strategic alliance with Life Insurance Corporation of India, the largest

The Corporation will help the customers in identifying the tailor made policies suitable for
their future financial needs and extend professional service from procurement of policies to
settlement of claims/payment on maturity to the customers. The clients of KSFC can avail the

UTI MUTUAL FUND PRODUCTS


KSFC has entered into MOU with UTI MF for distributing UTI MF products. UTI Mutual
Fund is one of the leading Mutual Fund in the country. It has got more than Rs.1,35,000
crores worth of assets under its management. It has got more than 40 schemes to offer, suitable
for short term and long term investments in the category of debt funds, balance funds and equity
linked schemes. The individuals, co-operative societies, private limited companies, charitable

Fund products.

The Corporation has got professionally trained persons to guide in the investment process of
UTI Mutual Fund at Head Office and Branch Offices. The service carries no extra charges.

MONITORING AGENCY

As per SEBI guidelines any company which is issuing more than Rs.500 crore shares for
subscription by the publicy, has to appoint a monitoring agency. KSFC is a notified agency for
this. The work involves inspection of the books of accounts and physical assets of the company
every six months, until the completion of the project to verify and certify that the proceeds of the
issue are utilised towards the objects of the issue declared in the prospectus. The companies
planning to issue IPOs can utilise the services of Corporation for Monitoring Agency
assignment as per SEBI guidelines.
